A regular meeting of the Board of School Directors of the Penn-Delco School District convened on Wednesday, September 27, 2017, at 7:55p.m. at the District Service Center pursuant to advertisement published in the Delaware County Daily Times.

MINUTES AND MONTHLY REPORTS The Agenda for this meeting is attached hereto as Appendix "1 ".

1. APPROVAL OF MINUTES -Upon considering the draft minutes attached hereto as Appendix "2", it was resolved that the minutes of the regular meeting of August 23, 2017 as presented, be and are hereby approved.

Motion to approve the resolution was made by Mrs. Jones and seconded by Mrs. Denney. The motion was unanimously approved.

2. APPROVAL OF INVOICE LISTING- Upon considering the invoice listing attached hereto as Appendix "3", it was resolved that the invoice listing for August 2017- September 2017 as presented, be and is hereby approved.

MINUTES AND MONTHLY REPORTS - Continued 3. APPROVAL OF TREASURER'S REPORT- Upon considering the draft Treasurer's Report attached hereto as Appendix "4", it was resolved that the Treasurer's Report of August, 2017, as presented, be and is hereby approved.

Mrs. Powell presented the Treasurer's Report for August, 2017.

Motion to approve the Treasurer's Report was made by Mrs. Jones and seconded by Mr. Armour. The motion was unanimously approved.

STAFF, STUDENT AND COMMUNITY RECOGNITION Dr. Steinhoff recognized and presented a certificate of achievement to the 2016 - 2017 Top Reading Counts Reads from each elementary school. Jesse Loro from Aston; Benjamin DePasquale from Coebourn; Bricke Bachetti from Petmell and Rhyuhn Green from Pennell.

SUPERINTENDENT'S REPORT Dr. Steinhoff is happy to see many teachers utilizing social media with position stories about the District. Search #PennDelcoProud to see many outstanding stories about our classrooms, schools and teacher's pages.

Dr. Steinhoff announced that #PennDelcoProud t-shirts will be given out during the upcoming Community Days.

Dr. Steinhoff noted Back-To-School nights were successful. The Homecoming Parade and football game will be held on October 6th.

Dr. Steinhoff gave an update on the construction and renovations that took place over the summer. He also recognized our Facilities Department on the work they completed at Pennell Elementary.

STUDENT REPRESENTATIVES REPORT TO THE BOARD Sumaiya Begum and Tommy Christaldi commented on the following at Sun Valley with a great start to the school year:

• Marching Band has already placed 1st in a couple of their competitions. • Homecoming is on October 6th beginning at 6 PM. The theme for the floats this year is Video

Games. • Sun Valley will host a Cabaret dinner theater. Information will be provided at a later time.

ACCOUNCEMENTS FOR THE PUBLIC President Tinsley announced, pursuant to Act 48, prior to the meeting, the Board met in executive session to discuss legal and personnel issues.

GUIDELINES FOR PUBLIC PARTICIPATION IN BOARD MEETINGS

The Board recognizes the value added to school governance by public comment on educational issues, and the importance of involving members ofthe public in Board Meetings.

In order to permit fair and orderly expression of such comments, the Board will provide two periods for public participation during Board Meetings.

The presiding officer at each public board meeting will follow these guidelines: • Public participation shall be permitted only as indicated on the order of business in the

procedures of this Board or at the discretion of the presiding officer on a given issue; • Participants must be recognized by the presiding officer and must preface their comments by an

announcement of their name, address, and group affiliation; • If appropriate all statements shall be directed to the presiding officer; • No participant may address or question Board Members individually; • The public pmiicipation in the beginning of the agenda will be limited to 15 minutes totally and

to 3 minutes for individuals; • The public participation at the end of the agenda will be limited to 30 minutes totally and to 3

minutes for individuals.

The presiding officer may: • Interrupt or terminate a participant's statement when the statement is too lengthy, personally

directed, abusive, obscene, or irrelevant.

not exceed $6,100. • C0-02 Owner requested extended paving and sealcoating front parking lot for an amount not to

exceed $5,950. • C0-03- Unforeseen condition for an amount not to exceed $2,910.

B. Recreation Resource, Inc. of Kennett Square, P A: • CO-Ol- Owner requested expansion of safety surface for an amount not to exceed $3,400.

Sun Valley MOTION: To approve the following change orders for Sun Valley High School:

A. Jay R. Reynolds, Inc. of Willow Street, P A: • PC-01 Credit to install schedule 10 piping in lieu of schedule 40 piping for a credit of $4,448.

B. Arieko Abroad, LLC • GC-11 Unforeseen conditions removal of additional concrete slab for an amount not to exceed

$30,311.75. • GC-14 Unforeseen conditions additional demolition for secondary loading dock for an amount

not to exceed $10,249.67. • GC-15 Unforeseen conditions associated with underpinning of existing exterior wall for an

amount not to exceed $25,518.20.

10.09 Final Payment Application- Aston Elementary MOTION: To approve the final payment applications for the following:

• Charlestown Paving & Excavating, Inc. of Devault, PA, in the amount of$281,910 for the Paving Project- Aston Elementary School. This brings the total amount paid to $281,910.

• Recreation Resource, Inc. of Kennett Square, P A in the amount of 86,220 for new playground equipment and playground surfacing -Aston Elementary School. This brings the total amount paid to $149,956.

10.10 ParlGide Elementary Parldng Lot Engineering Study MOTION: To approve a professional services agreement with Remington and Vernick Engineers for a groundwater screening study of the unpaved Parkside parking lot area, as attached.

ITEMS FOR BOARD ACTION - Continued 10.11 Waiver of Fees- "UFF Is Tough" Annual Charity Benefit MOTION: To approve a waiver offees requested for the "Uffis Tough" Charity Benefit for use of school facilities, including track, parking lot, bathrooms on track, and ticket booth on Sunday, October 22, 2017 from 10:00 a.m. to 4:00p.m. The purpose of the event is to raise money in memory of 1995 Sun Valley graduate Joe Uff, for a needy member of the community who has been stricken by cancer.

10.12 PSBA Principles of Effective Governance MOTION: To approve the adoption of the PSBA Principles for Effective Governance and Leadership, as attached.

10.13 Sun Valley Athletic Field Improvement Projects MOTION: To authorize the development of select athletic field renovation plans and associated bid specifications for Improvement Projects #1-#4, as presented. Approval permits the development of architectural or other necessary engineering plans to renovate and/or improve the existing conditions of the Sun Valley Track, Sun Valley Stadium Athletic Field, Sun Valley Varsity Softball Field, and Sun Valley Varsity Baseball Field.

10.15 Sun Valley High School Classroom Renovations MOTION: To authorize the preparation of architectural plans and associated bid specifications for Sun Valley High School Classroom Renovations, with initial phasing scheduled to begin the summer of 2018.

10.16 Planetarium MOTION: To approve the agreement with Spitz SciDome Planetarium Instrument, as presented.

10.17 Sun Valley High School Cafeteria Sound System MOTION: To approve the proposal presented by Sage Technology Solutions to provide equipment and installation of the cafeteria sound system upgrade, as presented.

Following a motion by Mrs. Jones and seconded by Mrs. Denney, motions 10.03- 10.17 were unanimously approved.
