CONSOLIDATED PROJECT FOR SME DEVELOPMENT

UNIDO has more than 25 projects in India and one of the most innovative projects is the

“Consolidated Project for SME Development in India”. Financed by the Italian Government,

this project has identified three manufacturing sectors and some clusters for its

implementation:

1. Auto Components (Chennai, Pune and NCR)

2. Leather (Chennai)

3. Footwear (Chennai, Agra) and leather goods (Shantiniketan)

The Project has also concluded some strategic partnerships with many industrial

associations like:

Confederation of Indian Industries (CII), Delhi, Pune and Chennai, Auto Components

Manufacturers Associations (ACMA), Ambattur Industrial Estate Association (AIEMA), Indian

Shoe Federation (ISF), Indian Finished Leather Manufacturers & Exporters Association

(IFLMEA)

Chambers of Commerce like:

Mahratta Chamber of Commerce, Industries and Agriculture (MCCIA), Indo-Italian Chamber

of Commerce, Industry and Agriculture (IICCIA),

Financial Institutions like:

Small Industries Development Bank of India (SIDBI), SIDBI-Venture Capital (SIDBI-VCL),

Indian Banks Association (IBA), Indian Venture Capital Association (IVCA), and government

institutes like: Micro, Small and Medium Enterprises - Development Institute (MSME-DI),

Chennai.

This project has three components. They are:

• Cluster twinning

• Investment and Technology Promotion

• Mutual Credit Guarantee schemes

The objective of this programme is to build common processes and intuitions for the small

and medium enterprises for lean and internationally competitive manufacturing.

Diagnostic Study Pune Auto Cluster

1. Indian Automobile Industry

The automobile industry in India is the tenth largest in the world with an annual production

of approximately 2 million units. India

is expected to overtake China as the

world's fastest growing car market in

terms of the number of units sold and

the automotive industry is one of the

fastest growing manufacturing sectors

in India. Because of its large market

(India has a population of 1.1 billion;

the second largest in the world), a low

base of car ownership (25 per 1,000

people) and a surging economy, India

has become a huge attraction for car

manufacturers around the world.

Though several major foreign automakers,

like Ford, Suzuki, GM, and Honda have their

manufacturing bases in India, Indian

automobile market is dominated by

domestic companies. Maruti Suzuki is the

largest passenger vehicle company; Tata

Motors is the largest commercial vehicle

company while Hero Honda is the largest

motorcycle company in India. Other major

Indian automobile manufacturers include

Mahindra & Mahindra, Ashok Leyland and

Bajaj Auto.

The automotive industry directly and indirectly employs 13 million individuals in India. The

industry is valued at about US$ 35 billion contributing about 3.1% of India's GDP (nominal).

India's cost-competitive auto components industry is the second largest in the world. In

addition, India's motorcycle market is also the second largest in the world with annual sales

of about 5 million units.

2. Automobile Sector in India

The cumulative growth of the Passenger Vehicles segment during April - March 2007 was

20.70 percent. Passenger Cars grew by 22.01 percent, Utility Vehicles by 13.21 percent and

Multi Purpose Vehicles by 25.20 percent in FY 2006-07.

The Commercial Vehicles segment grew by 33.28 percent. Growth of Medium & Heavy

Commercial Vehicles was 32.84 percent and Light Commercial Vehicles recorded a growth of

33.93 percent.

Three Wheelers sales grew by 12.22 percent with sales of Goods Carriers increasing by 13.52

percent and Passenger Carriers by 11.33 percent during April- March 2007 compared to the

corresponding period last year.

The Two Wheeler market grew by 11.42 percent during April- March 2007 over the same

period last year. Motorcycles grew by 12.79 percent, Scooters grew by 3.48 percent and

Mopeds registered a growth of 6.95 percent.

Automobile Exports registered a growth of 25.43 percent during April- March 2007 over the

same period last year. Passenger Vehicles Exports grew by 13.05 percent, Commercial

Vehicles exports increased by 22.58 percent, Three Wheelers exports by 87.17 percent and

Two Wheelers Exports grew by 20.65

percent.

