Empanelment `

1. Background:

IREDA is a Public Limited Government Company established in 1987, under the

administrative control of Ministry of New and Renewable Energy (MNRE) to promote,

develop and extend financial assistance for renewable energy and energy efficiency

/conservation projects. IREDA has launched loan scheme for rooftop Solar PV power

projects. India has a target of setting up 100 GW of solar capacity by 2022,of this, 40 GW is

to come from rooftop solar and 60 GW from grid connected solar projects, rooftop Solar

capacity is being allocated by SECI and various Govt agencies like Indian Railways. SECI has

already allocated 750 MW rooftops across India and another 2000 MW is under bidding. It

has been observed that rooftop solar PV projects are spread on buildings and installations

located across 29 states and 7 UTs of India. Site visits for pre sanction, monitoring during

construction and operational phase requires significant time and manpower. Hence, to

reduce processing time and further strengthen due diligence and to simplify the process ,

get independent expert views and reports, IREDA intends to empanel consultancy

firms/companies for providing services of lender’s Independent engineer(LIE) for Rooftop

PV Solar Projects.

2. Objectives:

IREDA intends to create a pool of empanelled LIE so as to utilize services for Rooftop Solar

PV Projects being considered for sanction by IREDA. LIE services shall cover aspects like

Vetting of Technical Design and Project Contracts post sanction, Construction Progress and disbursement review, Project Completion Verification /Acceptance Testing and post

commissioning review as per requirements on case to case basis. LIE appointment shall

provide following benefits to IREDA.

To carry out inspection of distributed project installations smoothly.

To monitor progress of construction across various project sites in order to

achieve completion on timely manner.

To oversee, assist and suggest corrective measures for proper functioning.

3. Empanelment Methodology:

a) IREDA shall empanel LIE firms on the basis of location of office (corporate

office/registered office) in 4 regions located as follows.

East Region (comprising of Bihar, West Bengal, Sikkim, Orissa, Chhattisgarh, Jharkhand,

North Eastern states (Assam, Meghalaya, Nagaland, Manipur, Mizoram, Arunanchal

Pradesh & Tripura)).

West Region (comprising of Rajasthan, Gujarat, Maharashtra, Dadar Nagar Havelli,

Daman & Diu),

North & Central Region (comprising of J&K, Himachal Pradesh, Punjab, Chandigarh,

Haryana, Delhi, U.P, Uttarakhand, Madhya Pradesh) and

South Region (comprising of Andhra Pradesh, Karnataka, Tamilnadu, Kerala, Goa,

Puducherry, Andaman & Nicobar Islands, Lakshadweep).

b) Bidders for respective region shall be required to have permanent registered/corporate

office along with minimum full time staff in the respective region in order to be eligible

to bid for the region. Bidder can bid for empanelment in multiple regions provided they

fulfil the condition of having registered/corporate office and minimum full time staff &

other eligibility requirements. IREDA shall empanel top 10 bidders from among qualified

bidders on the basis of qualifying criterion & technical capability rating. Assignment shall

be based on location of sites in particular region and based on project locations multiple

LIE assignments may be allotted for single project application.

c) Assignment shall be allocated after inviting financial bids from amongst empanelled

regional bidders evaluated as per L1 among the price /financial bid submitted by

empanelled bidders.

d) Empanelment shall be valid for a period of 1 year from the date of notification.

4. Scope of Work:

Scope of Work for Lender’s Engineer details shall be as per annexures to RFP. Scope

shall cover the following details.

‐ Pre sanction inspection report.

‐ Construction progress and disbursement review.

‐ Commissioning and post COD operational review.

Output Reports shall mandatorily consist of information sought as per formats, for

acceptance by IREDA, however IREDA reserves to request additional information

depending upon requirement.

5. Minimum Eligibility Criterion:

i) Minimum Relevant Lender’s Engineer work Experience and Key Qualified Personnel:Relevant experience of team proposed by bidder shall be considered towards

assignments related to lender’s engineer work pertaining to vetting of technical design,

construction progress monitoring, Performance & acceptance testing undertaken on

behalf of Banks/FIs and Multilateral institutions for rooftop solar PV Power projects.

Experience of the firm shall be assessed on the basis of cumulative experience of the

proposed team of the bidder. Details in this regard complete with all required

attachments shall be provided as per formats for each member of the bidder team.

