I. PROJECT STATUS AND RATIONALE FOR RESTRUCTURING

A. Project Status and Overall Progress

1. The Bolivia Climate Resilience – Integrated Basin Management Project that is part of the Pilot Program for Climate Resilience (PPCR) funded by the Climate Investment Fund (CIF) was approved on July 25, 2014. The Grant Agreement and Loan Agreement were signed on December 9, 2014. The Grant (US$9.5 million) was declared effective on May 7, 2015 and the Loan (US$36 million) on June 5, 2015. The Project includes a counterpart of US$25.9 million, thus the total Project cost is US$71.4 million.

2. The Project has three components:(a) Strengthening National Capacity for Climate Change Adaptation;(b) Strengthening Capacity for Adaptation to Climate Change in the Rio Grande River Basin; and,(c) Design and Implementation of Subprojects that improve Climate Resilience in the Rio Grande River Basin.

3. Overall progress is limited, to date, only 1 percent of the Loan and 9 percent of the Grant have been disbursed. The Project is rated as Moderately Unsatisfactory for progress towards the achievement of the Project Development Objective (PDO) and for Implementation Progress. It has been in problem status since June 2016.

4. During the December 2016 mission, after discussing the factors that were preventing the Project from making further progress (detailed below), the Ministry of Environment and Water (MMAyA) and the Bank decided to pursue a restructuring.

B. Rationale for Restructuring

5. Restructuring of the project is needed due to: (i) the slow progress in the implementation of the investment subprojects and the resulting low disbursement because of the lack of counterpart funding that is required from sub-national governments (Component C); and (ii) the decision of the Departmental Government of Santa Cruz to exit the Project, affecting the implementation of Components B and C.

6. Lack of counterpart funding: at Project design, the central government requested departmental governments to contribute a 50 percent counterpart funding for infrastructure sub-projects (rehabilitation of irrigation systems and flood protection) and 30 percent for watershed management sub-projects, both under Component C. Financially, this is the largest Component with a total cost of US$61 million, which includes a US$25.9 million counterpart. The decrease in commodity prices over the last years, particularly in the hydrocarbons sector, has adversely affected government revenues. As a result, departmental

and municipal governments have seen its revenues from transfers from the central government reduced, affecting their liquidity and availability of resources to provide counterpart financing even for projects that were ongoing. In this context, the Departmental Government of Cochabamba, which was committed to the Project from the beginning, decided not to move forward the investment sub-projects until the counterpart requirement is revised. To enable the implementation of irrigation and flood protection, and watershed sub-projects, the funding structure of the Project is being adjusted.

7. Exit of Santa Cruz: The Project was designed to strengthen capacities to adapt to climate change at the national level and in the Rio Grande River Basin. Three sub-basins of the Rio Grande were prioritized: (i) the Mizque sub-basin, located in the departments of Cochabamba and Santa Cruz; (ii) the Rocha sub-basin, in Cochabamba; and (iii) the Piraí sub-basin in Santa Cruz. To implement the Project, competent local executing agencies were identified for each department, implementation agreements were discussed and agreed upon during the design of the Project. When implementation started, the Water Channeling and Regularization Service for the Piraí River (SEARPI), the implementing agency of the Project in Santa Cruz, requested a revision and substantial changes to the originally negotiated conditions laid out in the Loan and Grant Agreements and Operational Manual. These could not be met and on December 2, 2016, the Departmental Government of Santa Cruz formally requested to exit the Project. With this decision, a new sub-basin in the Rio Grande Basin had to be identified.

C. Implementation Progress in Project Components

8. Progress in Project implementation, in particular under Component C, design and implementation of investment sub-projects, has been very limited and, without changes in its structure, the PDO will not be achieved. The GoB is committed to the Project, despite the implementation challenges, some progress was made in all components. Based on these initial achievements and with the proposed Restructuring, the PDO is achievable and the Project is expected to make an important contribution to climate resilience in Bolivia. Specific progress and implementation challenges in each Component are described below.

9. Component A – Strengthening National Capacity for Climate Change Adaptation: climate risks and the need for policies to build climate resilience are on top of the government agenda, particularly in the water resources management area. Over the last three years, the Project supported the evaluation of institutional capacities for climate change adaptation using the PPCR methodology by 53 representatives of relevant stakeholders, such as entities from the central government, local governments, non-governmental organizations, foundations and donor agencies. It also supported the design of a tool that allows the inclusion of climate risks aspects in the design process of irrigation sub-projects. It further set the basis for a national climate and water information system by developing a conceptual design and facilitating the coordination and information exchange between the different relevant institutional stakeholders. To fully implement this information system, a detailed institutional set-up has to be agreed upon with all relevant stakeholders.

