IntroductionNow is the time to reduceoccupational hazardsRegulations that came into force inSeptember 1999 place strict requirementson all employers to consider the hazardsconnected with the use of work and liftingequipment and reduce the associated risks.

PUWER (NI) 99(The Provision and Use of Work EquipmentRegulations (Northern Ireland) 1999) relatesto the provision of work equipment and itssafe use.
These regulations require consideration tobe given to:
• The nature and degree of risk associatedwith the equipment and its use
• The means available to reduce those risks
LOLER (NI)(The Lifting Operations and Lifting EquipmentRegulations (Northern Ireland) 1999) apply inaddition to the requirements of PUWER (NI)99, for lifting equipment and liftingoperations.
These regulations require:
• The planning, supervision and executionof lifting operations to ensure safety
• The safe use of lifting equipment
• The periodic thorough examination oflifting equipment by a competent person

• Items of work and lifting equipment onthe inspection schedule
• Against SAFed (Safety AssessmentFederation Limited) guideline periodicities
These guidelines take into account the vastamount of experience we have of theinspection needs of the plant. Adherence toSAFed Guidelines ensures compliance withyour legal obligations in this respect.
In addition Allianz Engineering willprovide reports of inspection or thoroughexamination in accordance with therequirements of the regulations:

A systematic and independent means ofassessing risks relating to the use of workequipment in given operating environments.
Our reports offer practical recommendationsto help reduce the risk of accidents occurring.
Equipment and Operational SafetyRisk AssessmentThis involves assessing the hazards topersonal safety associated with:
• The failure of either the work orlifting equipment
• Shortcomings in operational regimes
Recommendations will be made to reduce oreliminate those risks identified.
Risk Assessment ReviewThis is a review of the risk assessments, tomake sure they remain relevant and accurate.
These reviews can be carried out either at:
• Prescribed intervals or
• When circumstances in thecompany change
Examination Scheme (LOLER (NI))This can be compiled in conjunctionwith any risk assessment in order toestablish an examination scheme thatis tailored to the specific circumstancesof each individual client.
The scheme will define:
• The relevant legislation for compliance
• The frequency of examination for a givenitem of lifting equipment on the schedule
• The processes and procedure necessary tocomplete a thorough examination

Testing AssessmentAn expert witness of the testing of workequipment and visually examining theequipment subsequent to test.
Ensures:

Risk Reduction ServiceA technical consultative service whichprovides practical solutions to the problemsassociated with risk reduction.
Involves:
• advising clients on suitable methods
• an assessment of the integrity of themethods used to reduce the risk associatedwith work and lifting equipment
Provides an independent service to managethe risk associated with a client’s work orlifting equipment:
• Oversee the implementation of controlmeasures devised to minimise oreliminate risk
• Review the integrity of the controlmeasures currently in place
• Assess the continued effectiveness ofthe control measures, to ensure thatthey constantly meet the demands ofthe business
Risk Awareness TrainingAwareness seminars and presentationsrelating to:
• Specific work and liftingequipment hazards
• Available protection systems andmethods
Seminars can include:
• a review of the relevant compliance
• an indication of practical solutionsto the elimination or minimising ofhazards associated with the use ofwork or lifting equipment
Seminars can be tailored to specificclient requirements.

IntroductionThe Provision and Use of Work EquipmentRegulations (PUWER (NI) 99)) requires thatwhere the risk assessment carried out underthe requirements of the Management ofHealth and Safety at Work Regulations (NI)2000 has identified a significant risk to theoperator or other workers from theinstallation or the use of the work equipment,then a suitable inspection should be carriedout. Inspections should be undertaken bysuch persons who have the necessaryknowledge and experience to do so.
Where the work equipment is of a typewhere the safe operation is criticallydependant on its condition in use anddeterioration would lead to a significantrisk to the operator or other person, thefrequency of the inspections should be basedon how quickly the work equipment is likelyto deteriorate and therefore give rise tosignificant risk.
Allianz Engineering is a member of theSafety Assessment Federation, SAFed.Member companies have compiled forthe guidance of their clients, a list ofwork equipment which, in their opinion,requires inspection.
GuidanceThe scope of equipment requiringinspection, the type of person consideredmost appropriate for undertakinginspections and the recommendedmaximum periodicities for such inspectionsare detailed in the following tables:
Note 1 – The tables are non-exhaustive. Theyindicate where the inherent risks from theinstallation or use of the work equipmentwould normally be such to warrant inspectionby an independent competent person (C),where inspection by an appropriately trainedand qualified person would normally beadequate (T) and where normally only theresult of a risk assessment would be able todetermine which of the two inspection routesis appropriate (T/C).
Note 2 – Our clients are reminded that theinspection periodicities indicated in this list arefor guidance only. The risks imposed by workequipment and its performance must beevaluated by the client or by an organisationcompetent to do so on their behalf.
Note 3 – ‘Solutions for Compliance’ excludespart IV of PUWER (NI) 99 which relates tomechanically driven presses or press brakesused wholly or partly for working metal.

IntroductionRegulation 9 of the Lifting Operations andLifting Equipment Regulations 1999 (LOLER(NI) requires the thorough examination oflifting equipment at specified situations.Unlike previous sectoral Lifting legislationwhere the scope of lifting equipmentrequiring thorough examination was clearlydefined, LOLER does not define whatequipment needs to be thoroughly examined.In addition, the LOLER gives the owner oflifting equipment the option of adhering to aset of prescribed periodicities for thoroughexamination or to have in place or to follow ascheme of examination produced by acompetent person.
Allianz Engineering is a member of theSafety Assessment Federation, SAFed.Member companies have compiled for theguidance of their clients, a list of liftingequipment which they recommend requiresa thorough examination.
GuidanceThe scope of lifting equipment requiringthorough examination by a competentperson and the recommended maximumperiodicities for those examinations aredetailed in the following table. Where, in theopinion of SAFed members, the prescribedexamination periodicities may notadequately protect persons at risk, analternative recommended period isindicated by [ ]. Our clients are reminded ofthe need to assess the risks imposed bylifting equipment and the operationperformed by it. Examination periodicitiesindicated on the list must always bereviewed in light of actual risks imposed.