3. Auto component Sector in India

The Indian auto components industry

has an estimated production of US$

15 billion. The spiralling demand

from domestic and international auto

companies has seen this sector

emerging as one of the fastest

growing manufacturing sectors in

India and globally.

The Auto components industry is predominantly divided into five segments:

• Engine parts

• Drive Transmission & Steering Parts

• Suspension & Brake Parts

• Electrical Parts

• Body and chassis

• There are three major automotive clusters in India. They are located in Chennai,

Pune and NCR. This diagnostic study presents the Chennai automotive cluster.

Chennai is the capital city of one of the southern most states called Tamil Nadu.

The composition of the sample number of vehicle manufacturers in each clusters were 43%,

29% and 28% respectively in NCR, Pune and Chennai.

4. Automotive Hubs around Pune District

The industrial regions around Pune are concentrated around five of its major roads out of

Pune. They are:

a. Mumbai- Pune Highway

Mumbai Pune Road has many industrial pockets. They are: Pimpri, Chinchwad

covering Tathavade, Chikhali, Moshi, Khadki, Dighi and Nigdi etc it also has

Periangud Industrial Area. Pimpri Chinchwad Industrial area has a small

industries association.

b. Mumbai Goa Road

The Mumbai Pune road has an access to the Mumbai Goa Road. This road covers

in industrial regions like Pirangut and Urawade, very close to Chandni Chowk,

Khadki, Dehu, Urse, Ambi, Talegaon, Kanhe, Takwe upto Lonavala. Major

companies in the region are Tata motors, Bajaj Auto Industries and Force motors

are also in Pune Mumbai road.

c. Pune Nasik

On the Pune Nasik highway Bhosari MIDC is another important industrial region.

It also covers Chakkan. Chakkan where Daimler Chrisler has set up its plant has

many vendors of the Bajaj motors. This region also covers industrial pockets like

Moshi, Chimbli, Kuruli, Khed, Mahalunge etc

d. Pune - Cholapur

The Pune Cholapur Industrial belt covers, Mohammedwadi and Hadapsar

Industrial Area and Baramati and Daund off Pune Cholapur Road. This road has

the Piaggio Company

e. Pune Bangalore (Satara Road)

The Pune Bangalore Highway is also called as Satara road. This industrial belt

covers Chathara Industrial Area and Katraj, Khed Shivapur right upto Shirwal

f. Pune Nagar Road

The other major industrial belt in Pune is the Nagar Road industrial region.

Kharadi, Wagholi, Koregaon Bhima, Sanaswadi reight upto the MIDC at

Ranjangaon. There is a Nagar road industrial estate association where majority of

the members are automotive companies. This association is recently called as the

Deccan chamber of commerce and Industry. The other major companies which

are in Ranjangaon industrial Region are Tata Fiat, Cummins. This region also has

its own association. It usually operates out of the company of the president. This

association is attempting to secure some land for its office space with the MIDC

and other authorities.

Pune Auto Cluster History, Turning Point and Current Status

The history of Pune would describe the roots of the auto and the auto component

companies in the south India. The automotive sector in Pune consists of three types of

business organizations:

1. Vehicle Manufacturers

2. Auto component Companies

3. Engineering Service Providers

Key Vehicle Manufacturers in the region

There are about 10 vehicle manufacturers in the region. About half of them are

international ones and the rest of the half is the Indian companies. The international

names are General motors’ in Pimpri region, Daimler Chrysler in Chakkan region and

Vw and fiat have presence in the region. The Indian vehicle manufactuers in the

region are the Tata motors, Bajaj Auto, Tata Fiat, Piago, Mahindra Commercial

Vehicle unit which are in the region

• Bajaj Auto Ltd one of the group companies of Bajaj came into existence on

November 29, 1945 as M/s Bachraj Trading Corporation Private Limited.They are

manufacturers of Scooters, Motorcycles ,Three Wheeler vehicles and spare parts

thereof.