10.Component B – Strengthening Capacity for Adaptation to Climate Change in the Rio Grande River Basin: the development of river basin management master plans in strategic river basins, such as the three prioritized sub-basins of the Rio Grande, for the strategic planning in the use of water resources with relevant stakeholders is a fundamental element in Bolivia’s water resources management policy, this will allow identifying priority investments. The Project supported the development of guidelines to formulate river basin management master plans, which include climate change considerations. These guidelines have already been applied to develop the master plan of the Mizque sub-basin, a decision support system to

prioritize investments in the river basin is already in place and Cochabamba’s Departmental River Basin Service (SDC) was strengthened.

11.The river basin management planning for the Rocha sub-basin is expected to start in late 2017, the Terms of Reference are ready and an international well-known and experienced institution has been selected to perform this task. As for the Arque-Tapacarí sub-basin, the one that has been identified as part of this Project Restructuring, planning activities will start once the Restructuring is effective.

12.To strengthen water management capacities in Cochabamba, the Project will support the implementation of a departmental water monitoring and climate information system. With the support of the Project, SDC developed a design for an observation system and a database. Part of the required equipment (weather and river gauge stations, Information Technology equipment) is being installed. The relation with the National Hydro-Meteorological Service (SENMAHI) has improved and future collaboration has been agreed upon.

13.Component C – Design and Implementation of Subprojects that improve Climate Resilience in the Rio Grande River Basin: two types of sub-projects will be implemented under the Project: (i) infrastructure sub-projects (improvements and modernization of irrigation systems and flood protection), and (ii) watershed management sub-projects. Progress has been limited so far, mainly due to the lack of counterpart funding. Nevertheless, funding for a first set of 11 sub-projects for US$3.7 million has been secured and the implementation agreements between the implementing agency, the National Fund for Productive and Social Investment (FPS), and the municipalities have been signed. Civil works, technical assistance and supervision services are underway. Furthermore, the MMAyA is financing the departmental counterpart for three watershed management subprojects that will soon start. In addition, the MMAyA is financing the preparation of five watershed subprojects and the German International Cooperation (GIZ) is finalizing the studies for two additional watershed subprojects.

14.Despite these advances in component C, the number of subprojects under implementation or in the design stage is by far too low. To achieve the PDO indicators, the portfolio has to increase significantly.

15.Safeguards performance: the rating is Satisfactory for the Safeguards Policies triggered for the Project. Project activities involving significant safeguards actions have not yet occurred. The first portfolio of irrigation subprojects, currently under implementation, is complying with environmental processes.

II. DESCRIPTION OF PROPOSED CHANGES

A. Summary of changes

1. To boost Project implementation and ensure the achievement of the PDO, the following proposed changes were agreed upon with the Government: (i) adjustments in components to include technical support for a national drought management

system under Component A, the replacement of the Piraí sub-basin in Santa Cruz for the Arque Tapacarí sub-basin in Cochabamba, the inclusion of activities to support the design of infrastructure sub-projects, and the decrease in counterpart funding for infrastructure and watershed subprojects under Component C; (ii) introduction of the Bank’s new procurement framework; (iii) the withdrawal of SEARPI as implementing agency; (iv) the reallocation of proceeds between categories to reflect institutional changes and adjustments in activities; (v) the review of the results framework to take into account the decrease in the total Project cost due to the reduction in the local counterpart funding and the change in one targeted sub-basin; (vi) the revision of disbursement estimates: (vii) adjustments in legal covenants in accordance with the new institutional setting. These changes, described in more detail below, will not alter the PDO of the Project. Moreover, the Restructuring will improve the prospects for the achievement of the development objective. The Operational Manual of the Project will be adjusted accordingly, this will be an effectiveness condition for the Restructuring.

B. Proposed changes in Project components

2. Component A – Strengthening National Capacity for Climate Change Adaptation: A fundamental part of this component is the creation of a national climate and water information system. This system will establish a central platform for all water and climate related information and will support relevant institutions and users in the development of hydrological and meteorological products. In 2016 Bolivia suffered a severe drought in five of nine departments. Drought monitoring and drought management capacities are low in the country. The original Project design did not include any measures to build theses specific capacities at the national level. This support was envisaged only at the local level in the context of Component B. Based on a thorough analysis of the 2016 drought and existing drought management capacities, the MMAyA proposed to include activities to establish a national drought monitor system and strengthen forecasting capabilities also at national level within Component A of the Project. Therefore, an additional US$1.2 million of the Loan proceeds, originally allocated to Project activities in Santa Cruz, will be reallocated to this Component.

