The Quality Assurance Framework
The Review is one part of a Quality Assurance system which includes:
continuous professional development centre self-evaluation development planning (Child at the
Centre) standards & quality report
The Review
Estimated to last for one day
Is confidential
Will be rigorous
Carried out by Pre-School Service Dept
The Review Process will…
Focus carefully on the outcome of the audit process
Check the accuracy of the outcomes Confirm or adjust priorities Assist in planning for development Identify best practice
Centre Heads/Managers will…
Take a full part in the review of their own centre (once every 3 years)
Be called upon the assist in the review of one other similar centre (once every 3 years)
Roles and Responsibilities
The Directorate will… Decide on the community/cluster
establishments to be reviewedThe Adviser will… Liaise with EdIS review team, Learning
Community Principal and Centre Heads, including Heads of primary schools with nursery classes
Allocate Lead reviewers and establishments Allocate Peer Reviewers
The Review Team
The Lead Officer – a member of the Directorate, Education Improvement Service or Principal Officer
The Centre Head A Peer Reviewer – a colleague from a
similar centre elsewhere in the city
The question which the Team will try to answer:
“How good is the Centre’s self-evaluation?”
Format of the Review
The Review is divided into four sections: consideration of documentary evidence observation of the provision made discussion compilation of the report which will
include ‘Best Practice’ information
Supporting Documentation
Covers the seven Key Areas of The Child at the Centre
Draws upon Glasgow City Council’s Monitoring package
Provides step-by-step guidance for the review team - to minimise subjectivity and provide rigour and consistency
Prior to the Review
Review team members will be informed of date, time and place of review
Head of Centre will: collect documentation and submit to Lead
Reviewer identify parents who can be available on
review day nominate staff who will be available to talk to
reviewers
The Lead Officer will…
manage the review process be a full member of the review team keep Directorate and Learning
Community Principals informed of the outcome of the review
ensure that development planning priorities match review outcomes
The Head as Reviewer will…
manage and organise the review day be a full member of the review team take account of the outcome of the
review when creating the Development Plan
The Peer Reviewer will…
use shared experiences to support the head during the review
be a full member of the review team advise on any ‘Best Practice’ issues
identified during the review conduct a brief parents’ meeting
Following the Review
The report will be typed up and be submitted to the appropriate member of
the Directorate passed to the Head, Learning
Community Principal and to the Education Improvement Service
considered by EdIS on submission of the Development Plan