Bidders shall be required to submit proof of work completed and team details

The bidder’s team professionals must have a minimum experience in Lender’s Engineerservices for minimum cumulative capacity of 2(two) MW or more Rooftop projects inIndia or abroad. Proof in the form of letter from financial institution shall be required.CVs of key qualified with copies of supporting documents shall also be submitted.

ii) It may be noted that only names of only those personnel who shall be made available

for assignments shall be considered eligible in determination of eligibility & allotment

of assignment. Bidders may note that personnel not submitted as part of bid as key

team personnel during empanelment shall not be accepted for LE assignments &

subsequent claims in regard to per diem and other expenses.

iii) Minimum Financial Requirements:

(a) Average Annual Financial Turnover of bidders for last 2 years, ending 31st March of

previous financial year, shall be at least Rupees 50 Lakhs (INR fifty Lakhs) or more.

Proportion of Revenue from LE assignments shall be not less than 50% of total

Revenue.

(b) Bidders shall submit auditor certificate indicating financial turnover and proportion

of revenue from Lenders Engineer assignments. The Applicant shall enclose with

its Proposal, certificate(s) from its Statutory Auditors stating its total revenues from

professional fees as lenders engineer during each of the last 2 (two) years received

in respect of Lender’s Engineer assignments including list of assignments.

iv) Bidder must have a Registered Office/corporate office with legal presence in respectiveregion in India. Bidder shall be empaneled only for region in which its registeredoffice/corporate office shall be located.

v) Bidder must warrant that it is financially solvent and is a profit making company duringthe last 2 accounting years based on audited accounts.

vi) Bidders shall submit an undertaking that No consortium/subcontracting shall beoutsourced/with other firms shall be done for assignments.

vii) Companies/firms banned or blacklisted by state / central govt. institutions or PublicSector companies are not eligible to participate. A declaration to this effect shall befurnished by all bidders.

viii) Bidders providing any commercial service (DPR preparation, Design Engineering,Owner Engineer, EPC/O&M contractor etc.) to respective project promoter shall notbe eligible for any LE assignment for the firm. Empanelled bidders shall be required toprovide undertaking in this regard while inviting bids. In case it is discovered at anystage that bidder has provided any other services, Lenders Engineer assignment shallbe cancelled without any liability on part of IREDA.

ix) Change of Key Personnel:Expertise of key personnel is dependent upon relevant experience of personnel.Hence, site visits/LE report preparation for lender’s assignment shall only consist ofmembers from details of team submitted as per Technical proposal. In case originalteam members are not available and new professionals are substituted, details of CVand relevant experience shall be required to be submitted for prior for approval ofIREDA and only pre‐approved experts shall be considered by IREDA for assignment. Itmay be noted that LE assignment shall be awarded only with reference to theshortlisted team members.

x) Evaluation Criterion & Mode of Empanelment :

a) IREDA shall evaluate the technical proposals submitted by the bidders inaccordance with the requirement of Bid. Evaluation of companies shall be onthe basis of the eligibility of individual experts associated with the company.

b) For a company to be empanelled with IREDA, it must have at least 3 No suchexperts. No. of experts as stated and details submitted will act as one of themajor evaluating criterion.

c) Number of LIE to be empaneled: IREDA intends to empanel 10 Nos LIE in each

region through this NIT. However, this is a tentative number which may vary

upon actual requirements based on the projects undertaken by IREDA and

shall be reviewed annually.

d) During the annual review, all existing empaneled bidders shall be required

submit details/updates team members & financial‐ technical compliance if

any, for updating technical scores.

e) Assignments under this empanelment is based on site installation wise and

irrespective of the project.

f) Assignments can be split on basis of different locations of installations, if

required. For example if any project has installations located in state of

Rajasthan and Orissa, separate empaneled bidders from respective regions

shall be allocated assignment.

g) After pre‐qualification on minimum criterion, cumulative marks to all bidders

shall be allotted towards technical qualifications as under.

i. 1 additional Marks for each additional MW of experience per team

member over and above 2 MW LE experience in rooftop PV project as

LIE. Proportional marks shall be awarded to respective team members

for additional capacity experience.

ii. 1 additional marks for each additional full time staff over and above

minimum required personnel.

iii. 1 Marks for each additional solar specific educational qualification per

team member over and above minimum qualification stipulated.

h) IREDA shall select the LIE as per the following process.i. For all qualified bidders, technical scores shall be calculated.

ii. Experts proposed by bidder companies shall only be considered for

qualification and allotment of LIE assignments.

iii. Evaluation of technical scores of each team member’s respective

cumulative relevant experience proposed by bidder shall be done as

per guidelines.

iv. Cumulative score of all team members shall be considered as final

score of the bidder.

v. Technical scores of all eligible bidders shall be calculated.

vi. All scores shall be notified and upto top 10 scoring bidders shall be

notified as empaneled separately in each region.

vii. In case of a tie, all the bidders having same marks shall be declared

empaneled.

viii. At the time of assignment allotment, IREDA shall seek financial bids

towards professional fee (excluding taxes and duties as applicable)

from empanelled LIEs for respective sites as per regional classification.

ix. Financial bids shall be evaluated & L1 bid amongst the price bids

submitted by empanelled LIEs shall be awarded the assignment.

x. Financial bid shall have a maximum ceiling of Rs 80/kWp for rated

capacity of installation size any bids exceeding the ceiling shall be

disqualified. Total installed Capacity of the project shall be notified in

invitation to submit financial bid.

xi. Empanelled MSME enterprise applicants (on submission of on

production of requisite proof in the form of valid certification from

NSIC for the tendered services) quoting assignment price bid within the

price band of L1+15% shall be allowed option to bid on assignments by

bringing down their price to L1 price in a situation where L1 price is

from someone other than a MSME.

