Walsh Construction Co. / OR (WCC/OR) is soliciting Statements of Qualification (SOQ)

from qualified mechanical, plumbing, electrical, low voltage, and fire protection

subcontractors to provide design and construction services under separate guaranteed

maximum price (GMP) agreements for a unique rehabilitation project on 4 existing

housing buildings owned and operated by Home Forward.

This request for qualifications is being advertised publicly.

SOQ selection process

Subcontracts for this project will be awarded in a two-step process.

1. Walsh Construction Co. / OR (WCC/OR) will use the SOQ process to identify

and choose a limited number of qualified subcontractors. These subcontractors

must have demonstrated the ability to successfully design, construct, and deliver

projects of a similar scope, complexity, budget, and schedule, experience working

in existing occupied buildings, while also achieving the project’s community

outreach and target business participation goals.

Walsh Construction Co./OR is using this process to discover interest in work on

the 4 Towers Project. We have established a form under section 9 that will help

inform the extent of work for each tower you want to propose on. For this SOQ

any combination of work is allowable and teaming with other subcontractors is

highly recommended. Please use the form in Section 9 to summarize your

approach.

2. Subcontractors selected through the SOQ process will competitively bid the

project through a Request For Proposal (RFP) process. Selected subcontractors

will be issued a set of schematic design (100% SD) documents, along with other

bid document information including the scope of work and project requirements.

In response to the RFP, selected subcontractors must provide a bid that will be the

basis for a GMP preconstruction agreement and construction subcontract. To

allow for fair comparison, subcontractors choosing to respond to the RFP in

multiple scopes must bid each scope, on a stand-alone basis, as defined in the bid

documents.

The preconstruction portion of each GMP bid will include design-build services

to the design team to maintain the scope budget at the GMP amount as the design

documents progress from the 100% SD set to the permit and 100% CD sets.

Project Community Goals

The 4 Towers project includes extensive requirements for community involvement:

1. Targeted business subcontractor / supplier participation

2. Larger Subcontractors teaming with smaller Targeted Businesses

3. Mentoring small targeted businesses

4. Onsite labor performed by minorities and women

Targeted Businesses Participation

The 4 Towers project is committed to award a significant portion of the construction

expenditures to certified targeted businesses. Targeted businesses are defined as state

certified Minority, Women Owned and Emerging Small Businesses (MWESB) and

Section 3 businesses.

Mentoring Smaller Targeted Businesses

Lead subcontractor respondents are strongly encouraged to team with smaller certified

targeted business firms to increase their participation percentage.

Subcontractor teaming matches larger, more experienced firms with smaller targeted

business firms to enable the targeted firm to gain experience and enhance the following

aspects of their businesses:

SOQ content

SOQs shall be prepared as simply as possible and provide a straightforward, concise

description of the Subcontractor's capabilities to satisfy the requirements of the RFP.

Bindings, color displays, promotional material, etc., are not necessary or desired.

Each proposal shall comply with the following specifications:

a) 8.5” x 11” format. Font size no smaller than 10 points.

b) The proposal shall not exceed 20 pages. Pages numbered sequentially.

a. Pages in excess of 20 will not be evaluated (not including transmittal).

b. The page limit does not include front and back covers, section dividers, or

items noted for inclusion in an appendix.

c) One (1) electronic file with a single Portable Document Format file (PDF).

a. PDF may be transmitted by email or media transfer hardware.

d) OPTIONAL – One (1) full color hard copy original secured with a binder clip.

a. Hard copy does not replace the requirement for PDF submittal.

SOQ emphasis should be on accuracy, completeness, and clarity of content. The SOQ

Selection criteria

The list of selected bidders will be established based on responses to the following items

and results of reference checks.

1.0 Provide a transmittal letter with your response.

2.0 Identify your firm’s size and years it has been in operation.

3.0 Resumes for the key personnel that will be assigned to this project. Provide

examples of projects completed by key personnel who would be assigned to this

project. Include a brief narrative description of the project, final construction cost

and size (number of floors and overall square footage).

For items 4.0 thru 7.0 below, include examples of no less than three (3) and no more than

five (5) projects (projects exhibiting multiple criteria are preferred). References, where

requested, should be able to speak to the performance of the individuals involved as well

as the overall company performance:

4.0 Similar building type experience. List completed projects of the type and scope

as per the project description. Provide references.

5.0 Similar design-build project experience. Describe design scope and duration on

each project. Describe electronic media and software typically used for design

and coordination. Provide references.

6.0 Occupied Rehabilitation Experience. Provide specific detail on past project

experience working on occupied rehab projects. Provide description of scopes of

work, durations, interaction with resident building staff and processes used to

mitigate and eliminate noise and dust issues for the residents. Identify if the team

members you are proposing have worked on these occupied rehab projects. Please

identify any other innovative solutions you instituted to work effectively on these

projects.

