FOREWORD

Beet processors, cane processors, and cane refiners in the United States are required by the Federal Agriculture Improvement and Reform Act of 1996, as amended, to report data on physical quantities of stocks, production, imports, sales, and inventory adjustments to the Farm Service Agency (FSA) on a monthly basis. These data are compiled to produce the monthly Sweetener Market Data (SMD) report. Commercial sugar users, distributors, and traders are not required to report their stocks, imports, or exports data.

Starting with the JUNE 2011 SMD report, “Refined Imports” reflect “Total Imports” (as posted by the Foreign Agricultural Service (FAS) http://www.fas.usda.gov/smi_arc.asp) less “Cane Refiner Raw Imports” (as reported to FSA by cane refiners). This is a return to the method used in FY 2008 through FY 2010.

TABLE NOTES

• Tables 5-A through 5-E are production estimate model tables. These tables show aggregate fiscal year sugar production estimate data submitted by all U.S. sugar beet and sugarcane processors. USDA uses the sugar production estimate data to administer the Sugar Marketing Allotment Program.

While these values are used to adjust sugar marketing allotments, they are not official USDA estimates, which are published monthly in the World Agricultural Supply and Demand Estimates by USDA’s World Board. USDA has studied the accuracy in processor estimates, which varies through the growing season and is not consistent among sectors (see Cornell 2008 Sugar and Sweeteners Outlook http://usda.mannlib.cornell.edu/usda/ers/SSS//2000s/2008/SSS-01-29-2008.pdf).

• Regions on tables 8 and 10 are defined as:

New England - Maine, New Hampshire, Vermont, Massachusetts, Rhode Island, and Connecticut.

Middle Atlantic - New York, New Jersey, and Pennsylvania.

North Central - Ohio, Indiana, Illinois, Michigan, Wisconsin, Minnesota, Iowa, Missouri, North Dakota, South Dakota, Nebraska, and Kansas.

South - Delaware, Maryland, District of Columbia, Virginia, West Virginia, North Carolina, South Carolina, Georgia, Florida, Kentucky, Tennessee, Alabama, Mississippi, Arkansas, Louisiana, Oklahoma, and Texas.

West - Alaska, Hawaii, Montana, Idaho, Wyoming, Colorado, New Mexico, Arizona, Utah, Nevada, Washington, Oregon, and California.

Puerto Rico - entered separately and included with U.S. total.
