Meeting Purpose: The objective of the meeting was to solicit public comments on the proposed
project alternatives and environmental issues, as well as provide general
information regarding the project design.
Meeting Format: The workshop consisted of an open house session with information stations for
proposed design alternatives.
Attendance: 44 citizens and five public officials
Notification: Notices were mailed to adjacent property owners on October 14, 2015 and to
Elected Officials October 12, 2015.
DESCRIPTION OF MEETING As part of the National Environmental Policy Act (NEPA) public involvement process, the Texas
Department of Transportation (TxDOT) held an open house meeting on November 17, 2015 to discuss the
proposed expansion of Farm to Market Road (FM) 2218, from Interstate Highway-69/United States
Highway 59 to State Highway 36. The meeting took place at the Rosenberg Civic Center in Rosenberg,
Texas from 5:30 pm to 7:30 pm.
The public meeting was announced and advertised through a variety of methods. Thirty days prior to the
public meeting, TxDOT began engaging in an extensive effort to announce the meeting through mailings
and published advertisements. Mailed notices (Appendix A) announcing the public meeting time,
location, and purpose were mailed to a list of interested parties and landowners with property adjacent to
the existing and proposed right-of-way. The notice was also posted on the TxDOT website (Appendix B)
and sent to relevant public officials (Appendices C and D). Advertisements (Appendix E) were
published in newspapers with local and city-wide circulation, which included the Houston Chronicle, Fort
Bend Herald, and La Subasta (a Spanish language newspaper). Ten days prior to the public meeting,
TxDOT advertised the meeting for a second time on their website (Appendix B).
At the public meeting, citizens and public officials signed in (Appendix F) and each person was provided
an informational handout and a blank pre-addressed comment form (Appendix G). Sign-in sheets
indicated that 44 citizens and five public officials attended the public meeting. Written comments were
submitted during the meeting and could also be mailed to TxDOT by those who commented at a later
date. The public was encouraged to visit information stations for the proposed design alternatives,

outfalls, and right-of-way (Appendix H). Public meeting exhibits displayed the project’s need and
purpose and project timeline. Several engineers and environmental professionals were available at each
station to provide available project information.
SUMMARY OF COMMENTS By the conclusion of the comment period on December 3, 2015 TxDOT received 22 comments
(Appendix I). Each comment or letter received was counted as one respondent. Table 1 summarizes the
comments into general categories and the number of comments received for each category.

Additionally, some special provisions are being discussed between appropriate TxDOT staff and the City
of Rosenberg, including access in and around Seabourne Creek Park, which is owned and operated by the
City of Rosenberg. Details of the recommendations from the City of Rosenberg are included in Appendix
I. Among the comments received containing a chosen alternative, a slight majority favored Alternative 2,
with 10 feet of ROW being taken on both sides. Nearly half of the comments received cited no preferred
alternative. In summary, the comments received were generally in favor of the proposed improvements.
Table 2 includes general comment categories from Table 1 and responses to comments received. In
addition to the general comment categories, Table 2 includes responses to comments received regarding
design of the proposed project at or related to specific properties. Comments received are included in
Appendix (I).

Notice of Public Meeting
The Texas Department of Transportation (TxDOT), Houston District, will hold a public meeting regarding the
proposed alternate alignments and improvements to Farm-to-Market (FM) 2218 from Interstate Highway (IH)
69/United States Highway (U.S.) 59 to State Highway 36, in Fort Bend County, Texas. The meeting will be held on
Tuesday, November 17, 2015, at the Rosenberg Civic Center, 3825 State Highway (SH) 36, Rosenberg, Texas 77471.
The meeting will be held in an open house format from 5:30 p.m. to 7:30 p.m. No formal presentation will be made.
The purpose of the Public Meeting is to present the proposed project to the public and receive comments. The
project proposes to widen and reconstruct the existing FM 2218 roadway from a two-lane undivided roadway to a
four-lane (two lanes in each direction) divided roadway with curb and gutter and a raised median. The proposed
median would be a grass median with 12-foot left-turn lanes at intersections. The turn lanes would be controlled
(with signals) at major intersections and uncontrolled (without signals) at minor intersections and driveways. The
project also proposes to realign the existing FM 2218 intersection at SH 36 to allow for a 90-degree, signalized
intersection. Additionally, 5-foot wide sidewalks are planned for the east and west sides of FM 2218, outside of the
shared bike lane. The project would require approximately 40.6 acres of new right-of-way (ROW), including land for
a proposed detention pond and three outfall channels. Potential displacements are possible and will be further
evaluated during the environmental assessment.
Maps showing the proposed project’s location and design drawings will be available for review at the Public Meeting.
This information will also be available by appointment for review Monday through Friday between the hours of 8:00
a.m. and 5:00 p.m, excluding state holidays, at the TxDOT Houston District Office, located at 7600 Washington
Avenue, Houston, Texas 77007. To schedule an appointment at the Houston District please contact Ms. Tunisia
Hardy at (713) 802-5560. Maps and design may also be viewed at the TxDOT Fort Bend Area Office located at 4235
SH 36, Rosenberg, TX 77471. The Area Office can be reached at (281) 238-7900. The project information can also be

All interested citizens are invited to attend this public meeting. Written comments from the public regarding this
project may be submitted for a period of 10 business days following the meeting. Written comments may be
submitted either in person or by mail to the TxDOT District Office, Director of Project Development , P.O. Box 1386,
Houston, Texas 77251. Written comments must be postmarked or emailed to [email protected] by
December 3, 2015, to be included in the Public Meeting Summary.
The Public Meeting will be conducted in English. Persons interested in attending the meeting who have special
communication or accommodation needs, or need an interpreter, are encouraged to contact the TxDOT District
Public Information Officer at TxDOT (713) 802-5076. Requests should be made at least two days prior to the public
meeting. Every reasonable effort will be made to accommodate these needs.