7.0 City of Portland Workforce Training and Hiring program. Subcontract amount

for each project must be applicable (over $100,000). Note any past issues in

meeting program requirements and how they were overcome.

8.0 MWESB participation commitment. Provide anticipated participation by sub-

tiered subcontractors and suppliers by percentage of subcontract. Subcontract

value of subcontractors mentored per the section below may be included.

9.0 MWESB mentoring experience & plan. NOTE: This section applies to ALL

subcontractors, including MWESB certified firms.

a. Experience - Provide a brief description of how the smaller firms benefitted in

the goal categories listed in “Project Community Goals” on Page 3 for each

project listed. Include dollar amount of participation by the targeted firm.

b. Plan – Describe mentoring opportunities anticipated if awarded this project.

Specifically outline the scope and goals of these mentoring opportunities.

Include assistance which would be available to smaller subcontractors.

c. Per item 2 on page 1, please indicate in the table below your intent on

pursuing the work for each tower.

SELECTION REQUIREMENT - By submitting a response to this SOQ, it is

required that if selected to provide an RFP, you can and will provide to Walsh

Construction Co. / OR the following:

Signed copy of the WCC / OR subcontract with no exceptions.

Insurance as required in the subcontract. Any costs to achieve coverage

required will be borne by the subcontractor.

Surety provided bonding capacity and capability letter for a 100%

Payment and Performance bond for a project of this size. The surety letter

shall confirm this bond is available on a form approved by WCC / OR

Refer to section “Appendix B: Subcontractor Requirements” for more

information on these requirements.

SOQ Scoring

WCC/OR’s Project Team will evaluate all SOQs received and score each submission of

qualifications, weighted as noted below. Each evaluator shall independently assign a

score to each evaluation criterion as noted in the table below based on the SOQs. Scores

will be compiled and the most qualified contractors will be invited to bid in the RFP

phase for the Project.

SOQ Selection Decisions

A maximum of the top six (6) scoring SOQs in each bid scope will be invited

to bid in the RFP phase. Less than six (6) SOQs may be invited to bid in the RFP

if less than six (6) qualified SOQs are received.

It is the intention of this process to identify a pool of the most qualified subcontractors to

bid on the Project. It is not the goal to identify minimum qualifications.

Rejection of a subcontractor for either the shortlist or the bid does not imply that a

particular contractor is not qualified for the project, only that their qualifications ranked

below the threshold for bidding the project as determined by WCC / OR.

The selection decisions by WCC / OR shall be final.

Clarification of Responses

Walsh Construction Co. / OR reserves the right to request clarification of any item in a

firm’s SOQ or to request additional information necessary to properly evaluate particular

qualifications. All requests for clarification and responses shall be in writing.

Rejection of SOQs

Walsh Construction Co. / OR reserves the right to reject any or all SOQ submissions and

not select subcontractor(s) for any or all of the scopes solicited in this SOQ.

Appendix A: RFP Evaluation Process Preview

In the second step of this selection process, the 4 Towers project will utilize a scoring

system to evaluate submitted RFPs. Points will be awarded for RFP bid amount, targeted

business participation commitment, and onsite labor diversity commitment. Further,

minimum targets will be set for community participation goals. The following scoring

system for the RFP is anticipated, but be advised that some modification may occur for

the RFP packet version.

RFP Bid Amount

Ninety percent (90%) of the RFP evaluation points will be awarded based on the bid

amount declared in the RFP. This bid amount shall include 100% payment and

performance bond amount should a bond be required in that scope.

Separate prices for the design and construction portions of the project will be requested.

Only the design component will be subcontracted prior to executing a GMP contract with

Bridge Housing for the complete project.

MWESB Targeted Business Commitment

Five percent (5%) of the RFP evaluation will be awarded based on commitment to

targeted business subcontractors and suppliers.

Respondents will be asked to describe the roles served by each proposed targeted

business in their RFP and how these roles further the teaming goals.

MWESB Teaming

Teaming commitments made in the SOQ process will be required to carry forward

through the RFP phase.

Onsite Labor Diversity

Five percent (5%) of the RFP evaluation will be awarded based on commitment to use

onsite labor provided by minorities and female workers. Onsite labor provided by sub-

tiered subcontractor employees is included in this percentage commitment.

The scoring advantage will increase on a prorated basis for commitments up to 25%

minority and 9% female labor hours.

RFP Diversity Commitments

RFP Stage

If selected through the RFP process, each subcontractor will be required to maintain or

increase any commitments to MWESB targeted businesses, teaming, and onsite labor

diversity as submitted in their RFP.

Any changes to commitments made by a subcontractor in their RFP may be determined a

material breach of the RFP and subject the subcontractor to disqualification from the

process. Determination of breach shall be at the discretion of WCC / OR.

Subcontract Stage

Commitments to MWESB targeted businesses, teaming, and onsite labor diversity made

in the RFP will be included as exhibits to the subcontract.