• Force Motors Limited was founded in the year 1950 in collaboration with Vidal &

Sohn, Hamburg, Germany. They manufacture 3 wheeler, LCV, MUV, SCV, Tractor. In

1975 the manufacturing capacity of the company was increased form 12,000

vehicles per year, in addition to 6000 diesel engines for other purposes.

• Tata Motors Limited is India’s largest automobile company, established in 1945 with

revenues of Rs. 35651.48 crores (USD 8.8 billion) in 2007-08. It is the leader in

commercial vehicles in each segment, and among the top three in passenger

vehicles with winning products in the compact, midsize car and utility vehicle

segments. The company is the world’s fourth largest truck manufacturer, and the

world’s second largest bus manufacturer. The company has 23,000 employees. The

company’s manufacturing base in India is spread across Jamshedpur (Jharkhand),

Pune (Maharashtra), Lucknow (Uttar Pradesh), Pantnagar (Uttarakhand) and

Dharwad (Karnataka).

• Fiat India Automobiles Limited is a 50-50 Industrial Joint Venture between Fiat

Group Automobiles S. p. A., (Fiat) and Tata Motors Limited (Tata) originally

incorporated on January 02, 1997. The company presently employs about 600

employees and is located at Ranjangaon in the Pune District of Maharashtra. The

definitive agreement of the Joint Venture was signed on October 19th 2007.

• Mercedes-Benz India has been the pioneer of the luxury car segment in India with

its inception way back in 1995. It is the only luxury car maker in India to have such a

wide range of cars. The different ranges available today are the S-Class, E-Class, C-

Class, M-Class, CLS-Class, SLK-Class, CL-Class and the Maybach.

Army Engineering corps and the Air force Aeronautical maintenance hub being located in

Pune are two major public sector entities in the region.

Auto component companies:

The major international brands that are in Pune are like Boch, ZF steering (German

collaboration), Autoline (American collaboration). All the major Indian auto

component manufactures have presence in Pune, They are: Tata Johnson, Tata Toyo,

Tata auto Plastic, Verroc group (producing components like mirrors etc), Enrurance

(Bajaj group), Minda, Kinetic engineering (now making only auto components).

A sample of the constituents of the UNIDO SPX companies was studied. And the

characteristics of the auto component companies in the region are presented below.

The majority of 59 % of the companies in Pune have less than 100 employees 22% of the

200 companies have employees between 100 to 200. 5% have above 200 and 14 % have

over 300 employees. They usually split the manufacturing into smaller units for managing

the labour issues.

Chart 3:

The majority of 53% of the companies in Pune are manufacturers of Bearing and engine

parts manufacturers. 21% are forging companies, 4% of the companies are rubber

componet companies. 2% are electrical componet companies 5% are plastic component

companies.

Chart 4:

The majority of 76 % of the companies are located in and around Pune. 16 percent of the

auto componet companies are located in and around Nasik city. 4% are in Kolhapur and

about 2% of the SPX are in the Aurangabad. Aurangabad is a foundary belt for the Pune auto

cluster.

About 50 % of the companies in Pune have ISO certicification and 29 % of them are certified

both ISO and TS 16949,whereas 21 % of the companies have only TS 16949 certification.

The above graph shows that majority of 78% of the companies in Pune earn a turnover of

above 10 Million Euros 17% of the companies are in the range of 1-10 million euros. Only 5%

of the companies are below 1 million Euros.

6. Industry Institutions

Auto Component Manufacturers Association (ACMA) does not have an office in Pune

however their training division has an officer in Pune. The former ACMA president is from

Pune. The Society of the Indian Automobile Manufacturers (SIAM) does not have a regional

office in the region. They operate out of the national office based in Delhi. Confederation of

the Indian Industries (CII) has about 2500 members in the region. They are from different

product categories. However all the members of SIAM and ACMA are members of CII. CII

has staff strength of about 120. They provide priced programmes and consultancy services

to its members. There are a large number of the engineering service providers who cater

also to the auto component companies apart from the power and other utility companies.

