• To inform you about the process that the Committee is following.

• To give you an update on our findings to date.

• To answer your questions.

• To listen to your comments and suggestions.

Where are we now in the Police Station Project?

• We completed our planning and organizing phase in late August.

• We started the Requirements phase in late August and the Site Evaluation phase earlier this month.

• We plan to complete both phases in January and make our recommendations to the Board of Selectmen.

Requirements Phase Police Station Site Visits

• Purposes:

– To see what a modern police station looks like in operation

– To better understand policing functions and how they relate to the building requirements

• August 30th: Dennis, Harwich & Chatham

• September 6th: Truro & Provincetown

Dennis • Built in 2006 • Gross Square Feet: 21,509 (including 2 porches and garage) • Net Area: 19,205 SF • 3,000 Sq Ft Storage / Vehicle Outbuilding • Parcel Size: 6.756 Acres • Construction Cost: $6,500,000 • 41 sworn police officers • 9 full-time civilian positions (4 dispatchers, 3 clerical positions, 1 victim services coordinator and 1 maintenance position) • 2011 Calls for Service: ??? • 2010 Census Data: — Population: 14,207 — Households: 7,007 — Housing Units: 14,819 — Vacant For Seasonal or Recreational Use: 7,458 (50.3%) — 4% Rooms Tax: $507,560 (#8 on Cape Cod)

Building seemed to be oversized and somewhat disjointed internally.

Harwich • Built in 2009 as an addition to the Fire Headquarters • Square Footage: 20,016 • Project Cost: $8,750,000 • Construction Cost: $7,256,600 • 33 Sworn Officers • 3 Reserve Officers • 3 Civilian positions (1 Administrative Secretary + 2 Record Clerks)* • 2011 Calls for Service: 17,952 • 2010 Census Data: — Population: 6,125 — Households: 5,700 — Housing Units: 9,849 — Vacant For Seasonal or Recreational Use: 3,839 (39%) — 4% Rooms Tax: $642,740 (#7 on Cape Cod) *8 Public Safety Dispatchers are part of the Fire Department.

Most efficient and well thought through design of the stations we visited.

Chatham • Built in 2010 • Part of a larger project including a Town Hall Annex • Gross Square Footage: 28,596 (including 9,412 SF unfinished attic; 1,716 SF garage; & 260 SF Porch) • Net Area: 15,569 SF • Construction Cost: $5,410,000 • 20 Sworn Officers • 1 Reserve Officer • 4 Civilian positions (1 Administrative Secretary + 4 Dispatchers) • 2011 Service Calls: 11,079 • 2010 Census Data: — Population: 6,125 — Households: 2,909 — Housing Units: 7,343 — Vacant For Seasonal or Recreational Use: 3,895 (54.8%) — 4% Rooms Tax: $1,612,530 (#3 on Cape Cod)

Most similar to Provincetown in terms of town demographics and the size of the police force.

Truro • Joint Police & Fire Public Safety Building • Built in 1993 • Parcel Size: 39,977 SF (3.134 acres) • Gross Square Feet: 21,522 (including basement and garages) • Net Area: 10,310 • Cost of land: $490,000 • Construction Cost: $1,400,000 • 12 Sworn Officers • 2 Student Officers • 1 Administrative Assistant • 4 full-time and 5 part-time members Communications Dept. (Includes Dispatch) • 2011 Calls for Service: ???? • 2010 Census Data: — Population: 2,003 — Households: 880 — Housing Units: 2,892 — Vacant For Seasonal or Recreational Use: 1,874 (64.8%) — 4% Rooms Tax: $471,053 (#9 on Cape Cod)

The building is now 18 years old and has had some growing pains but seems to be adequate to support most police functions. Truro relies on mutual aid when major events occur.

Provincetown • Converted funeral home

• Built in 1975

• Purchased in 1984 for $260,000

• Gross Square Feet: 6,381 (including attic, canopy, wood deck, open porch & garage)

• Net Area: 5,680 SF

• Lot Size: 17,380 SF (.4 Acres)

• 20 Sworn Officers

• 7 Civilian Staff (Including 1 Admini- strative Assistant, 1 Records Clerk, 5 Dispatchers)

• Seasonal Staff: 1 Dispatcher, 14 Summer Officers, 1 Matron, & 23 Parking Employees

• 2011 Calls for Service: 25,853 (3rd highest on Cape Cod)

• 2010 Census Data:

— Population: 2,942

— Households: 1,909

— Housing Units: 4,478

— Vacant For Seasonal or Recreational Use: 2,317 (51.7%)

— 6% Rooms Tax: $1,546,448 (#4 on Cape Cod)

The current station is inadequate in size to support current police functions. It is also in a serious state of disrepair and does not meet any of the standards of a modern police department.

Police Station Site Visit Findings

• Police Stations, by the very nature of their function, are somewhat empty most of the time.

• BUT, they need to be sized to accommodate peak levels of activity.

• A Patrolman’s office is his/her patrol car. The Police Station needs to provide:

– Lockers Rooms

– A place for shift change meetings

– A place to write reports and submit evidence

• Public access to key services directly from the lobby is important, including: – Public Records

– The Parking Department

– Private interview room

– Firearm licensing

– Dispatch Department

– Public Restrooms (important and expected by out of town visitors)

– Information services for out of town visitors

Building Layout & Size

• We started with the March 19th 16,600 SF design

• Committee needs to have a visual way to view design requirements, regardless of the site

• Identified 25 suggested design changes

• Met with architects on October 4th to discuss our suggested changes

• Reviewed architects’ revised design on October 18th

• Revised square footage: 14,475 (-13%)

Site Evaluation

• The Committee agreed on site evaluation criteria, based on those used in Brunswick, ME and the International Association of Chiefs of Police.

• We created a site evaluation form.

• We identified 10 Town owned sites to evaluate.

• We conducted our site visits last Tuesday.

• Jerome Smith Parking Lot – Eliminated because it is a wastewater leaching

field and not buildable

control of the School Committee

What’s left to do?

• Finalize the building requirements • Select a site for the Police Station • If the DPW / Highway Maintenance site is

selected, the next steps will be: – To consider whether or not to include a new DPW /

Highway Maintenance Facility on the site at the same time

– To request funding for the detailed design plans

• If another Town owned site is selected, the next step will be to request funding for a new schematic design specific to that site.

What more is left to do?

• If a privately owned site is selected, the next step is to enter into negotiations to purchase the site.

• For all of the above options:

– Estimate total project costs

– The impact on the Town’s debt service

– The funding sources, and

– The impact on tax payers
