7. Summary of Overall Project Progress:
The third quarter of 2013 noted the following key achievements,
Completed the 6th
Multipartite Review Meeting (MPR) in Nadi, Fiji – Meeting Outcomes
attached as Annex 1. (Effective Project Management)
Finalization of the Monitoring and Evaluation (M&E) Report for four PIGGAREP PICs (CI,
WS, KI and TV) – (Effective Project Management)
Completed the PIGGAREP Plus Inception Meeting in Nadi, where the Work Plan and budget
were discussed and finalized for the 6 (six) PIGGAREP+ countries for implementation.

Completed the 18th
Project Board Meeting – draft minutes attached as Annex 2. (Effective

The 3rd
quarter of 2013 reflected 57.74% of funds budgeted for of $397,264 advanced expended.
Actual fund spent for the quarter was USD 229,377.74. From this,
USD 152627.68 was related to the Project Management Office (PMO), or 66.5% of the
total Q3 expenditure. The reason why PMO is relatively much higher than the estimated
budget for this period is that travel cost for the 11 project countries related to the
PIGGAREP Project board Meeting in December 2nd
2013. As there is only one global
project management budget, all management costs, whether regional or country related,
are accounted for here. The breakdown of the PMO expenditure is presented in Table 2,
page 13.
The balance, 76,750 USD, was spent on solar training Nauru, renewable energy
awareness activities in Samoa, development of the Tina hydropower plant in Solomon
Islands, renewable energy awareness raising in Tonga, installation of solar PV and tariff
review/development of net metering policy for in Tuvalu.
7.1 Project Monitoring and Evaluation
The PIGGAREP Monitoring and Evaluation (M&E) process for Cook Islands, Samoa, Tuvalu
and Kiribati was further revised by the consultant from advices from the PIGGAREP Regional
Technical Advisor (RTA) in Bangkok completed and submitted to the PMO.
The 6th
Multi Partite Review, the 18th
Project Board meeting and the PIGGAREP+ Inception
meeting was held in Nadi, Fiji from 12 - 16 August to critically assess the project performance
for the past 6 years discuss improved way forward to improve project delivery. We also
welcomed the additional USD2 million from the SIDS Dock Fund to implement 6 approved
projects for 6 countries including 3 new participating countries from FSM, RMI and Palau.

7.2 Collaborative Effort and Partnerships
The Pacific Energy Oversight Group (PEOG) members were invited to join the 6th
Multi Partite
Review (MPR) to share their energy programs in the region and to further strengthen our
partnership in supporting the Pacific Islands countries with their energy needs and especially
renewable energy development.
The data collection on renewable energy and transport sector in partnership with IRENA was
completed during the quarter. The final report is expected to be available by the end of 2013.
Following the Multi Partite Review, the Project Management Office participated in the Regional
Energy Database workshop which was held in Suva, Fiji by Secretariat of the Pacific
Community (SPC) from 19 to 21 August. Other partners such as GIZ, IRENA, USP, PPA and
PIFS also participated. This workshop aimed at strengthening energy databases at the national
levels in order to improve governments’ energy planning and policies, related to Component 3,
Institutional strengthening,
The Project Management Office has continued to update the Inventory matrix and Achievements
to Date in discussion with the RTA and countries in preparation for the Terminal review.
Further inputs were provided by the national coordinators during side workshops at the MPR .
These two matrices are updated quarterly with the Quarterly Progress Reports
The PMO have produced the SIDS Dock PIGGAREP+ and PIGGAREP Project Brief flyer and
national fact sheets for each PIGGAREP country. These were displayed at the SPREP meeting
held in Apia in September and at the Asia Pacific Clean Energy Summit which was held in
Honolulu, Hawaii where the Project Manager was invited to make a presentation on PIGGAREP.
7.3 Regional Activities
A follow up of the Gender Mainstreaming Workshop focusing on PIGGAREP Plus aimed to
(a) familiarize the PIGGAREP Country Team staff and the PMO staff with key
concepts of gender mainstreaming in project design and management in the
PIGGAREP Plus; and, (b) provide examples and exercises that facilitate the practical
application of these concepts and to build knowledge on how to improve gender
equality in renewable energy initiatives in PIGGAREP Plus and especially
documenting the impacts of PIGGAREP+ activities on gender. The training will
result in reporting on gender impacts under PIGGAREP (from Q42013) and inclusion
of relevant gender indicators in the PIGGAREP + log frame.

