About PPAC

A forum has been formed at APNIC to discuss public policy issues to foster sustainability, security, stability and development of the Internet, Facilitate exchange of information and best practices as well as strengthen and enhance the engagement of stakeholders in existing and/or future Internet policy developments.

PPAC is a multi-stakeholder forum which provides an opportunity for the broader regional community to meet, discuss and share ideas. It’s a platform for dialogue and not binding decisions, using the conventions of the Internet Governance Forum (IGF) framework.

Aims to representatives of all stakeholders in the internet space including government, industry, civil society and technical/academic community have been involved -to help steer focused and enlightened dialogue on issues relating to the growth of internet in the region, policies to guide internet development, and share best practices -through an open consultative platform for engagement.

- Duration 90 Minutes

- Around 35 Participants attended the session

- Agenda Covered Introduction and Update on PPAC, Regional Updates and Expert Overview on topic related to Internet Ecosystem

09:05 am -09:10 am Welcome/Introduction to the second meeting followed by a quick update on PPAC by Mr. Shyam Nair- Co-Chair, Working Group on PPAC

09:10 am – 09:30 am Regional Updates and expert overview on the topics related to Internet:

Internet Governance development in Asia Pacific Region Rajesh Charia- President ISP Association of India

Quick update on PPAC- started from

APNIC 35 Singapore Decided to hold PPAC session at every APNIC Meeting,

APNIC Conference for 3 years

PPAC would aim to have an outreach programme for a wider engagement of Government from different community as a stakeholder in the deliberation of PPAC

A Sub Committee formed under PPAC to give the recommendation on the rules for a structure, functioning, agenda, and periodicity at PPAC

Sub-committee had submitted and presented the recommendation in last PPAC meeting held on 27th August 2013 at Xi’an.

Quick update on PPAC- started from APNIC 35

Based on the consensus arrived in the meeting after incorporating few changes suggested by the members, the Sub-committee report was submitted in the APNIC 36 AMM for discussion and deliberation

PPAC Chair through his presentation in the AMM provided additional time for the members to go through the recommendation once again before the same gets submitted to APNIC EC for approval.

Some of the Key points in the charter

• PPAC mission statement is to encourage the exchange of information and dialogue between APNIC and Internet/ICT public policy developers within the Asia Pacific region.

• PPAC should be Multi- Stakeholder Advisory body

• Structure should have an elected Chair and at-least one Co-Chair to ensure that all the values and principles of the PPAC are maintained

Some of the Key points in the charter recommendation ( Contd..)

• Appointment and Term of the Chair and Co- Chair will be similar to that of Policy SIG Chair

• Forum should engage representatives from Government Agencies, Inter- Governmental Agencies, and Civil Societies/NGO from different economies.

• PPAC meetings will be scheduled as part of the APNIC meeting in every six months

• Funding for outreach program should be provisioned for better participation of all the economies in the discussion process

Expert Overview:ISP Profit and User Affordability

• How to balance profit and affordability

• How to balance the security requirement and Privacy issues

• Profit not at the cost of consumer it should be reasonable

• Transparency and best practices to be adopted

Way Forward

Recommendation by the members:

• White paper to be developed to do the detailed analysis on profitability and affordability issues from all the economies

• White paper to be developed on how resources are distributed in other economies

Way Forward

• Working group would continue work to conduct PPAC

Session at every APNIC Meeting

• PPAC working group would submit the proposed charter to APNIC EC for approval.

• Once the charter gets approved from EC, the next PPAC session would elect the Working Group Chair and Co-Chair as per the guidelines of Charter

• PPAC Working group would work to engage more members from different economies before the next APNIC Meeting to achieve objectives mentioned in the proposed charter.
