PROGRAM NOTES P-8A Poseidon Aircraſt Deliveries Connue As the Navy works to deliver the 56 th of more than 111 P-8A Poseidon aircraſt to the US Navy fleet as of early Jun 2017, there has been significant interest by foreign governments to acquire their own version of this An-Submarine and An-Surface Warfare aircraſt. In April this year, Boeing was contracted to deliver 11 P-8A’s for the US, four for the Australian Navy and two aircraſt for the United Kingdom (UK). Most recently, on May 2 nd , 2017, Congress was nofied of a potenal sale of four P-8A’s to New Zealand (NZ). While RBC’s support of Naval Air Systems Command program offices connues across acquision, program management, research and development and technology assessment, the new interest in P-8A sales to foreign militaries has increased the scope of RBCs Foreign Military Sales (FMS) efforts. The P-8A, as the innovaon leader in Marime Patrol and Reconnaissance Aircraſt (MPRA) design is managed by the Naval Air Systems Command PMA-290 Program Office. P-8A and other MPRA sensors development is led and managed by PMA-264. RBC holds prime contracts in both PMA-290 and PMA-264 with more than 100 employees and subcontractor employees working in support of the program offices in Patuxent River, Maryland and deployed remotely to US and foreign country sites. The expansion of P-8A user countries that has increased RBC support personnel on the PMA-290 FMS and Internaonal Programs acquision and program management team, has also required new support in PMA-264 to provide technology transfer, foreign disclosure, informaon and data exchange services and training analysis for the procurement and use of the P-8A’s remotely deployed sonobuoy sensors. RBC personnel assigned to PMA-264 have been involved in pursuing Foreign Comparave Test iniaves for cooperave foreign/US development of unique ASW sensors, and in Defense Technology and Trade Iniaves for sonobuoy producon. With the Australian P-8A Cooperave Development program in full swing and the new UK and NZ FMS Cases in place or imminent, RBC personnel assigned to those program and case managers are providing across the board program management assistance. P-8A Poseidon Aircraft Deliveries Continue As the Navy works to deliver the 56th of more than 111 P-8A Poseidon aircraft to the US Navy fleet as of early Jun 2017, there has been significant interest by foreign governments to acquire their own version of this Anti-Submarine and Anti-Surface Warfare aircraft. RBC welcomed Dan McNamara as the new Program Manager for the P-8A RBC support tam. Dan brings a wealth of knowledge, and strong management and leadership skills to his new assignment.

Congratulations to former PMA-290 Deputy Program Manager, Mr. Martin Ahmad who was appointed to the Senior Executive Service filling an immediate need as Deputy Commander for Fleet Readiness Centers.

Holli Galletti, became the new PMA-290 Deputy Program Manager this past winter replacing Martin Ahmad. As the former principal deputy program manager of PMA-299 and with prior PMA-290 P-8A Department Head experience, Holli was able to step in to her new position with virtually no turn-over.

Shortly after publication of the last RBCINK, RBC was awarded a Prime contract to provide management and technology services in support of the PMA-264 Program Office. This contract continues RBC’s role in program management, systems acquisition, engineering, contract initiation and contracts management, funds manage-ment, science and technology, research and engineering, test and evaluation and at-sea experimentation, Fleet technical support and training, mission planning and post mission analysis, and product sustainment processes.

It seems that almost every day, I read or hear about some new computer hacking issue that makes me want to know more about exactly what hacking is, and what I can do to protect myself and the company from hackers. Far be it from me to suggest I am some sort of computer expert. To the contrary, I am at best modestly proficient in poking around the keyboard and searching the web. But, what I learned is frightening and worth sharing with you.

I always thought hackers were computer geniuses, but that is not always the case. Phishing may be the simplest and easiest hack where an email message is sent that looks innocent but asks for the receiving person to take some action – reset your password / verify your address, then the hackers attempt some sort of scam.

If you recall, USB sticks were banned from use on Government computers some years ago. However, they are still a viable hacking tool, and they generally install a virus on the unsuspecting user’s computer. One method popular with hackers is to “lose” a thumb drive in an office parking lot. When a well intended person finds it and opens it, to perhaps see who the owner is, the virus is loaded onto their computer. Another story I heard is the person coming in for a job interview who just spilled coffee on their resume and simply asks the front office support staff to please run them a clean copy off the thumb drive they hand over.

Password Hacking may be as simple as guessing your password from hints you unwittingly provide in your social media, or what is called a “Brute Force” attack that runs computer generated password combinations until one is unlucky enough to match.

“Trojan Horse” Malware is software downloaded by an unsuspecting user while trying to access a legitimate program. Malware and some USB Stick hacks are used to provide hackers access to your computer and network to steal information or allow the hacker to use your computer system remotely and without you knowing it. Fortunately, we at RBC have very robust firewalls that stop most of these intrusions, but I was shocked to learn on any given day our firewalls stop as many as 16,000 unwanted intrusion attempts.

