Positions include Care and Treatment Advisors, Counseling and Testing Advisors, Program Monitoring and Evaluation Advisors, Finance Managers and IT Specialists.

Responsibilities for technical advisors will include:

Conducting program evaluations, operations research and epidemiological studies, advising officials regarding methods of improving and expanding counseling and testing services in-country, preparing Monitoring and Evaluation Trainings, pro-viding services related to USG Emergency Plan Reporting activities, preparing the Care and Treatment portion of the an-nual Country Operations Plan (COP).

Education and Experience for Care and Treatment Advisor: Completion of University-level coursework in Nursing, nursing degrees/certificates, Masters of Public Health and a minimum of 5 years of clinical experience, two years with AIDS pa-tients (required)

Education and Experience for M&E Advisor: Graduate degrees, experience teaching epidemiology concepts, strong com-munication skills and the ability to develop and maintain strong cooperative working relationships with health care provid-ers from various cultures

Education and Experience for Counseling and Testing Advisor: University degrees in psychology or health or equivalent experience, minimum 3 years public health experience in HIV prevention, STIs, and strong communication skills

All candidates must have fluency in Portuguese, familiarity with the Ministry of Health policies in Mozambique and the AIDS community service organizations in Mozambique are desirable.

We are seeking two Finance Managers who will assist Mozambique staff with all financial aspects of the program opera-tions. This includes performing liaison services between the Budget and Fiscal Branch to track all local expenditures of funds to include VISA purchase card transactions, petty cash accounting and post-held funds transactions. Additionally, the contractor shall assist with budget activities related to contracts, grants, interagency agreements and cooperative agreements in Mozambique. The contractor shall prepare and submit financial reports as required to management for approval and then forward approved reports to HQ and other government entities, as required. Quarterly reports are also to be prepared and submitted to the Ministry of Health and the Ministry of Women and Social Action

These positions require University level coursework in Accounting and experience with progressively challenging work in the areas of financial management, accounting, finance, budgeting or auditing for a minimum of 5 years.

We are seeking one IT Specialist who shall perform an industry-standard, routine (i.e., minimally directed) analysis of the existing Local Area network. The contractor shall use several approaches to obtaining complete information about the cur-rent performance of the existing LAN and the desired performance of any future LAN equipment or configurations.

This position requires experience managing and maintaining a small LAN and the ability to read technical manuals in both Portuguese and English, as well as speaking both languages.
