Business and technology has always been full of acronyms; some important, some not so. But, left unchecked, the latest could quickly become a four-letter word…

Let’s face it. The Public Sector has always been a bit of a thankless place in which to operate in many respects.

Get it right and you’re simply doing your job.

Get it wrong and the whole world is on your case.

And now, as if Public Sector Organisations (PSOs) weren’t under enough pressure – tightening budgets, accelerating population growth, continuing austerity measures, ramping demand for new digital, joined-up citizen services – there is suddenly a whole new (bull?) elephant in the room: GDPR.

In fact, GDPR could reasonably be described as a whole herd.

And for the PSO that fails to comply, there’s a stampede on the horizon.

Okay, so chances are you probably know what GDPR is by now. But what do the General Data Protection Regulations actually mean? In practical terms?

First – though this is not the first time we have mentioned this in these pages – forget about Brexit. Okay don’t forget about it exactly, but put it completely to one side as far as GDPR is concerned. Because it essentially has no bearing whatsoever on an organisation’s need to comply with GDPR.

Even assuming the UK leaves, it will be some time before it falls fully outside EU jurisdiction. As such, if your organisation holds any data, in virtually any format, on any person inside the EU (including, for the time being, the UK) then you need to prepare. Definitely. And, with barely a year until the compliance deadline, you need to prepare now.

In the rights of data subjects, most notably in demanding the use of their data is restricted or stopped, and that it be erased altogether.

So what, according to the Information Commissioner’s Office (ICO), are some of the key areas of reform? And how are they likely to impact UK PSOs?

1. Changes in how ‘personal’ and ‘sensitive’ data are defined.

The precise semantics of what will and won’t constitute particular kinds of data post-GDPR are complex, but the impact will be simple enough – more data and more kinds of data will be subject to data protection laws and those laws will be applied and enforced more stringently.

2. Changes to Data Protection Principles (DPPS)

The key change here is the requirement for demonstrable ‘transparency’. While organisations must already be ‘upfront’ about their data activities, there is currently no obligation to actively demonstrate compliance except, generally, where a complaint is made or a breach has taken place. Post-GDPR however, data will need to be easily accessible, concise, intelligible, and in clear and plain format. Moreover, evidence of compliance will need to be retained on an ongoing basis.

3. Changes to processing on the grounds of ‘Legitimate Interests’

Under current rules, public bodies can process personal data where they have ‘legitimate reasons’ for doing so in the public interest or in exercising public authority. GDPR changes the parameters for this and those PSOs relying on such grounds will need to ensure compliance with its strictures.

4. Changes to ‘Consent’

Under GDPR, in slight variance to current law, tacit consent to hold and process personal data will no longer be enough in the majority of cases. Instead, consent will need to be ‘freely given’, unambiguous, specific, explicit and informed. As such, existing ‘consents’ may become invalid and new ones will likely be required.

5. Privacy Notices

Current legislation demands that Privacy Notices are given, but under GDPR these will need to include much more information and most PSOs will need to revamp related processes in order to comply.

6. ICO registration

Public bodies currently need to be registered with the Information Commissioner’s Office, but this will no longer be necessary. Retaining detailed internal records will be mandatory however. As will be physical evidence of how compliance is achieved.

7. Subject access requests

While subjects can already request access to information held about them, GDPR will mean that more detailed information will need to be supplied and that, as a general rule, such information should be supplied free of charge (whereas bodies can currently levy a charge of £10). This could lead to more access requests.

GDPR will clarify and enhance current legislation in several others areas too.

In the management, reporting and penalties of data breaches.

In the very ways in which data protection policies and strategies are designed, created, implemented and maintained.

In other words there’s an awful lot to consider.

Undoubtedly most crucial and concerning of all however, will be the potentially enormous financial ramifications of failing to adhere with the incoming legislation.

While the maximum imposable Data Protection fine in the UK is currently £500K (the largest actually having been imposed being £325K), GDPR will see this ramp to €20 million or 4% of annual worldwide turnover, whichever is higher.

This, of course, speaks loudly and clearly for itself.

All told then, PSOs have a great deal to think about and a great deal of ground to cover over the next 12 months or so (at best). Planning, training, policy creation and deployment, the list really does go on and on.

The good news is that none of the associated hurdles will be insurmountable – especially with the right expertise, guidance and help.