8. Pune Automotive Cluster stakeholders

1. Society of Indian Automobile Manufacturers (SIAM): This is the representative body

of the vehicle manufacturers. They have a secretariat in New Delhi the capital of

India. Their key activity is lobbying for the industry and one major exhibition in a year

called Auto Expo. They work closely with CII. Usually the secretariat staffs are usually

loaned to the association from CII.

2. Auto Component Manufacturers Association (ACMA): This is the only institution in

the auto component sector in the region. However the association has only about

120 members in the region. They are the top level (Tier I) auto component

manufactures in the region. They work closely with CII. Usually the secretariat staffs

are usually loaned to the association from CII.

3. Confederation of Indian Industries (CII) Pune: The CII has about 2500 members in

the southern region and has a secretariat with staff strength of about 120 people.

They have state offices in all the states in the southern region. Their membership

includes the vehicle manufacturers (including the global entrants), and all levels of

the auto companies among companies from other sectors in the regions.

4. Mahratta Chamber of Commerce, Industries and Agriculture (MCCIA): MCCIA is a

premier industry association with over 2200 members from different sectors like

Automotive and Auto Ancillaries, Electronics, Agribusiness, Information Technology,

Bio-Technology, Environmental Technologies, Chemicals, etc. It is one of the most

prominent and active Chambers of Commerce in India catering to Pune and around

region.

5. Auto Cluster Development & Research Institute Ltd (ACDRIL), is an independent

autonomous industry-driven company incorporated under the Companies Act, 1956

The concept of Auto Cluster has come into existence under the Industrial

Infrastructure Upgradation Scheme (IIUS) of the department of Industrial Policy and

Promotion, Ministry of Commerce and Industry, Government of India, New Delhi,

supported by Pimpri Chinchwad Municipal Corporation (PCMC), Government of India

(GOM) and Mahratta Chamber of Commerce, Industries & Agriculture (MCCIA).

9. Problems Identified

(i) Marketing Issues.

• Lack of common representative institution in the region.

• One low profile exhibition organized every year.

• No common promotional material other than the promotional material of the

Pune auto Cluster.

(ii) Technical issue

• Pune auto cluster provides the best technical services at the lowest cost. This

technical institution are quiet useful for the vehicle manufactures and the tier

I companies and not below them.

• The utilization has been so low that some of the machines have been rented

out on the premises to the SME’s to arrive at the break even.

• CII is strongly connected with the auto component companies in the region

with strong technical relationships.

• However their technical services like training programmers have few takers.

(ii) Infrastructure problems

• The Auto cluster is dispersed over a circumference of about 150 miles.

• Dispersed Migration of the Auto component industries away from the city

• Lack of port facilities for export and import have been a major handicap

however this has not deterred the international majors in setting up the

production centers in Pune.

(iii) Other Issue

• Unorganized nature, lack of mutual trust.

• Basic Ex. Duty high

• Local sales taxes vastly differing state to state

10. Cluster Vision

It is envisioned that the cluster would produce 10 billion USD worth auto components in 5

years.

11. Action Plan

Creation of the automotive sector group including a few vehicles manufactures in the

region.

The company information system and the sub-contracting and partnership exchange to be

managed by Confederation of Indian Industries.

The commercial match making for B2B meetings would be managed by the MCCIA using the

SPX database.

A sustainability plan to be prepared by the Auto sector group consisting of the

representatives of various associations.

The SWOT analysis of the cluster will be useful for clean under standing of the capabilities of

the cluster to face the challenge ahead.

Strengths

• Excellent Infrastructure

• Strong Public Sector Engineering base.

• Many are young companies

• More modern plants than in other parts of the country.

• Presence of a Tier I companies catering to the Indian Vehicle manufacturers.

• Strong Community orientation (Marata)

• Very enterprising entrepreneurs

Weaknesses

• Global Tier is based in South India.

• Cost of labour and land much higher than other parts of the country

Opportunities

• Entry of new international vehicle makers in the region like Daimler Chyrisler and

VW.

Threats

• Entry of multinational auto component companies in domestic market

• Competition from countries like China and Taiwan

• Dependence on Interest rate.

