    FOREWORD FROM THE MINISTER

    In May 2011, the Indonesian government launched a 15-year economic

    development master plan, MP3EI, on the establishment o six economiccorridors in Indonesia. The successul implementation o MP3EI will

    transorm Indonesia into one o the 10 major economies in the world

    by 2025. Implementation requires the participation o all stakeholders

    and will ocus on tangible and measurable priorities. The MP3EI will be

    implemented in three phases: 2011-2015; 2016-2020; and 2021-2025.

    Inrastructure is expected to play a pivotal role in the development o the

    six economic corridors. The traditional approach o unding inrastructure

    rom the state budget is not sustainable because o limited public nances.

    The alternative is Private Provision o Inrastructure (PPI). Hence, thereliance on PPI underpins the MP3EI. A signicant number o inrastructure

    projects in the MP3EI is expected to be nanced through an appropriate

    Public-Private Partnership (PPP) scheme.

    To date, the Government has established a robust, competitive legal and

    regulatory ramework or PPP rom procurement o the PPP concessionaire

    to the provision o government support and guarantees. The governing

    regulation on PPP is Presidential Regulation (Perpres) 67/2005, amended

    subsequently by Perpres 13/2010 and 56/2011. The Ministry o Finance

    is in the process o creating a more efective mechanism or viability gapunding. The ministerial decree or this has been drated.

    For years, land availability has been a major bottleneck or inrastructure

    development. The new law on land acquisition (Law 2/2012) is designed

    to accelerate the land acquisition process or public inrastructure projects.

    The PPP Book aims to provide reliable inormation to prospective investors

    on projects in the PPP pipeline. Its true value lies in the accuracy o the

    inormation. Projects are categorized according to the stage o development

    they have reached. A PPP project must be market ready in the true sense o

    the word when it is categorized as ready or ofer. What this implies is that

    the basic conditions underlying its business case, such as land availability

    and government support (i applicable) are largely met or soon to be met.

    The current PPP Book is an update o the 2011 version, incorporating recent

    developments. To date, 12 projects have been tendered out. In this 2012

    version, there are 3 projects ready or oer, 26 projects under the category

    priority and 29 projects under potential. There are 9 new projects that

    are not in the 2011 PPP Book, o which 1 is classifed as priority and 8as potential. A signifcant dierence rom the 2011 version is that the

    number o potential projects is reduced rom 45 to 29 as a result o more

    rigorous screening.

    Bandung has been signicant, particularly in thetown o Soreang as the capital o Bandung regency,and in several adjacent areas such as the districts oMargahayu, Ketapang and Banjaran.

    This economic growth has resulted in signicantlyincreasing trac as well as new trade centers andindustries - shops, malls, and actories - which lead tochanges in land use. Thus, the accelerated economicgrowth has resulted in major problems or the roadnetwork and trac has become very congested onsome routes.

    The 15 kilometers route linking Soreang and Pasirkoja(via the Kopo and Soekarno Hatta roads) is one othe most congested routes in the regency and city oBandung.

    The Kopo road is the only route that is suitable orheavy vehicles such as buses and trucks betweenSoreang and Bandung. Vehicles can only achievean average speed o 10 -20 km/h. The consequenceis high vehicle operating cost, implying economiclosses to the community. To solve these problems,more high standard roads are needed, including thisnew toll road.

    Most o the water supply to Jakarta, Bekasi andKarawang comes rom the Jatiluhur reservoir,operated by Perum Jasa Tirta II (PJT II), a state-ownedenterprise. The water fows through an open channel -the West Tarum Canal (WTC) until it reaches the watertreatment plant in the municipalities. The operatorsor clean water supply are PT Pam Lyonnaise Jaya(PALYJA) and Aetra in Jakarta, PDAM Bekasi andPDAM Karawang. The raw water rom Jatiluhur isdegrading due to contamination (domestic andindustrial pollution).

    The objective o this project is to ensure the supply

    o treated water in DKI Jakarta, Bekasi City, BekasiRegency and Karawang Regency, where demand isincreasing.

    The project consists o the construction o an upstreamwater treatment plant and the transmission o treatedwater through a closed-pipe system directly to theoperators in Jakarta, Bekasi and Karawang (i.e. Aetraand PALYJA, PDAM Bekasi and PDAM Karawang).

    Tourism and related development in the Denpasarand Badung region is currently being constrained dueto inadequate drinking water supplies. The Provincehas assessed that it is a priority to provide a waterservice to the considerable numbers o householdson the PDAM waiting lists in the Denpasar andBadung areas. Additionally, the current extensive useo groundwater in these areas, particularly by largehotels, should be discouraged since it not sustainablerom an environmental viewpoint. Reductions inground water abstractions may only be achieved ialternative sources are made available.

    The population in Southern Bali in 2010 was 1,973,065or 50.7% o Balis population. As an urban area, thepopulation growth rate is relatively high (2.58%)compared to the average population growth in Balio around 1.25%. Projections indicate a substantialincrease in water demand over the next 15 years inall parts o Bali, particularly in two ast growing areas:Denpasar and Badung. However, water resourcesare scarce in these areas, unlike in neighbouringKlungkung and Gianyar.

    The project will be located in Southern Bali, whichconsists o the City o Denpasar, and the Regencies

    o Badung, Gianyar, and Klungkung. The project willprovide 1800 l/s bulk water supply to meet risingdemand (existing and new customers).

    The project included water treatment plants or rawwater rom the Unda River (capacity 1,500 l/s) androm Penet River (capacity 300 l/s), reservoirs, andtransmission rom the WTP to the designated deliverypoints.
