B E I T E N A C T E D by the H i g h Commissioner for Palestine, wi th the advice of the Advisory Council thereof :—

1. This Ordinance may be cited as the Salt (Amendment) S h o r t ־־-־e• Ordinance, 1938, and shall be read as one with the Salt Ordinance, cap. 130. hereinafter referred to as the principal Ordinance.

2. Section 2 of the principal Ordinance shall be amended by the insertion of the following definition immediately after the definition of "customs authority" appearing therein :—

"manufacture" i n connection with salt includes the grinding thereof, or its treatment by any other means whereby a finer texture of salt is produced."

Amendment of section 2 of the principal Ordinance.

O B J E C T S A N D R E A S O N S .

Under section 3 of the Salt Ordinance (Cap. 130) it is an offence to manufacture salt i n Palestine without a licence. The Ordinance, however, contains no definition of "manufacture", and persons grinding salt without a licence have been acquitted of the above offence on the grounds that grinding and alteration of the state of salt does not constitute its manufacture. This draft Ordinance accordingly inserts in the principal Ordinance a definition of "manufacture" which w i l l include not only the preparation of salt by actual chemical process but also the grinding of salt or its refinement by any other means.