• Very ambitious business community leading to risks like credit risks

A cluster map indicating the various linkages and actors that exist in a cluster is pressured in

the figure below it can be observed from the cluster map that if mechanism to strengthen

these linkage are overlaid the cluster as a whole can become more successful.

Society of Indian Automobile Manufacturers (SIAM) is the apex Industry body representing

38 leading vehicle and vehicular engine manufacturers in India. SIAM Society works closely

withy all the concerned stake holders like Government, National and International

organisations and actively participates in formulation of rules, regulations and policies

related to the Automobile Industry.

SIAM provides a window to the Indian Automobile industry and aims to enhance exchanges

and communication expand economics, trade and technical cooperation between the

Automotive Industry and its international counterparts. With its regular and continuous

interaction with international bodies and organizations it aims to facilitate up gradation of

technical capabilities of the Indian Industry to match the best practice worldwide.

SIAM also interacts with worldwide experts to assess the global trends and developments

shaping the Automotive Industry. It has been actively pursuing issues like Frontier

Technologies viz. Telematics: Promotion of Alternative Fuels including Hydrogen Energy for

automotive use through cell vehicles and Harmonisation of Safety and Emission Standards

etc. Dissemination of information is an integral part of SIAM'S activities, which it does

through various publications, reports, seminars and conferences.

SIAM organizes the biennial Auto Expo series of trade fairs in co-operation with

Confederation of Indian Industry (CII) and Automotive Component Manufacturers

Association of India (ACMA).

SIAM has been striving to keep pace with the socio-economic and technological changes

shaping the Automobile Industry and endeavour to be a catalyst in the development of a

stronger Automobile Industry in India.

The Automotive Component Manufacturers Association of India (ACMA) is the nodal agency

for the Indian Auto Component Industry.

ACMA is represented on a number of panels, committees and councils of the Government of

India through which it helps in the formulation of policies pertaining to the Indian

automotive industry.

For exchange of information and especially for co-operation in trade matters, ACMA has

signed Memoranda of Understanding with its counterparts in USA, Canada, UK, France, Italy,

Spain, Japan, South Korea, Malaysia, Uzbekistan, Pakistan, Australia, Egypt, Iran, Tunisia,

The industry has been making rapid strides towards achievement of world-class Quality

Systems by imbibing ISO 9000/ISO 14001/QS 9000/TS 16949 Quality Systems. Till now 455

companies in ACMA membership have been certified to ISO 9001/9002, 78 companies have

been certified to QS 9000, 130 companies awarded to ISO 14001, 253 companies have been

certified with TS 16949, 35 companies have been certified with ISO 18001, 9 companies won

the Deming prize, 1 company won Japan Quality Medal and 4 companies won the JIPM

Excellence award.

Nagar Road Industries Chamber of Commerce and Agriculture (NRICCA). An ad hoc

committee was formed under the chairmanship of Mr. Yogesh Vaghani the other members

being Mr. Surinder Aggarwal, Mr. Omprakash Agarwal, Cdr. A. V. Ghole (Retd.), Mr. Sanjay

Ajmera Mr. V. L. Malu. The membership grew from 10 to 150 within a span of 8 years.

Initially, the membership was restricted to industries located at Sanaswadi, Shikrapur, and

Koregaon Bhima on Pune Nagar Road. Later the membership was extended to Shirur. Many

large industries located in the newly formed MIDC of Ranjangaon quickly became members.

The Association converted into a Chamber of Commerce about three years ago. It is now

known as “Nagar Road Industries Chamber of Commerce and Agriculture” (NRICCA), a body

corporate, registered under the Companies Act 1956.

Pimpri Chinchwad Small Industries Association (PCAIA) based out of Pimpri – Chinchwad,

Pune. is an association of small industries spread across Pimpri, Chinchwad, Bhosari MIDC

area. With member strength of about 3000 members, PCSIA management body works on

various issues related to small industries in this region. The proposed Web portal will

facilitate sharing of general information related to the Association activities, member’s

details and other relevant information. PTPL has studied the requirement at PCSIA and has

come up with an approach which facilitates the Association to communicate general
