It is anticipated that upon a majority vote of the total membership of the Board, a motion to
meet in Executive Session to discuss specific litigation, collective bargaining, and personnel
issues in accordance with Open Meetings Law will be considered. Following the Executive
Session the Board will reconvene in the Howitt East Cafeteria at approximately 8 p.m.

The Board of Education is interested in encouraging all members of the public to share their ideas, comments and questions. Public participation opportunities will be available at the beginning and end of this meeting and, as stated in board policy, no person shall speak for more than three minutes and each period of public participation shall be limited to 30 minutes. If you have any questions or concerns regarding matters on the Consent Agenda (Items I-IV), it may be important for you to utilize the first public participation opportunity as the Board will act on those items immediately. Charges, complaints or challenges should follow procedures listed under Policies 1400, 1410 and/or 1440, which are included on the materials table. Welcome
Mr. Goldberg welcomed those present and announced that the Board of
Education is interested in encouraging all members of the public to share their
ideas, comments and questions. He noted that public participation
opportunities will be available at the beginning of the meeting and again at the
end of the meeting and, as stated in Board Policy, no person shall speak for
more than three minutes and each period of public participation shall be limited
to thirty minutes. If you have questions or concerns regarding matters on the
Consent Agenda through the Items for Discussion and Action (Items I-IV), it
would be important to utilize the first public participation opportunity as the
Board acts on those items immediately. It is the policy of the Board of
Education that during Special Meetings, only items on the agenda may be
discussed. Mr. Goldberg pointed out the emergency exit. The public session
began with the Pledge of Allegiance.

Superintendent's
Update
Board of Education President Goldberg introduced Superintendent of
Schools John Lorentz and requested his monthly update. Mr. Lorentz began
his report with a summary of the district's readiness for the Opening of
School. School was to open on September 1 with Superintendent's
Conference Day; students would report on Wednesday, September 2.
Assistant Superintendent for Business Paul Defendini provided an overview
of the major capital projects, including the repair to brick work at the Howitt
Middle School and Woodward Parkway, the courtyard renovation at Howitt,
and the high school exterior pool entrance work. He detailed the Energy
Performance Contract work, including the renovations of ceilings, lights and
flooring in 150 classrooms. District personnel updated four elementary
school main offices.
Superintendent Lorentz also reported on a change to the district's
participation in the Farmingdale Village Columbus Day Parade, stating that
the school district and all student community groups would not be invited to
participate in this year's parade. This was a Village decision resulting from
concerns of student safety and security. Mr. Capobianco stated that
approximately 15-20 area fire departments would be the only participants in
the parade.
Superintendent Lorentz introduced Assistant Superintendent for Curriculum
and Instruction Joan Ripley for an update of the June Regents' results. Dr.
Ripley provided an overview of examination results for both the Regents
and/or the Common Core Regents exams in ELA, Algebra 1, Geometry,
Algebra 2/Trigonometry, Chemistry, Earth Science, living Environment,
Physics, Global History and American History. Department directors are in
the process of disaggregating the data associated with each specific exam to
determine necessary improvements to curriculum delivery.

Mr. Pieri asked if air conditioning can be installed in the Farmingdale High
School Auditorium. Mr. Defendini responded, stating that the Facilities
Advisory Committee, along with the district's architect, would be reviewing and
prioritizing capital projects along with financial resources.

Board Correspondence Mrs. Rogers reported that the Board of Education had received three letters in support of former
teachers.
Board Committee Reports Mr. Capobianco reported on the Farmingdale Public Library Board of Trustees meeting. A
concern was raised regarding the viewing of inappropriate materials on the library's computers.

Capital projects include the repair to the front steps.
Mr. Capobianco reported on an update of the RFP that had been distributed to privatize Republic
Airport. He stated that he has not been able to get new information even though the deadline for
submissions was in the spring.
Mr. Capobianco reported on Senator Marcellino and Assemblyman Lupinacchi's introduction of
legislation related to school aid for the installation of alternative energy, including solar power.
Mr. Capobianco reported on the Village of Farmingdale's Art in the Park and Music Festival. He
also reported that the Women's Club would be offering student scholarships, using the proceeds
from their bake sales during the festival to fund this effort.
Mr. Lorentz reported on the SCOPE annual dinner wherein Regent Tilles provided the key note
speech.
Mr. Capobianco reported that he and Mr. Goldberg had attended the NYSSBA school board
governance workshop. He stated that as a Board, the Farmingdale trustees were doing a number
of things correctly. Board retreats, professional development and other self-reflective practices
are under review.
Mrs. Lively asked Mr. Capobianco if there was any advertising for the Village's festival. Mr.
Capobianco provided an overview of the notification efforts.
Mr. Espinosa reported on the LAX for Back Packs effort and thanked Kate Kelly for her efforts.
Mrs. Lively reported on the Chamber of Commerce. Farmingdale Schools was featured on their
Chamber's website.
Mr. Goldberg reported on the Audit Committee Meeting. Auditors from Nawrocki Smith will
present the results of the year end audit at a future Board of Education meeting.

