3. Westside Well Pilot Study
AB-gave update that the west side well treatment design delivered positive results for a viable treatment design. AK- Engineering department will be bringing forth design documents at a later time.
4. Alasund Meadows Pump Replacement ML- Gave update of condition of pump station and the recent pump failure. Additional updates will be given once pricing is finalized for pump replacement.
5. Mid Biennium Review (PW/BLDG/ENG)
AK- Presented Engineering Department structure, functions, current programs and proposed programs. New programs include rural town center, sewer comprehensive plan, transportation comprehensive plan, Johnson Parkway -1% for the arts, Position re-class for building department, and complete PMC update.

AGENDA ITEM: Forest Rock Lane Pavement Preservation Project Acceptance EXHIBITS: Final Pay Estimate STAFFED BY: A. Kasiniak SUMMARY STATEMENT: Staff will present the Forest Rock Lane Pavement Preservation project to be accepted as complete. The City has successfully completed this project. The final contract amount was $598,800.60 The final paid contract total was $574,146.16 There were no change orders on the construction contract for this project. Final payment will be made to the contractor on 8/29/2019. Retention in the amount of $28,707.31 is held on the project and will be released once the project has been accepted and released by all State agencies. RECOMMENDED ACTION: The Engineering Department recommends acceptance of the Forest Rock Lane Pavement Preservation project as complete, and recommends presenting this project to City Council for approval.

AGENDA ITEM: 2019 Sanitary Sewer Project Consultant Contract for Construction Svc EXHIBITS: Scope of Work and Budget STAFFED BY: A. Kasiniak SUMMARY STATEMENT: Director of Engineering, Andrzej Kasiniak, will summarize the scope and budget proposed by RH2 Engineering for construction services on the SR305 Manhole Rehabilitation project and the Raab Park, Swanson Way NE and 11th Ave NE CIPP Lining project. The construction contract for these projects have recently been awarded and this RH2 contract will assist the City in completing the projects. RECOMMENDED ACTION: Recommend approval of the contract with RH2 in the amount of $27,440.00 for consultant services during construction of the SR305 Manhole Rehabilitation project and the Raab Park, Swanson Way NE and 11th Ave NE CIPP Lining project. Recommend bringing the contract with RH2 to City Council for approval.

2019 Sanitary Sewer Rehabilitation Projects Services During Construction
August 2019
Background
The City of Poulsbo’s (City) 2019 Sanitary Sewer Rehabilitation project consists of two schedules. Schedule A includes the rehabilitation of 35 existing manholes that have sustained deterioration since their construction; some of which date back to 1978. Schedule B includes lining approximately 1,860 linear feet of existing sewer mains with cured-in-place-pipe (CIPP) to rehabilitate these mains from the deterioration they have sustained due to root intrusion and other causes.
RH2 Engineering, Inc., (RH2) has prepared plans and specifications for both of these projects. This task authorization is for providing services during construction (SDC) support to the City. It is anticipated that the City will perform full-time construction inspection and construction contract management. RH2 will support the City as described in the tasks below.
Project Assumptions
• The City will lead construction contract administration activities, with RH2 providing technical support as needed.
• The City will provide the pre-construction meeting conference room and agenda, organize and run the meeting, and prepare meeting minutes.
• The City will coordinate and prepare the construction contract originals for signature by the contractor and the City.
• The City will provide half-size plans, full-size plans, and specification books to the contractor for use during construction and for making as-builts.
• All submittals and submittal-related communications will be directed through the City and submitted electronically.
• The City will conduct overall construction management and daily construction observation.
• The City will perform final completion and closeout of the project with the general contractor.
• The City will verify the accuracy of the construction as-builts from the contractor prior to RH2 preparing record drawings.

Task 1 – SDC for SR305 Manhole Rehabilitation (Schedule A)
Objective: Support the City during the construction phase of the project. Provide project management activities to facilitate project completion. Task 1 services will be performed up to the amount in the attached Fee Estimate. If additional effort is needed, that extra work will be mutually negotiated by the City and RH2.
Approach:
Attend Pre-Construction Conference: Attend the pre-construction conference with the City and the selected contractor. One (1) RH2 team member will attend the conference. The City will arrange the pre-construction conference with the selected contractor.
Review Submittals: Review shop drawings and catalog submittals of the items required in the technical specifications to be submitted by the contractor. Provide a written response for the City to review, and incorporate the City’s comments prior to returning the submittal review to the contractor. Provide up to one (1) additional review of each submittal.
Assist with Requests for Information (RFIs). The City will lead RFI responding efforts.
Attend Construction Coordination Meetings: Attend construction coordination meetings as needed via teleconference. The City will take the lead in arranging weekly coordination meetings with the contractor. It is assumed the RH2 team will attend two (2) weekly coordination meetings via teleconference.
Perform On-Site Observations and Provide Technical Assistance: When requested by the City, provide RH2 staff to visit the construction site to assist the City with addressing technical issues as they may arise. The City will lead construction inspection efforts for the project. It is assumed RH2 will provide approximately ten (10) hours of on-site observation, including general construction observation services and technical assistance. RH2 is not responsible for site Safety or for directing the contractor in their work. Following each site visit, a written report will be generated.
Assist with Construction Closeout: Provide assistance with construction closeout, including video inspection review, testing data review, and editing a final punch list for the contractor. Final observation, testing of systems, and punch list preparation will be performed by City staff.
Prepare As-Constructed Drawings: Review field records provided by the City and contractor and revise project drawings to prepare record drawings. Provide the City with one (1) electronic PDF copy of the as-constructed drawings.
Perform Project Management Services: Monitor RH2’s scope and budget, RH2 staff assignments, and project schedule. Maintain project files and records. Provide monthly invoices and project status sheets to City.
Attend Project Management Meetings: Coordinate with the City project team to facilitate the project, including up to one (1) project coordination meeting with City staff via teleconference.

Task 3 – Management Reserve
Objective: RH2 has specified a contingency as part of the Fee Estimate to accommodate for changed conditions or unforeseen issues that may arise during the project. In this event, RH2 will notify the City of the time and expense warranted to address the new issue(s) that arise and will request the use of the contingency funds. RH2 will not address these issues without the City’s prior authorization.

Kasiniak SUMMARY STATEMENT: Director of Engineering Andrzej Kasiniak will present a scope of work and budget for consultant Struck Environmental to assist the City in preparing a concept plan for pedestrian improvements on Fjord Drive between Hostmark St. and Johnson Way. This work will be funded by Traffic Impact Fees and a budget amendment will be presented to Council for approval. This concept plan may be used to support requests for state funding. RECOMMENDED ACTION: Recommend approval of the contract with Struck Environmental in the amount of $4,950.00 to prepare the Fjord Drive & Lemolo Shore Drive Pedestrian Enhancement Plan. This contract to be funded from Traffic Impact Fees with a budget amendment to be presented to Council along with approval of the contract.
