SUBJECT: Southern California Edison Company’s Modified Track 1 Work Plan Demonstrating Compliance with Decision 20-07-004
PURPOSE
Southern California Edison Company (SCE) hereby submits to the California Public Utilities Commission (CPUC or Commission) the attached modified Track 1 Work Plan as Attachment A. SCE is submitting the Track 1 Workplan in accordance with Ordering Paragraph (OP) 3 in Commission Decision (D.) 20-07-004.
BACKGROUND
In 2017, the Commission launched OII 17-06-027/R. 17-06-028 in order to consider strategies for increased and non-discriminatory access to poles and conduit by competitive communication providers, the impact of such increased access on safety, and how best to ensure the integrity of the affected communications and electric supply infrastructure going forward.1 Track 1 of the OII/OIR relates to developing requirements relating to pole data. Workshops were held on August 13-14, 2019 and September 6, 2019 whereby the major pole owners presented their work plans to comply with the Commission’s Track 1 requirements. On October 2, 2019, SCE filed the parties’ Workshop Report, which included these work plans as appendices to report. On July 16, 2020, the Commission issued D. 20-07-004, which approved the Track 1 work plans with modifications.
Pursuant to D.20-07-004,2 SCE hereby submits its Modified Track 1 Work Plan report, which demonstrates compliance with the Decision’s ordered modifications.

Enclosed as “Attachment A” is SCE’s revised workplan to incorporate the Decision’s ordered modifications.
TIER DESIGNATION
Pursuant to General Order (GO) 96-B, Energy Industry Rule 5.2 and D.20-07-004, this advice letter is submitted with a Tier 2 designation.3
EFFECTIVE DATE
This advice letter will become effective on October 14, 2020, the 30th calendar day after the date submitted.

Introduction and Summary
SCE submits this report to address Track 1 matters and pole data items identified in the D.20-07-
004 in I.17-06-027 issued by the Commission on July 21, 2020, and to update SCE’s Track 1
workplan originally submitted on October 2, 2019.
1. Goals and objectives
The goal of this workplan is to provide qualifying jurisdictional entities (pole attachers) and
Commission staff electronic access to SCE’s refreshed data portal (SPIDAMin). SCE plans
to update the existing external facing pole information portal, ‘SPIDAMin®’1 to meet all
requirements set forth in D.20-07-004.
2. Current Data
The following information is currently available to qualifying jurisdictional entities via
SCE’s SPIDAMin portal.
• Unique identifier of pole (pole number)
• Pole location information (GIS coordinates)
• Pole location information (address)
• Install date (or ‘start-up’ date)
• Pole length, class, and material
• Ownership information
Name of other joint owners
Space / grade info (if available)
percentage ownership of each joint owner(s) (if available)
• Wood pole intrusive test data:
Date of last test
test result
The SPIDAMin portal also includes a geo-spatial map that allows the user to select a specific
pole and view the information listed above.
• Available pole information is researchable on a pole by pole basis

3. Updates to SCE SPIDAMin Data Portal
A. In accordance with ordering paragraph 2 of D.20-07-004 SCE’s IT department will
work collaboratively with SPIDAWeb LLC technicians to develop new or improved
interface solutions to extract relevant information from SCE’s work management
system (SAP). SCE believes it will be able to make the following information
researchable and exportable via SPIDAMin.
i. Unique identifier of pole includes, at a minimum and by each service
territory, a pole number and address (either street or some other easily
identifiable address system) on a Geospatial map and should be included
in the database.
ii. Each of the five pole owners must have, at a minimum, a Geographic
Information System accessible to attachers, pole owners, and Commission
staff which includes the latitude/longitude coordinates, address (if
available), and service territory for locating the poles.
iii. High Fire Threat District tiers where the pole is located.
iv. The poles’ class, height, tree species, material circumference, and latest
loading information.
v. The year the pole was installed.
vi. Joint pole ownership information including the name of joint owners and
percentage of ownership of the pole.
vii. Intrusive test data including the date of last intrusive test, type of test,
results of the test, and any corrective action that has been or will be taken
in response to the test.
viii. The number and date of each attachment application, and pole loading
information, if any.
ix. Notice of pending pole replacement or reinforcement including the reason
for the replacement or reinforcement, the proposed scope of work,
x. Information on buddy poles, including an indication of whether the pole
owner wishes to remove a buddy pole and the date of removal.

B. SCE will also comply with the Track 1 Work Plan modification indicated in
Ordering Paragraph 2 of D.20-07-004.
i. SCE will incorporate a data glossary into the data portal. The purpose of
the data glossary is to identify and document the data fields provided in
the data portal, including short description, data format, data field type,
and other metadata that will enable users to understand and use the data.
SCE’s portal shall include a Data Glossary and will make sure that
wherever feasible, the terms in the 5 pole owners glossaries mean the
same thing. No terms in any of the 5 pole owners Data Glossaries shall
contradict terms as defined in the Commission’s General Orders.
ii. The 5 pole owners will continue convene with the working group to reach
a consensus recommendation for the data elements that will use common
data definitions.
iii. The 5 pole owners have reached agreement on the definitions of the terms
in the data glossary.
iv. All 10 pole datapoints of pole data for jointly and solely owned poles shall
be provided through SCE’s Data Portals unless the datapoints are
specifically allowed to be ‘if available’ AND are not available. Data for
the ten data fields must be searchable and exportable as machine readable
data and through the web-based interactive portal.
v. SCE will continue to convene in a working group with the 5 pole owners
to develop a consensus recommendation for the method to be used for
sharing or synchronizing data for the ten key data elements related to
joint-owned poles with the other joint pole owner(s).
vi. All 10 pole datapoints will be searchable by two years from the issuance
of D.20-07-004 via the pole owners Data Portals, including by pole
number, latitude/longitude or Address location.
vii. Capability for Data Portal pole locational and identifying information will
be implemented in some form by two years from the date of D.20-07-004
for poles that do not have locational and identifiable information.

viii. The Data Portal shall allow for selecting and viewing multiple poles on a
geospatial map using polygons and multi-pole selection capabilities.
ix. The Data Portal shall display the 10 pole datapoints for selected poles and
allow the information to be viewed and exportable as machine readable
data for at least 10 poles by one year and for at least 100 poles by two
years from the date of D.20-07-004.
x. Within 60 days of D.20-07-004, SCE will file and serve its updated Track
1 Workplan to demonstrate compliance with D.20-07-004 ordered
modifications by Tier 2 Advice Letter for review by the Energy Division.
xi. Initial electronic access to the pole data in the newly expanded and/or
created data portal shall be available within one year from the date of
D.20-07-004.
xii. The Commission’s staff shall be given unrestricted access to SCE’s data
portal via web portal within one year from the date of D.20-07-004, with
further options to be discussed in future Tracks of this Proceeding.
4. Conclusion
It is SCE’s intent to comply with all aspects of D.20-07-004.