6. Facilities to be provided to lenders Independent engineer:

a. IREDA would provide all Reports, Schedules and progress report as per

requirement of Lender’s Engineer. The Project owner would facilitate entry to the

premises of project and meeting with officials.

b. IREDA will not provide facilities like Accommodation (Office / Rest House),

Transport, Computer Facilities, and Steno Assistance etc.

c. Other allowances payable to LIE shall be as per IREDA guidelines and as per

approval dated 1st March, 2017 by competent authority in this regard.

d. Outstation travel expenses shall be limited to general fare of 2AC

railways/Economy class air fare within the region between office location and

project site/s or as per actuals whichever is lower.

7. Output expected from the Lender’s Independent Engineer:

Empaneled LIE shall submit detailed reports along with photographs to IREDA in soft and

hard copies as per format for Site inspection and construction monitoring within

maximum time of 15 days from the date of issue of LOA. In case shortlisted LIE fails to

submit the report, IREDA shall reserve the right to cancel the LOA and award it to next

lowest bidder. All costs incurred in case of cancellation of allotment due to delay shall be

responsibility of the respective bidder. In case of cancellation of LOA, concerned bidder

shall be removed from list of empaneled bidders for a period of not less than 1 year.

8. Submission of Bids:

The bidders are requested to submit their Technical offer along with duly signed accepted

Terms & Conditions enclosed, which are part and parcel of Technical Bid.

The bid with duly signed IREDA’s terms & conditions must be submitted along with sealed

envelope super scribing the envelope “Bids for Empanelment of Rooftop Solar PV Lenders

Independent Engineer in IREDA’.

9. Timelines:

10. Terms & Conditions:

1) Firms not having minimum relevant experience as per applicable format need not to

apply.

2) Bids of the Firms not having Service Tax Registration before the last date of Receipt of

the requests will be rejected.

3) IREDA Ltd. reserves the right to accept or reject any other request for empanelment

also without assigning any reason. Firms empanelled will be notified.

4) The bid submitted without the acceptance of IREDA’s terms & conditions shall be

summarily rejected.

5) No further discussions/interface will be granted to bidders whose bids have been

disqualified.

6) IREDA reserves the right to accept or reject any or all tenders in part or in total without

assigning any reason and IREDA’s decision shall be final and binding on all the parties.

7) The bid not submitted in the prescribed bid formats shall be summarily rejected.

8) If the last date of submission and opening of bid is a holiday, the bids shall be opened

on the next working day.

9) Canvassing in connection with the bids is prohibited and the tenders submitted by the

contractor who resort to canvassing are liable for rejection.

10) Documentary evidence from the client i.e. copy of work order / contract for each of

the mentioned experience shall be provided. The experience shall not be considered

for evaluation if such requisite support documents are not provided with the

proposal.

11) Staff team proposed during empanelment shall only be considered by IREDA while

allotment of work, no replacement in the team of LIE shall be allowed without

approval of IREDA and in compliance of relevant qualification and experience as per

NIT.

12) The companies/firms banned or blacklisted by Govt. Institutions in India will not be

eligible to participate. An undertaking to this effect signed by authorized signatory has

to be submitted.

13) IREDA shall review performance of the assignment in terms of effectiveness of

recommendations of bidder and deviations in performance of the projects with

reference to guidance provided to IREDA in reports and certificates. If the

performance of the assignment is found unsatisfactory, IREDA shall have the right to

terminate the work assigned without any further notice/correspondence. No fees will

be paid once the notice issued to the party. In case of unsatisfactory service or

discontinuation of service by LIE, IREDA shall have rights to engage alternate LE at the

sole risk of the existing LIE.

14) Subsequent to empanelment, and during any stage during bidding or thereafter if

companies / firms which are found to be engaged in services for Owners Engineer /

preparation of Detail Project Report/ Techno Economic Viability Report/EPC/O&M or

have any shareholding in any borrower company shall not be eligible to be considered

by IREDA for lender’s engineer assignment for the said project and assignment if

allotted shall be cancelled.