3. Component B – Strengthening Capacity for Adaptation to Climate Change in the Rio Grande River Basin: Due to the withdrawal of Santa Cruz, the Project will not support the river basin planning in the Piraí sub-basin. To comply with the PDO which states interventions in three pilot sub-basins in the Rio Grande River, the MMAyA and SDC identified an alternative Rio Grande sub-basin. The Arque-Tapacarí sub-basin with an area of 2,400 km2 is largely located in the Department of Cochabamba, but with about 17% of its surface in the Department of Potosí. Population is mainly rural, with high rates of poverty, who predominantly carry out extensive subsistence agriculture. There are also some small-scale mining activities. For the river basin management planning and for the implementation of subprojects in this basin, the Project will work with SDC and FPS. Due to the change in the prioritized sub-basins, the MMAyA carried out consultations in the Arque-Tapacarí sub-basin and updated the social and environmental documents, which were disclosed.

4. Component C – Design and Implementation of Subprojects that improve Climate Resilience in the Rio Grande River Basin: As detailed above, a major constraint for Project implementation is the limited local counterpart funding due to the significant decline in transfers from the central government. A set of adjustments is proposed to facilitate the provision of counterpart funds:

(a) Lower the established counterpart funding for infrastructure projects from 50 percent to 20 percent. (b) Lower the established counterpart funding for watershed basin management subprojects from 30 percent to 15 percent. (c) Flexibility in the payment of the counterpart funding of the GAD of Cochabamba: the FPS will execute the infrastructure

subprojects planned for the first year with Loan resources and municipalities’ counterpart funding. The GAD of Cochabamba agrees to pay its first year counterpart funding, if any, starting in January 2018.

(d) The objective of the master river basin planning and of the already developed Mizque sub-basin plan is to identify and prioritize subprojects that are viable, that do not significantly alter the overall water balance of the basin and do not create any conflicts among communities or beneficiaries. To stimulate the implementation of the developed plan and its decision support system, funds that the GAD of Cochabamba invests in subprojects that were identified and prioritized within the developed basin plan and that are now part of other investment programs, will count as counterpart funding for subprojects to be financed through the PPCR.

5. To further accelerate the implementation of subprojects, the Restructuring proposes to allow the use of Grant funding originally allocated to watershed management subprojects to also fund the design of infrastructure subprojects.

6. The Project supported the development of a master river basin management plan for the Mizque sub-basin, located mainly in Cochabamba but with a small part in Santa Cruz. The FPS will implement infrastructure subprojects in the sub-basin, municipalities of Santa Cruz in the Mizque sub-basin will be allowed to tap Project funds for these subprojects in their territory. The same principle will apply in the Arque-Tapacarí basin located in the territory of Potosí. Nevertheless, the Project will not support any activities related to watershed management subprojects in Santa Cruz and Potosí.

Changes in Procurement

7. In line with the introduction of the Bank’s New Procurement Framework, procurement arrangements will be migrated from the “Procurement and Consultants Guidelines” dated January, 2011 to the “World Bank Procurement Regulations for Borrowers under Investment Project Financing” dated July 1, 2016. Under the new framework, a project procurement strategy for development is being prepared.

Changes in beneficiaries and indicators

8. Due to the exit of Santa Cruz from the Project and subsequent replacement of one sub-basin, and the decrease in the total Project cost resulting from the lowering in the counterpart funding, the Results Framework is being adjusted. In terms of PDO indicators, the target value for the number of direct Project beneficiaries will decrease from 3,000 to 1,875.

9. As for intermediate indicators, the end of Project target values of four out of 12 indicators are being adjusted. These are: the area provided with new and improved irrigation and drainage services (from 3,000 to 1,875 hectares), additional area protected from erosion (from 20,000 to 4,000 hectares), length of waterways equipped with new or rehabilitated flood protection (from 50 to 15 km), and number of water basin management subprojects (from 40 to 13 subprojects).

Project Costs and Reallocation Between Disbursement Categories

10. Due to the significant lowering of local counterpart funding from US$25.90 million to US$6.74 million, the overall Project cost decreases from US$71.40 million to US$ 52.24 million. Funds originally allocated to Santa Cruz are reallocated to: (i) the sub-basins in Cochabamba (within Component C), and (ii) Component A to strengthen Bolivia’s drought monitoring. The table below provides further details.
