A New Era for West Virginia
September 17th, 2014, marks the 227th anniversary of the creation of the Constitution of the United States of America. Our forefa-thers created the single most magnificent document of self rule ever devised by man. Brilliantly sharing power between factions of government, balancing power through systems of oversight, and limiting the scope of power, so power would never be out of reach of those who grant governance, the Constitution was and is a grand experiment in self determination. The states, our state, play a vital role in sharing power with the federal government.
For the last 83 years, West Virginia has been, essentially, dominated by one party rule. To show for it, West Virginia ranks at or near the bottom in every category measuring life, liberty and, particularly, the pursuit of happiness. One party rule is disastrous everywhere it is applied: Cuba, North Korea, China, the USSR and, closer to home, Detroit. For the first time in many decades, the Mountain State has an opportunity to alter course. The time has come to refresh the state capitol with new faces, a different philosophy, and better ideas. Will you become a part of a new era of vitality for West Virginia?
We have outstanding Republican candidates running for key posi-tions in Jefferson County, Charleston and Washington, DC. I hope you will take time to meet them and let them hear your concerns. As the November 4th election approaches, be proactive; it is you who decides the direction of West Virginia and our nation. Therefore, get informed, be involved, and vote to make our mountain home a great place, not a last place!

Voting Districts
Every 10 years, based on a census taken by the Federal government, the state legislatures redraw their Congres-sional Districts to make each one contain approximately the same number of people. They then redraw their state Senate and House Districts according to the same principle. Next, the counties redraw their Magisterial Districts and voting precincts.
U.S. Congress The 2nd Congressional District in-cludes seventeen counties and stretches from the Potomac River in the Eastern Panhandle to the Ohio River in Jackson County.
West Virginia State LegislatureState SenateThe 16th Senatorial District includes all of Jefferson County and about half of Berkeley County. It is repre-sented by two state senators

Voting Districts, Continued
State House of DelegatesJefferson County consists of three full Delegate Districts; District 65 in Charles Town and Ranson; District 67 from Shenandale through Harpers Ferry, Bolivar, and Bakerton to Shepherdstown; and District 66 covering the rest of the County, including Middleway, Summit Point, Rippon, and Kabletown.
Jefferson County Magisterial Districts and Voting PrecinctsJefferson County is divided into five Magisterial Districts and each is divided into voting precincts. The five Magisterial Districts are Charles Town, Harpers Ferry, Kabletown, Middleway, and Shep-herdstown. County Commissioners, School Board members, and Political Party Executive Committee members are elected based on the Magisterial Districts. There must be one County Commissioner from each District and there can be no more than two School Board members from one District. Both are voted on by all of the voters in the County. Executive Committees consist of one man and one woman from each District. Only those voters in the District can vote for their District’s Executive Committee members.

Your Republican Candidates
Jefferson County WV Republicans
It’s my privilege to represent Jefferson County’s 66th District in the West Virginia House of Delegates as a persevering advocate for issues we care about including economic development, first-rate schools, government accountability and transparency, and con-trolling government spending. I’m confident that West Virginia can realize the prosperity much of the rest of the nation enjoys as we become more competitive with our tax code, our regulatory climate and our legal system.
Unfortunately, in many respects, I believe the 81st Legislature rep-resented a missed opportunity to address the underlying issues that continue to serve as impediments to economic development and job creation in our state. However, the upcoming general election represents an historic opportunity to dramatically change the polit-ical landscape in West Virginia and install legislative leadership that is committed to tackling these important issues.
While the significant Republican gains in the House achieved two years ago enabled our 47-member caucus, together with our more moderate colleagues across the aisle, to defeat many of the mis-guided priorities of the Democrat leadership during the recently concluded legislative session, it’s apparent that implementing long-needed reforms will require further Republican inroads this November.
I respectfully ask for your vote and would urge your support of our Republican candidates who I know will join me in my fight for a more prosperous West Virginia.
Sincerely yours,Paul EspinosaMemberWest Virginia House of Delegates

We are Republicans because:
s We BELIEVE the strength of our nation lies with the individu-al and that each person’s dignity, freedom, ability and responsi-bility must be honored.
s We BELIEVE in equal rights, equal justice and equal opportu-nity for all, regardless of race, creed, sex, age or disability.
s We BELIEVE free enterprise and encouraging individual ini-tiative have brought this nation opportunity, economic growth and prosperity.
s We BELIEVE government must practice fiscal responsibility and allow individuals to keep more of the money they earn.
s We BELIEVE the proper role of government is to provide for the people only those critical functions that cannot be performed by individuals or private organizations; the best government is that which governs least.
s We BELIEVE the most effective, responsible and responsive government is government closest to the people.
s We BELIEVE Americans must retain the principles that have made us strong while developing new and innovative ideas to meet the challenges of changing times.
s We BELIEVE Americans value and should preserve our national strength and pride while working to extend peace, freedom and human rights throughout the world.
s We BELIEVE the Republican Party is the best vehicle for translating these ideals into positive and successful principles of government.