The bad news is that those PSOs who leave things until the 11th month, much less the 11th hour, are also certain to leave themselves well short of the finishing tape.

The lesson? Act now if you’d rather GDPR didn’t become a dirty word in your organisation.

With cost rationalisation pressures continuing to intensify in the Public Sector, so too is the need to make better use of physical – and virtual – space in the office. Enter the ‘intelligent’ meeting room (pun fully intended)…

Office meeting rooms. They’re rarely the most inviting places are they? The left behind coffee cups. The broken telephone. The ancient whiteboard with its dried-up pens probably last replaced in about 2003. The falling-apart blinds. Honestly, who needs them?

Well we kind of all do, sadly.

And thankfully, while your typical meeting space hasn’t changed much in decades, it could be about to. Because technology is now emerging that’s helping make the whole affair more immersive, more interactive and well, a sight less bland and boring.

And a good thing too. Not only for those who have to use these stubborn corners of office purgatory, but for the organisations that surround them, which either have to start using such spaces properly, or face losing them.

Especially in the Public Sector, where the pressure to squeeze more use out of costly office space is continuing to mount.

Welcome to the Intelligent Meeting Room. A facility that allows its users to properly engage with meetings; that helps them stay productive for longer; that means their tablets, smartphones and laptops can connect up to form a single, shared digital workspace; that means no more tripping over cords or crowding around a single notebook screen to share content because the projector is on the blink again.

Better still, there is a whole range of justifiably sound reasons why public agencies should be beginning to inject greater intelligence into their meeting areas.

It enables PSO staff and public users to connect, work and collaborate free from the traditional constraints. With teams and clients often so geographically disparate, true collaboration can be difficult. But with emerging conferencing technology making it possible for everyone – even remote participants – to connect into a shared workspace from their individual devices, all manner of content can now be shared and viewed quickly and seamlessly in real time.

This in turn makes it possible and much easier to make more informed, data-informed decisions. The purpose of virtually any meeting is knowledge sharing of one description or another. But this only happens effectively and efficiently when every participant is able to connect and share content on an equal footing from the device of their choice. The intelligent meeting space delivers this, allowing better, faster, more informed decision making and project management.

There’s more screen real estate so it’s easier to collaborate. Given how much time we’ve all wasted in meetings swapping cables and fiddling with projector controls before giving up and emailing content back and forth between one another, the value of multiple wireless screens speaks for itself. Moreover, providing greater screen real estate and inputs dynamically enhances flexibility allowing, for example, the main presentation to remain on one screen for reference while user-specific visuals and data are displayed on others.

It means greater engagement and ‘stickability’. Given the vast volumes of media and content we all now consume

as individuals, the recent research that revealed that the average attention spans is shorter than ever – and getting shorter – should hardly have come as shock.

Today’s users not only want faster, slicker, more personalised content, it seems they need it if their attention is not to wander. As such, the traditional

conference room model of a single, central, one-way screen suddenly feels very

outdated. And with HD and touch displays of all sizes becoming

increasingly affordable, evolving away from such vanilla content delivery is now quick, easy and relatively painless.

So too will be enabling presenters and meeting participants to manipulate

content via their phones, tablets, laptop, or even via hand gestures.

While, today’s standard presentation tools remain hugely popular and

useful, they do tend to restrict the presenter to largely rigid, static presentations.

Now though, by allowing presenters to resize, layer and move content through multiple environment, intelligent meeting technology can help them tell their stories more fluidly and dynamically. No more death by Powerpoint? Sign me up.

And these are merely the benefits of the intelligent meeting room itself.

Consider the productivity, compliance, security, training and efficiency benefits that could be gained – and the duplicated effort that could be saved – by the simple step of saving all meeting diaries, agendas, content, notes, minutes and actions to a single accessible location? In-room cameras can even be set up to automatically capture whiteboard notes and diagrams.

The latter is just one of many proof-points that the possibilities for the intelligent meeting space, and the organisation beyond it, are limited only by the ambitions of those deploying and using it.

One thing is for certain. The days of the so-called bored-room are numbered.

Let’s hope we’ll soon be saying the same thing about that broken telephone.

While true mobility and agility have become two of the key hallmarks of almost every successful business, making these ideals fly in the Public Sector has tended to be a much taller order. Until now perhaps…

Driven by a growing range of increasingly persuasive operational, financial, human, and productivity factors, businesses of every shape and size are pushing determinedly towards more mobile, agile working practices and cultures.