So, what can we do? Be smart – think like a hacker. Don’t open anything even remotely suspicious and change your passwords frequently. We may not be able to stop all hacks, but we can make hacking more difficult.

What is an Insider Threat: Insiders have arguably caused more damage to the security of the United States than foreign intelligence officers, and with today’s technological advances, they have the ability to cause more harm than ever before. What used to take years to collect now takes minutes because of the increased use of removable media. Insiders are often aware of your company’s vulnerabilities and can exploit that knowledge to their benefit. Not every suspicious circumstance or behavior represents an insider threat, but every situation needs to be examined to determine the potential risk.

Insiders: Any person with authorized access to any government or contract resource to include personnel, facilities, information, equipment, networks or systems. This can include employees, former employees, consultants, and anyone with access.

Insider Threat: The threat that an insider will use his or her access, wittingly or unwittingly, to do harm to the security of the United States. This threat includes damage to the United States through espionage, terrorism, unauthorized disclosure of national security information, or the loss or degradation of government, company, contract or program information, resources, or capabilities.

RBC has immediate openings at the Patuxent River Naval Air Station for the positions listed below:

Senior Program Analyst The position will directly support Air Anti-Submarine Warfare Systems and Sensors. The individual will provide development planning and execution throughout all phases of the Defense Acquisition Process as described in the DoD 5000 Series including the technical foundation for successful acquisition and encompasses the analyses and technical planning activities to support informed investment decisions. Address the capability gap(s), desired operational attributes and associated dependencies of technically feasible solutions.

Qualifications: BS in engineering, physics, computer science, or mathematics. An MS Degree is desirable. A minimum of 10 years of experience is desired. 4 years of experience in managing development, planning, testing, and evaluation of the acquisition develop-ment programs or projects is desired. Demonstrated experience with the systems engineering process specified in the DoD 5000 Series is desired. Must have the ability to obtain a Secret security clearance.

Financial Analyst The position will support a large ACAT ID program at NAVAIR. The individual will provide financial analysis and support to Lead BFMs in planning and executing budgets. Assist in the preparation of funding documents, and monitor/maintain obligation, commitments, and expenditures in Navy ERP. Prepare and reconcile spreadsheets/ledgers using Navy ERP. Assist in updating and analyzing spend plans for obligations using Navy ERP. Prepare and update Work Assignment Agreements. Create and update Budget and Project Structures via Navy ERP. Candidate must be detailed oriented, a self-starter, and have excellent organizational skills. Experience with execution of funds and Navy ERP is required.

Qualifications: This position also requires a BS or BA degree in a business, management, or relevant technical discipline and a minimum of 4 years of financial management experience, 2 of which must be within DoN. A current security clearance is required.

Program Analyst The position will support the Air ASW Systems Program Office (PMA-264). This position directly supports the Multistatic Active Coherent (MAC) Research and Development (R&D) Integrated Product Team (IPT) by providing acquisition and business management support to the MAC program. The candidate will participate in meetings; record and track minutes and action item tasks; develop and maintain configuration management of acquisition documentation; coordinate Procurement Planning Conferences; prepare Statements of Work and Contract Data Requirements Lists (CDRLs); track requests for proposals and contract awards; and manage contracts data deliverables through the use of the NAVAIR CDRL Tool.

Qualifications: Bachelor’s degree, BS in Business Management preferred. ALLOWABLE SUBSTITUTION: AS or AA degree (Business related major preferred) with a minimum of 3 years of experience working in a business/office administration position. Must have advanced skills in the use of Microsoft Office Suite software (Excel, Power Point and Word), possess strong written and oral communication skills, and demonstrate experience in the fundamentals of business administration. DoD Acquisition and data management experience is highly desired. A Secret clearance will be required.

Cooperative Program Analyst The position will support a large ACAT-I Cooperative/Joint acquisition program at NAVAIR. The candidate will assist in foreign disclosure and export compliance, analyses and data management of program documentation, research, management of action items relevant to export requirements, preparation of point papers and briefing materials, reviewing and providing feedback on Summary Statements of Intent, and coordinating/planning/participating in TIMs and cooperative initiatives. Duties will require interface with prime contractors, vendors, NIPO, DTSA, Department of State and other Government/foreign representatives regarding technical and programmatic aspects related to the development and execution of Cooperative/Joint programs. Knowledge and experience in international business and FMS practices and applicable ITAR/licensing, Arms Export Control Act, Export Administration Act, and associated regulations is desired.

Qualifications: This position requires a college degree and a minimum of 8 years of experience in program management, technical or business analysis with 3 of the 8 years of experience supporting technical and program aspects of major weapons systems develop-ment. 8 years of relevant experience may be substituted for the college degree. A current Secret security clearance is required.
