QUYT NH:
iu 1. Ban hnh km theo Quyt nh ny nh mc kinh t-k thut giao rng, cho thu rng, cp giy chng nhn quyn s dng t cho mc ch lm nghip gn vi vic lp h s qun l rng.
iu 2. Quyt nh ny c hiu lc thi hnh sau 15 ngy, k t ngy ng Cng bo.
iu 3. Th trng cc n v trc thuc B, Gim c S Nng nghip v Pht trin nng thn cc tnh, thnh ph trc thuc Trung ng v t chc, c nhn c lin quan chu trch nhim thi hnh Quyt nh ny./.

QUY NH CHUNG
1. nh mc kinh t-k thut ny c p dng xc nh hao ph lao ng, vt t, nhin liu, cc ph cp cn thit phc v cng tc giao rng, cho thu rng, cp giy chng nhn quyn s dng t v lp h s qun l rng.
2. Cc tnh chi ph lao ng nh sau:

3. Ph cp lu ng
Ph cp lu ng c tnh tr theo s ngy thc t lm vic i vi khu ngoi nghip theo cng thc sau:

4. Ph cp kh khn (K)
Ph cp kh khn c tnh tr theo s ngy thc t lm vic i vi khu ngoi nghip theo cng thc sau:

a) K = 1,0: p dng vi cc x c h s khu vc nh hn 0,3.

5. Tng chi ph giao rng, cho thu rng, cp giy chng nhn quyn s dng t v lp h s qun l rng bao gm cc chi ph v lao ng, ph cp lu ng, ph cp khu vc, vt t, nhin liu v cc chi ph khc theo quy nh ca Nh nc.

2.1. Kho st xy dng phng n giao rng, cho thu rng.
a) Lm th tc hnh chnh vi chnh quyn a phng v cc bn lin quan.
b) T chc ph bin k hoch trin khai.
c) Khoanh v cc loi t, loi rng.
d) Xc nh ranh gii cc tha t d kin giao, cho thu.
e) Phc tho s giao rng/cho thu rng, lm vic thng nht vi cc bn lin quan.
f) Hp thng qua phng n.
2.2. T chc giao rng, cho thu rng ti thc a.
a) o c, xc nh ranh gii tha t lm nghip.
b) o c, xc nh ranh gii t c rng.
c) Lp tiu chun xc minh rng.

2. Cc trng hp khc
a) Trng hp giao, cho thu rng trng ng thi vi giao, cho thu t v trng hp giao, cho thu rng t nhin trong trng hp c cp giy chng nhn quyn s dng t c tnh bng 85% so vi nh mc trnh by ti Bng 1 v Bng 2;
b) Trng hp giao, cho thu rng trng trong trng hp c cp giy chng nhn quyn s dng t c tnh bng 70% so vi nh mc trnh by ti Bng 1 v Bng 2;