Of course they are. Given the clear benefits of doing so, why wouldn’t they?

But it is rarely so straightforward in the Public Sector. A place in which, by its very nature, it is much tougher for organisations to justify, plan for, and implement new working models than it ever could be in the private arena.

Firstly, issues such as refuse collection, road and countryside maintenance, public health and safety, and the delivery of social services are very different beasts from the line of business processes faced by most private sector concerns.

Secondly, managing mobile workforces of the size and nature typical of most authorities is hugely costly and logistically taxing in the best of circumstances. Doing to in the full glare of public scrutiny is even harder.

And yet the need for greater mobility and agility tends to be no less pressing for PSOs than it is for private firms. Indeed these days the pressure on PSOs is arguably the more intense.

The frustration here of course is that empowering mobile workforces with greater agility is a good idea for most PSOs. Getting things done with maximum flexibility and minimum constraints – i.e. in a much more agile way – is plain common sense. It is also increasingly financially and operationally viable. Better yet, it’s much more easily achieved than might at first seemed to be the case.

What is even more ironic and frustrating is that PSO tech management often have at least a reasonably clear idea of what needs to be done to drive such agility; their

problem lies making a sufficiently watertight case for how this should be done and why.

Fortunately though – especially with more and more local authority work now being conducted by field-based teams – the Public Sector business case is now becoming more and more clear and compelling.

Whereas workforce mobility programmes used to have the reputation of being overly complex,

time-consuming and costly to implement, and received wisdom was that ROI was uncertain and gestates slowly, this is demonstrably not

the case now. If indeed it ever was. As countless installations prove, given the appropriate support,

design and deployment ecosystems, such solutions can now be up and running in a matter of weeks, and driving major gains and savings within months.

And where Public Sector field operatives were often perceived as being reticent about adopting new ways of working, recent research clearly shows that, with more and more technology savvy, technology hungry millennials entering the workforce, the opposite is now increasingly true here as well.

Increased digital enablement is proven to actively boost morale and job pride and satisfaction. It also allows for much more flexible workforce configurations and working patterns, empowering departments to evolve and modernise working processes and conditions much more quickly and easily, and to make better, more profitable use of popular schemes such as job shares.

The array of demonstrable, practical, PSO-specific benefits is also compelling.

Mobile technology (when yoked to the equally important mobile mindset of course) means that field workers need no longer be tied to particular or fixed geographical locations. Boosting productivity by at least 20% according to recent productivity studies, this means jobs can be completed more quickly and efficiently and that further savings can be made thanks to reduced travelling times.

Adopting a more digital mindset can also have a major impact internally.

For while there has been a major focus on enabling and delivering e-services for public audiences over the last few years, the fact is that digital access and process automation can be equally and sometimes more effective when rolled out to staff and other internal audiences.

Allowing PSOs to radically re-invent the ways in which their increasingly scant resources – both human and financial – can be deployed, some often extremely substantial savings and gains are possible where the same principles of automation and self-service are turned inwards and applied to the PSO’S back office processes.

In fact such gains are often proving more quickly and easily achievable than are their public-facing cousins.

This is of special relevance given that austerity and budget constraints look set to continue (and quite possibly worsen given the likely ongoing governmental agenda). That being the case transformational change will in turn continue to be a key target and therefore a

major imperative for UK PSOs.

Properly, quickly, and cost-effectively implemented, mobility can offer quick, easy gains in this regard and countless others. Indeed it will quickly become one of the pillars of the PSO’s future multi-service, multi-agency, multi-channel strategy.

The lines between consumer and business have been blurring for some years.

And now it seems that the same is happening between the private and Public Sectors. At least where the benefits of embracing mobility are concerned.

Put simply, agility is no longer an ideal in the Public Sector – some distant horizon at which to aim – but absolute operational and financial horse sense.

The challenge Their main challenge facing many Public Sector organisations is uptime and meeting SLAs for their critical Networking systems. Data must be maintained and managed in an environment where security and meeting regulatory compliance cannot be compromised. With networks in such organisations being typically dispersed across a large geography, the IT experts are normally in one location. Responding to network outages in a timely fashion is the number one priority for the network team.
