PROPOSED OUTCOME:
• Grants authority under Public Utilities Code Section 454, for Del Oro Water Company (Del Oro) to file a supplement to Advice Letter 516-A-W to incorporate therevised rate schedules attached to this Resolution as Appendix B for Test Year 2020, and concurrently cancel its presently effective rate schedules.
• Authorizes Del Oro to file a Tier 2 advice letter within 30 days from the effective dateof this Resolution to collect the under-collected revenues from January 1, 2020, the interim rate date, to the effective date of the new rates established in this Resolution.
• Upon receipt of any monies from the Pacific Gas and Electric Company litigation, Del Oro shall file a Tier 3 Advice Letter within 30 days proposing the allocation or distribution of litigation monies.

• This decision authorizes safety and reliability capital projects for 2019-2021.
ESTIMATED COST:
• The adopted 2019 revenue requirement of $85.4 million is $6.038 million or 6.6 percent lower than Liberty Utilities request of $91.44 million.
• The approved revenue requirement results in $1.14 million or a 1.43 percent higher Base Rate Revenue compared to present rates. When combined with all the other charges that Liberty Utilities is authorized to collect, the rate revenues will increase by 3.1% relative to present rates.
• The decision retains the current rate design and customer charge for all rate classes.

• Requires energy investor-owned utilities (collectively "IOUs") to lead community engagement with DVCs and develop plans as IOUs develop vulnerability assessments due to climate change.
• Directs IOUs to submit vulnerability assessments every 4 years according to their General Rate Case cycles that focus on climate risks to operations and service as well as assets; options for dealing with vulnerabilities; exposure to climate risk of facilities IOUs have third-party contracts with for power, capacity, or reliability; greenand sustainable remedies; and how to promote equity in DVCs. The key time frame to be considered by the vulnerability assessments will be the next 20–30 years.