TO ADOPT THE FOLLOWING RESOLUTION:
Whereas, the Board of Education of the Farmingdale Union Free School District authorized
bond refund resolutions dated February 3, 2010 and September 14, 2011 for the purpose of
refinancing serial bonds; and
Whereas, premiums in the amount of $1,605,000 were received by the district as part of the
refunding proceedings; and
Whereas, the aforementioned premiums were transferred to the Debt Service Reserve as part of
2010-2011 and 2011-2012 year end activities; and
Whereas, the aforementioned funds are to be used to amortize debt service premiums over a
ten-year period in even increments of $160,500 per year; and
Now, therefore be it resolved, that the Board of Education of the Farmingdale Union Free
School District authorizes a transfer from the Debt Service Reserve to the General Fund in the
2014-2015 school year totaling $160,500 for the purpose of amortizing debt service premiums.

TO ADOPT THE FOLLOWING RESOLUTION:
Whereas, the New York State Office of the Comptroller, Division of Local Government and School
Accountability has issued a bulletin entitled Employee Benefit Accrued Liability Reserve Funds, dated October,
2008 ("Comptroller's Bulletin") which discusses the Comptroller's Audit of the Employee Accrued Liability
Reserve Funds (EBALR) of certain school districts pursuant to Article V, Section 1 of the New York State
Constitution, and the State Comptroller's authority as set forth in Article 3 of the General Municipal Law; and
Whereas, the contract between the Board of Education of the Farmingdale Union Free School District
and the Farmingdale Federation of Teachers, Inc. (FFT), and the contract between the Board of
Education of the Farmingdale Union Free School District and CSEA, Inc., Local 1000 AFSCME,
AFL-CIO, Clerical/Custodial Unit (CSEA) provide certain benefits related to payment for unused sick
days and that bargaining unit members that elected to retire were entitled to such benefits; and
Whereas, the eligible aforementioned staff members retired and received the one-time terminal
allowance payment pursuant to the aforementioned contracts; and
Whereas, pursuant to the retirement of the FFT and CSEA staff members, the payments to such former
employees, which represented current liabilities for compensated absences totaled sixty-eight thousand
four hundred eighty-two ($68,482) dollars; and
Whereas, a transfer from the EBALR Fund to the General Fund was necessary for the 2014-2015
school year in order to pay for such current liabilities for compensated absences totaling sixty-eight
thousand four hundred eighty-two ($68,482) dollars; and
NOW, THEREFORE BE IT RESOLVED, that the Farmingdale Union Free School District transfer
sixty-eight thousand four hundred eighty-two ($68,482) dollars from the EBALR Fund to the General Fund
effective June 30, 2015 in accordance with Section 6-P of the General Municipal Law and
Comptroller's Bulletin.

WHEREAS, on June 30, 2006 an Insurance Reserve Fund was hereby established pursuant to
and for the purposes set forth in section 6-n of the General Municipal Law;
WHEREAS, the Board has determined that a portion of the Insurance Reserve Fund is no longer
needed;
WHEREAS, the Assistant Superintendent for Business has certified that the estimated amount of
One Million Six Hundred Thousand Dollars ($1,600,000) should be retained in the Insurance
Reserve Fund as necessary to satisfy all liabilities incurred or accrued against it;
WHEREAS, the Assistant Superintendent for Business has determined that the aforementioned
amount of One Million Five Hundred Thousand Dollars ($1,500,000) exceeds the sum sufficient
to pay all liabilities incurred or accrued against it;
NOW THEREFORE BE IT RESOLVED, that the Board authorizes transferring the total sum of
One Million Five Hundred Thousand Dollars ($1,500,000) from the Insurance Reserve Fund to
the Capital Reserve Fund.

TO ADOPT THE FOLLOWING RESOLUTION:
RESOLVED, that the following budget of necessary claims and expenditures for school purposes in the
Farmingdale Union Free School District located in the Towns of Oyster Bay and Babylon, State of New
York, for the school year July 1, 2015 to June 30, 2016 in the amount of $157,357,708 is hereby accepted.
RESOLVED, that the sum of $94,356,092 being the amount to be raised by taxation for the portion of
Farmingdale Union Free School District located in the Town of Oyster Bay, County of Nassau, and the
sum of $26,431,271 being the amount to be raised by taxation for the portion of Farmingdale Union Free
School District located in the Town of Babylon, County of Suffolk, for the school year 2015-2016 be
levied upon the taxable property of said School District as certified to by the Boards of Assessors for the
school year 2015-2016 for the purposes specified within this resolution.
RESOLVED, that the Assistant Superintendent for Business of the Farmingdale Union Free School
District, Town of Oyster Bay, Nassau County and Town of Babylon, Suffolk County is hereby authorized
and directed to file a certified copy of these resolutions with the Board of Assessors, Nassau County, and
the Town of Babylon, New York after receiving finalized assessed values from the Departments of
Assessment, Nassau County and Town of Babylon and finalized equalization rates from the Office of Real
Property Tax Services.
Amount of assessed valuation (apportion base) in the confines of Farmingdale Union Free School District,
Nassau County and Town of Babylon being $11,454,371 and $13,369,283 respectively, and that the
equalization rates for apportioning said tax levy to Nassau County and Town of Babylon respectively, as
