Quality Display: Board Background
• The Board voted to provide quality ratings for health plans
offered on the Exchange. 9/24/12
• The Board voted to provide a CAHPS composite rating
(customer satisfaction) and link to HEDIS information as well as
other appropriate metrics about health plan quality. 10/8/12
In 2016 the Exchange will leverage a new, national standard for quality metrics. The
solutions voted on by the board and to be discussed for today are proposed for 2014 and
open to feedback specific to 2015.

Quality Display: Advisory Group Input
• Merged Advisory Groups met on 1/17/13 and 3/4/13 to discuss
the star rating, content of detailed quality pages, and general
display considerations like the order of information
• Advisory Group input was presented to the board on 3/11/13

Data Submissions from Carriers
• As a part of QHP / QDP Certification all carriers seeking to
participate through Connect for Health Colorado were required
to submit two templates by May 31, 2013:
o Quality Display Template (medical carriers only)
o Company Overview Template (medical and dental carriers)

• During June, the Connect for Health Colorado team has been
working with our designer to develop the branded display of
detailed quality pages and company overview pages

Today’s Objective
• Obtain final input from our stakeholders on the display of the
detailed quality pages and the company overview pages
• Stakeholders will have an opportunity to submit written
comments to the team no later than EOD 7/3/2013

Important Considerations
• The format of the quality and company overview pages must be
PDFs, due to technical limitations for go-live
• Colors, logos, etc. must be in aligned with Connect for Health
Colorado branding
• After the design is finalized, the following must occur by 9/1/13:
o Develop all iterations for all 17 carriers
o Validate carrier submitted informaiton vs. NCQA licensed data and
URAC information in SERFF
o Translate all pages into Spanish
o Allow carriers a final review of content before data load
o Load PDFs to system for final review (starting 9/1/13)

Important Considerations (cont’d)
• The team would like to avoid asking for more information from
carriers due to the tight timelines and work that must be done
• The design should help consumers make comparisons across
carrier information (comparison cannot be perfect since not all
carriers have the same information)
• This informaiton will be accessible from the Connect for Health
Colorado Marketplace and may be mailed to employers as part
of proposal informaiton
• Provide information that is understandable for consumers at the
appropriate level of detail
• Make an effort not to disadvantage new or small plans

Samples for Today’s Discussion
• SeeChange and Anthem have graciously allowed the Connect
for Health Colorado team to utilize their samples for discussion
purposes
• These samples have not yet been reviewed in detail with these
carriers
• We will review the information in the following order:

o Company Overview Page
o Graphic Design Options
