The application was submitted by Robert C. & Maribeth M. DeFilippo. The project is located at 5855 Shore Drive in Madison. The Buffalo District Corps of Engineers Public Notice Number for this project is 2010-00264. The Ohio EPA ID Number for this project is 123919. As required by the Antidegradation Rule, rule 3745-1-05 of the Ohio Administrative Code (OAC), three alternatives have been submitted for the project. The applicant's proposed preferred alternative, which is mostly installed, if approved, would allow the applicant to leave in place and finish constructing a relocated 90 LF concrete pipe seawall landward up to 15 feet south of where it was. The application was submitted by Paul B. Palagyi, Interim Executive Director of Lake Metroparks. The project is located at Chagrin River Park in Willoughby, Eastlake & Concord Township. The Buffalo District Corps of Engineers Public Notice Number for this project is 2011-00612, and the Corps issued a provisional nationwide permit 13 for this project on February 9, 2012. The Ohio EPA ID Number for this project is 123950. As required by the Antidegradation Rule, rule 3745-1-05 of the Ohio Administrative Code (OAC), three alternatives have been submitted for the project. The applicant's proposed preferred alternative, if approved, would be for the construction of a 307 foot long, approximately 12 foot high, reinforced cast-in-place (CIP) concrete gravity retaining wall. It will require the discharge of approximately 314.7 cubic yards of clean fill material permanently filling approximately 318 linear feet (0.06-acre) of stream bank below the ordinary highwater mark (OHWM) of the Chagrin River. Fill material will consist of concrete (approximately 146.7 cubic yards) and aggregate fill material (approximately 168.27 cubic yards). The applicant's proposed minimal degradation alternative, if approved, would be the same as the preferred alternative, except the minimal degradation alternative would involve the introduction of slightly less rip-rap material below the OHWM. The riprap would be reduced from 75 cubic yards to 50 cubic yards. The applicant's proposed non-degradation alternative, if approved, would have no direct impacts on waters of the state. Discharges from the activity, if approved, would result in degradation to, or lowering of, the water quality of the Chagrin River.
