CORO Conference of Regulatory Officers 2012 2

This year’s program provides an opportunity to reflect on our shared efforts over the past 20 years to harmonise our regulatory endeavours. It features a variety of presentations and workshops including:

• a session examining practical tips and traps in decision making and writing

• a session dedicated to sharing information between complaint handlers, investigators and legal officers

•a practical ‘investigators toolkit’ session

• a hypothetical led by the Honourable Justice Glenn Martin who will challenge an expert panel of lawyers, regulators, costs assessors and consumer representatives to share their perspectives on some key ethical dilemmas arising from lawyers’ billing practises and costs.

The sessions will be led or facilitated by members of the judiciary, regulators, lawyers representing a variety of sectors of the profession, experts in related fields and special guests.

The conference will be opened by Queensland’s Attorney-General and Minister for Justice, the Honourable Jarrod Bleijie, who will outline his Government’s approach to national legal profession reforms and related issues.

It will allow attendees to catch up with interstate colleagues, swap notes, learn from each other and reflect on where we’ve come from and future directions – and of course to network between sessions and during dinner overlooking the beach at celebrity chef Ben O’Donoghue’s Southbank Surf Club.

The Legal Services Commission, Queensland Law Society, Bar Association of Queensland and Legal Practitioners’ Admissions Board are proud to host CORO 2012 and trust you will leave not only better informed but energised and entertained.

Complaint, trust account and discipline workshopAimed at sharing best practice information on complaint handling, trust account inspections, investigations and disciplinary proceedings this workshop will cover a range of discussion points. These will include trends and issues in complaints and trust account inspections; war stories and lessons learnt; using coercive investigation powers; steps to improve timeliness through rapid resolution procedures as well as discussion on knowledge sharing opportunities.

Speaker profiles

The Honourable Jarrod Bleijie Attorney-General and Minister for Justice

Jarrod Bleijie was appointed Queensland’s Attorney-General and Minister for Justice by Premier Campbell Newman after the March 2012 State election.

Jarrod Bleijie was elected to the Queensland State Parliament for the electorate of Kawana on the Sunshine Coast in March 2009, and re-elected in March 2012. He was appointed to the Shadow Cabinet in December 2010, as Shadow Attorney-General and Shadow Minister for Corrective Services.

Prior to being elected to Parliament, Jarrod practised law in a respected Sunshine Coast firm, mainly in the areas of business, corporate, body corporate as well as property law.

He has been a member of the Parliament’s Legal Affairs, Police, Corrective Services and Emergency Services Committee and was previously also a member of the Law, Justice and Safety Committee, and the Legal, Constitutional and Administrative Review Committee.

Jarrod is involved in a large number of Sunshine Coast organisations. He is a Rotarian, a Lion, a former Board Director of Mercy Ships Australia, a Board Member of Sunshine Coast Youth Partnership Inc, and a Board Member of the Italian School Committee Inc. He is also the Patron of Kawana Soccer Club and the Kawana Waters Surf Lifesaving Club.

A Justice of the Peace (Qualified) in Queensland, Jarrod studied law through Queensland University of Technology, completing his Articles of Clerkship on the Sunshine Coast.

Jarrod lives at Little Mountain with his wife Sally, where the couple are raising their two daughters and one son.

The Honourable Justice Alan Wilson, Judge of the Supreme Court of Queensland

Justice Wilson was appointed a Judge of the District Court, and the Planning and Environment Court, in 2001. He was appointed to the Supreme Court in late 2009 and, at the same time, became the President of the Queensland Civil and Administrative Tribunal.

He practised as a barrister for 18 years, and was appointed Senior Counsel in 1999. He has wide experience in both the private and public sectors of the legal system, including extensive work as a mediator.

His special interests as a judge have been in improving access to justice through mediation and other forms of Alternative Dispute Resolution (ADR), Court governance and administration, and the education and training of the judiciary.

Between 2003 and 2008 he managed the lists in the Planning and Environment Court and was instrumental in introducing radical changes to its administration.

He has a special interest in reforming the way judges explain their decisions and is an advocate of simpler, more accessible reasons for judgement.

To that end he has presented judgment writing courses in Papua New Guinea, and Australia.

He has been a member of the governing council of the National Judicial College of Australia (NJCA), a body dedicated to continuing education and training for judges which is partly funded with a grant from the Queensland Government. The NJCA provides training at a variety of levels including lectures for Chief Justices, and Chief Judges, on court administration.

Since November 2009 his time has been devoted to QCAT, a large and very busy ‘super’ tribunal, where his interest in ADR and simplified proceedings and decisions has had full rein.

The Honourable Justice Glenn Martin, Judge of the Supreme Court of Queensland

The Honourable Justice Glenn Martin holds degrees in Arts and Law from The University of Queensland. He also holds a Masters of Laws from the Queensland University of Technology. He practised at the Queensland Bar from 1979 to 2007 and was appointed Senior Counsel in 1998. At the Bar his work was mostly industrial, employment, administrative and constitutional. He appeared for employers, unions, individuals, the Commonwealth and each State in all courts and tribunals. He was appointed to the Supreme Court of Queensland in 2007.

Justice Martin is a Fellow of the Queensland Academy of Arts and Sciences. He has held numerous positions in professional associations and is currently the inaugural Chair of the Australian Bar Advocacy Training Council and the Vice-Chairman of the International Advocacy Training Council. Justice Martin is also a life member of the Australian Bar Association and the Bar Association of Queensland.

The venue The Legal Services Commissioner, Queensland Law Society, Bar Association of Queensland and Legal Practitioners’ Admissions Board are proud to be jointly hosting CORO 2012. The conference will be held at the Brisbane Convention and Exhibition Centre on Grey Street, South Bank, Brisbane.

Registration Registration will be held in the foyer outside the conference room P6 and P7 located on Plaza level. All conference sessions will be held in the Plaza Room 6 and 7.

Conference Dinner – Thursday 8 NovemberThe conference dinner will be held at the South Bank Surf Club, 30aa Stanley Plaza Parklands, South Brisbane on Thursday evening, 8 November from 6.30pm. South Bank Surf Club is located in the heart of South Bank with stunning views of the CBD, Brisbane River and Streets Beach. One dinner ticket is included with the conference registration fee (please indicate your attendance when registering). Partner dinner tickets can be purchased at a cost of $140 per ticket (inc GST). Partner dinner tickets can be purchased via the registration form or online.

Dress CodeThe dress code for the conference and dinner is smart casual.

Close of registration Close of earlybird registration (with accompanying payment) is Friday 12 October 2012. Standard registration (with accompanying payment) must be received by Monday 5 November 2012.

Bus Services – South Bank is serviced by two bus stations: The Cultural Centre Station on Melbourne Street and the South Bank Busway Station corner of Colchester and Tribune Streets, South Bank. A free city loop bus service circles Brisbane’s Central Business District including South Bank. 

CityCats – A popular and speedy way to travel the river. The CityCat terminal is located outside the riverside restaurants on the riverside promenade. CityCats operate daily from 5.30am to 12.30am.  

Taxi – Taxi ranks are located outside the main entrance to the Convention Centre, at Mantra South Bank in Grey Street and at various locations throughout the precinct. 

Trains – There are two train stations within a five minute walk of the Convention Centre. South Bank Station accessed from Tribune Street and South Brisbane Railway Station adjacent to the Convention Centre in Grey Street.