In executing the subcontract, subcontractors will be required to provide detailed

information on sub-tiered subcontractors and suppliers expected to be used on the project,

including targeted firms. The subcontract billing process will include a requirement to

update this information on a monthly basis.

Any changes to commitments made by a subcontractor under subcontract are subject to

the penalties included therein, up to and including termination from the project.

Design Services Subcontract

If selected through the RFP process, each subcontractor will receive a subcontract for the

design portion of their bid.

In the event a subcontractor is unable to perform including maintaining schedule and

budget commitments they are subject to termination. Subcontractor will be paid for

services performed at the time of termination on a completion percentage basis, and all

documents and other products created in the design process will become the property of

Walsh Construction Co./Or. The subcontractor will not be entitled to any other payment,

including without limitation fees or other charges for incomplete or unperformed

services.

Appendix C-SWC: Project: Sellwood Center (SWC)

Description of Project and Scope of Work

Sellwood Center is an existing 8-story concrete framed housing facility owned and

operated by Home Forward. The upper 7 floors are residential; the bottom floor provides

services and mechanical spaces. Features include:

106 each studio housing units

4 each 1-bedroom ADA converted housing units

Community room, laundry, trash and common restrooms

Resident and building services and offices. the bottom floor is resident services

and amenities.

Limited parking lot for staff and some residents

Community garden area

The overall project square footage is approximately 72,741 SF.

The Sellwood Center owner is Home Forward. The design team consists of Holst

Architecture, MFIA (MEP design-assist), ABHT Engineering (structural), KPFF

Consulting Engineers (civil), and EcoTone (landscape).

The Sellwood Center design team has recently completed the programming effort as part

of the Home Forward 85 Stories rehabilitation project. Drawings and specifications have

purposely not been made available as there is no need for take-offs and we are not

soliciting bid proposals at this time. For description of MEP systems and as-built

building elevations and plans, see “Appendix D-SWC: Sellwood Center – Scope

Summary” and “Appendix E: As-Built Building Plans”.

Appendix C-HWE: Project: Hollywood East (HWE)

Description of Project and Scope of Work

Hollywood East is a 1969, 14-story concrete building owner and operated by Home

Forward. The upper 13 floors are residential and the bottom floor provides services and

mechanical. The building provides the following services:

• Low income housing with total of 286 units comprising of studio, one bedroom

and two bedroom units.

• Community rooms, laundry rooms and a kitchen.

• Large site with a parking, dog park and community garden.

The overall building square footage is approximately 189,000 SF.

The Hollywood East owner is Home Forward. The design team consists of Kasa

Architects, MFIA (mechanical, electrical and plumbing), DCI Engineers (structural),

KPFF (civil), and EcoTone (landscape)

The Hollywood East design team has recently completed the Conceptual document set.

Drawings and specifications have purposely not been made available as there is no need

for take-offs and we are not soliciting bid proposals at this time. For description of MEP

Appendix C-NWT: Project: Northwest Tower & Annex (NWT)

Description of Project and Scope of Work

Northwest Tower is an affordable housing complex comprising of a 13-story concrete

mid rise tower (west tower), and a 3-story concrete low rise building (Annex). The

complex is owned and operated by Home Forward. Both structures were constructed in

1963. The project is located at 335 NW 19th

avenue Portland, OR. 97209. Features

include:

Tower:

63-Studio units 343 sf. ea.

75-1 bedroom apartments 459 sf. ea.

6 -ADA 1 bedroom apartments 640 sf. ea.

Community room, laundry room, resident and building services and offices.

Limited parking lot for staff and some residents

The Tower square footage is approximately 92,500 SF.

Annex:

27—two bedroom family apartments. 658sf. ea.

3—three bedroom family apartments 831 sf. ea.

Laundry room, covered playground structure.

The Annex square footage is approximately 27,700SF.

The Northwest tower owner is Home Forward. The design team consists of Holst

Appendix C-GLP: Project: Gallagher Plaza (GLP)

Description of Project and Scope of Work

Gallagher Plaza is a 6-story apartment building located at 2140 NW Kearney Portland

OR, 97210. The complex is owned and operated by Home Forward. The facility provides

affordable housing for seniors and disabled individuals. The building was built in 1982.

The primary structural system is conventional concrete slabs and core plank floor systems

with metal stud framing at exterior walls. Unit partition walls are CMU. Features include:

• 80-1 bedroom apartments at level 2 thru. 5.

• The ground floor consists of a community room, resident services, maintenance

shop, community kitchen, and 5-1 bedroom apartments.

• There is a small parking lot to the south of the building

• Total building square footage is approximately 64,400 sf.

The Gallagher Plaza owner is Home Forward. The design team consists of Holst

Architecture, MFIA (MEP design-assist), ABHT (structural), KPFF Consulting

Engineers (civil), and EcoTone (landscape).

The Gallagher plaza design team has recently completed the programming effort as part

of the Home Forward 85 Stories rehabilitation project. Drawings and specifications have
