PUBLIC HEARING PROCEEDINGS

It is hereby informed that as per the Ministry of Environment and Forests, Government of India. New Delhi vide its notification no. S. 0. 1533 dated 14/09/2006 & their Amendment Public Hearing was tixed for the following prqject covered under Category B, MIS. Shree Ram Concrete Pvt. Ltd., has proposed to mfg of Ordinary Portland Cement prqject, as mentioned in their request application.

A copy of the draft Rapid Environment Impact Assessment Report and the Executive Surnmary were sent to the following authorities or offices to make available the draft EIA Report for the inspection to the public during normal ofice hours, till the Public Hearing is over:

Shree K. V. Joshi. Regional Officer, GPCB, Rajkot and representative of Member Secretary,

GPCB uelcomed all present in the Public Hearing. He informed that District Collector is engaged

in other important work so he nominates Shree B. K. Panchal, Deputy Collector as his

representative. He outlined the project details and added that it was as per the advertisement in

"Indian Express" dated 28/05/20 10 in English and in "Phulchhab" dated 28/05/2010 in Gujarati.

He also mentioned that the documents related to the Project were displayed at the various places

mentioned in the advertisement. Then he opened the Public Hearing after due permission from the

Deput4- Collector. He invited the Project Proponent to give their introduction and then begin the

presentation. He also mentioned that after the presentation was over, the forum would be open to

the concerns of the local affecting people of that area.

The representative of Shree Ram Concrete Pvt. Ltd., Shree Jagdishbhai Chauhan, Environmental

Consultants. has given the presentation of upcoming project and explained need for their proposed

pro-ject of Ordinary Portland Cement in brief.

After the presentation. Shree K. V. Joshi. Regional Officer, GPCB-Rajkot, stated that all locally

affecting persons could make their representations or give their suggestions/comments before the

forum. Shree B. K. Panchal (Deputy Collector, Gondal) then opened the forum to the

representations/suggestions from the locally affected people.

At last the Chairman of the Public Hearing Shree B. K. Panchal has stated that good nos. of people ha\.e attended today's public hearing and shown their enthusiasm. However, company should be aware of their social responsibilities and shall carry out various actions for the developn~ent and welfare of the society.

We have communicated the matters and also circulated the Executive Summary of EIA report in Gujarati to Talati- mantril Sarpanch of surrounding affected villages to aware about the Public Hearing.

We have submitted the application (Form - 1 and Pre feasibility project report) on 25

August 2009. The meeting with the State Level Expert Appraisal Committee, Gujarat was

held on 1 5 ~ ~ Oct, 2009. We have received TOR (Terms of Reference) on 17 December,

2009.

2. What was process of 8094 sq.m land acquisition ?

The land acquired for the proposed project is abandoned agricultural land and we have

purchased i t from private owner. The land was converted into non agricultural land for

industrial purpose.

3. The acquired land was private or under government control ? If government land,

how i t was compensated ? is there any grazing land acquired ?

The acquired land is private land. No grazing land is acquired for the proposed mini

cement plant.

4. What were site selection criteria for this project ?

The location of the proposed project is at Survey NO. 335/P, Village Patidad, Taluka :

Gondal, District : Rajkot.

1. There is no eco-sensitive area in the vicinity o f the proposed project site.

2. IVo riverlwater stream , school, temple in the vicinity of the proposed project site.

3. The raw materials (i.e. sand, limestone, clay etc. ) are easily available in the area.

4. Well developed Transportation facilities in the area.

5. The nearest village is Chordi, which is 3.19 k m away from the project site. This is mini cement plant having low pollution potential.

Hence looking to the above factors, the site is suitable t o set-up the proposed mini cement plant. I

5. Whether any alternative had been thought for water requirement rather than ,

ground water extraction ? I I

There is no other source of water except groundwater in the region. We will setup

rainwater harvesting systems to recharge groundwater aquifer.

8. Wind direction in wind rose diagram is mostly from W, SW, WSW while monitoring

stations are only 2 monitoring stations in this direction. Please justify.

The proposed project is mini cement plant having capacity 300 tones per day. The

impact will be due to emissions of dust from the stack. The dust from cement plant is

heavier which will not persist for a longer period of time in the atmosphere and do not

travel more distance from the emission sources. Hence we had carried out the

monitoring at all nearest villages.

- 9. There are contradictory information about study period in EIA report and executive

summary of the project. EIA report mentions study period of two months of winter

season of 2009-10 while executive summary in Gujarati mentions summer season of

year 2008.

The baseline monitoring was carried out in the winter season of 2009-10. There is

typological error in the executive summary in Gujarati.

10. Please justify domestic water requirement and wastewater generation.

There will be 50 employees in the proposed unit. The water consumption for domestic

purpose will be 5.0 cu.m/day considering 100 lit per capita per day. The domestic

effluent generation will be 60 % of domestic water consumption i.e. 3.0 cu.m/day as

compared to domestic consumption (80 %) in house hold. 1 I

11. Please justify water required for gardening.

Greer~ belt will be developed in the area of 1039 sq.m. We have considered lurr~p sum

water requirement for gardening and other activities i.e. dust suppression. Total water

consumption for gardening and dust suppression will be 10 cu.m/day.

12. Please justify the common stack height of 35.

The common stack height of 35 m will be provided for Vertical Shaft Kilns. The height is

calculated based on the equation for particulate matters.

13. What would be source of gypsum in proposed project ? Is gypsum being recycled ?

Clinker and gypsum will be ground in the cement mill to form product cement. Gypsum

will not be recycled. Gypsum will be procured from Gandhidham, Kutchh.

14. Please justify number of ambient air quality locations with respect to size of

production.

The proposed project is mini cement plant having capacity 300 tones per day. The - impact will be due to emissions of dust from the stack. The dust from cement plant is

heavier which will not persist for a longer period of time in the atmosphere and do not

travel more distance from the emission sources. Hence we had carried out the

monitoring a t all nearest villages with in 10 km radius.

The base line monitoring was carried out during 02.12.2009 to 15.01.2010. w

17. Under environment status, there is no baseline monitoring for region's ground or

surface water. Please explain.

The proposed project is mini cement plant. There is no process wastewater source in

the proposed operations. Hence water quality will not be affected by the proposed

operations. Hence we have not carried out baseline monitoring for the study area.

18. Why there is only 12.83 % greenbelt development rather than 33% as per Ministry - of Environment and Forest guidelines 7

The green belt area presented is rr~ir~imum area. Ho. However we will cover more area

under green belt as far as possible.

will be given to local peoples as far as possible.

S.O. 948, dated 12-6- 2007, and its office notified at Paryavaran Bhavan, Sector 10 A, Gandhinagar 382 010 by the Forest and Environment Department, Government of Gujarat vide its GR no. ENV/10,2006/ 176/P dated 25-7-2007.

I t may be noted that, a copy of the draft Environment Impact Assessment report and the Summary Environment Impact Assessment Report is sent to the following authorities or offices to make available the draft EIA Report for inspection to the public during normal office hours, till the Public Hearing is over. 1. the rank of an Additional District Magistrate shall supervise and preside over the entire public hearing process.