The National Coordinators were also having a specific workshop during the 6th
MPR on updating
the inventory matrix and achievements to date table on results and impacts of PIGGAREP
activities. This enabled the PMO to work closely with the countries to provide updated
information since the commencement of the project in 2007.

Hybrid FS Project
The Rakahanga, Pukapuka/Nassau and Manihiki islands are ongoing
and should be completed by December 2013.
Approval was granted (in Q2) to extend these work to the north for
Penrhyn, Palmerston and Nassau. The Site visit for Penrhyn and desk
top study for Palmerston and Nassau were carried out and completed
in September.
Evaluations on how to use the Japanese PECF will be done relted to
PECF process and procurements standards, and taken into
consideration that the Government of the Cook Islands is now taking a
new approach of transforming the Northern Islands with New Zealand
committed to Supply and Install the Mini-Grid Systems in the North.

The Fiji Electricity Authority informed PMO that they were uncertain to
what extent a net metering policy would be useful in the country, and
asked for a feasibility study to be carried out before the net metering
policy is formulated. Fiji Department of Energy are developing Terms of
Reference for a feasibility study on net-metering in Fiji.
Kiribati

PIGGAREP completed Under the PIGGAREP+, one project proposal was submitted on a pilot
project on biofuel and is currently under assessment by the UNDP. The

Programme
Samoa RE Awareness programme continues with the Ministry of Natural
Resources and Environment, the Electric Power Corporation and Ministry of
Finance taking the leading role. School talks and public talk were done and
RE competition for schools were conducted.
PIGGAREP+ Biogas Demonstration A proposal was submitted for the SIDS Dock PIGGAREP+ funding and is
currently under assessment and reviewed by the UNDP. Final approval is
expected before the end of this year.

10. Challenges/Issues Encountered
The major challenge during the quarter is getting the countries to implement actual activities.
These are all PIGGAREP countries except Samoa was into the final stages of completing its
activities. Efforts were made to kick start PNG (as they never implemented any PIGGAREP
activity) but still very slow response. A lot of time is consumed during the preparation of the
activities such as development of Terms of Reference (ToR), advertisement and evaluation of
bids and awarding as well as development of consultancy contracts before actual implementation
of activities. It was time consuming to have the ToRs for Fiji (on the Feasibility study on Net
Metering), Tuvalu (on the Study of Electricity Tariff Reform including development of Net-metering
Policy), Tonga (on their RE Curriculum consultancy) and Vanuatu (on the Productive Use of Renewable
Energy from the use of the micro-hydropower in Talise). Response time from the coordinators is
substantially lengthy, resulting in the slow progress. Nauru’s Solar PV Training had been outstanding for
some lengthy period of time now and efforts to progress this are futile as there is no availability of
trainers in Nauru. It is anticipated to be conducted in the 4th quarter.
11. Solutions Applied (to address issues and challenges)
PMO had aggressively tried work with the countries to complete most if not all activities by end
of this year. PMO had contacted those countries that had their activities being slow in
implementation and those that are yet to start their PAS implementation, as means in finding
measures to speed up their progress and start the implementations. These countries (refer to 10
above) were contacted individually by the PMO. For the ToRs, the PMO was actively
developing the TORs, evaluation and development of consultancy agreements in consultation
with the countries. For instance, PMO was working with Tonga and Tuvalu (apart from Fiji and
Vanuatu) – refer to 10 above) in getting ToR drafts finalized. These two activities (refer to 10
above) are now well underway with Tonga activity being advertised and Tuvalu just completed
their evaluation of bids and awarding the works with Consultancy Agreement under
development. Support will be provided prioritizing Nauru ( Solar PV training facilitation), Niue
(RE Awareness program), Vanuatu and Fiji (as per 10 above) who have long outstanding
activities and others like the Solomon Islands that is progressing to having the contractor
installing the first of the 4 wind monitoring towers.
12. Recommendations for Future Action/Work Plan Quarter 4/2013
Refer to Table 1 above for the 2013 Interim Work Plan which consists of Quarter 4, work plan.
PMO will work closely with National Coordinators through continuous communication to follow
up on activities and support countries with the development of the necessary TORs, Consultancy
Agreements and other required documents to expedite the implementation of activities. Noting
that the next quarter is quite critical for 2014 decisions of the project activities performance and
continuation.

quarter of 2013 reflected 57.74% of funds budgeted for of $397,264 advanced expended.

For the three (3) North Pacific PIGGAREP PICs (The Federated States of Micronesia (FM); The
Republic of Marshall Islands (MH) and Palau (PW) the total expenditure for the third quarter are
as follows:
