ALBANY. NY. (AP> - Cor-rections Commissioner ThomasCoughlin said Thursday that thestate Budget Division causedhim to lay off too manyemployees by assuming that aprison that Coughlin had scrap-ped was being built.

'There has to be a recognitionof that very serious mistakethey made, which is costing usdearly," Coughlin said.

Coughlin said the state's near-ly 60,000-inmate prison systemis short 350 employees becauseof the error by Gov. MarioCuomo's budget office.

The budget division's layoffprojections for the Departmentof Correctional Services, madelate last year, were based on theassumption that a 750-bed pris-on had been built in Johnstown, said Coughlin.

But early this year, Coughlih

called off construction of thatprison and four others in an at-tempt to save money because ofthe state's persistent budgetdeficits.

"It screwed up the calcula-tion," said Coughlin. who firednearly 1,500 employees.

Claudia Hutton, spokeswomanfor the Budget Division, had noi m m e d i a t e comment onCoughlin s charges.

Coughlin said he will ask thatthe jobs be restored in nextyear's budget.

The president of the prisonguard*s union said he wasn'tsurprised by the apparentbudget snafu.

"We've long felt that theDepartment of Correctional Ser-vices and the Division of Budgetaren't working off the samepage," said Council 82 PresidentThomas Kennedy.

Medtronic issues olert for pocemokersMINNEAPOLIS (AP) - Medtronic Inc. has warned doctors that

a device it made that transmits signals between pacemakers used bythousands of people and their hearts may not operate properly."Any life-threatening situation would be extremely rare/' Medtronicspokesman Dick Reid said. Medtronic estimates 60,000 of the Model4012 implantable pacing leads are still in use. The lead was in-troduced in 1984 and was last made in April 1990. Modern pace-makers usually are implanted in the shoulder area. The lead is thepencil lead-sized conductor that runs from the pacemaker throughveins to contact the interior wall of the heart. Reid said physicianswould easily detect reduced performance during routine monitoring.
