PUBLIC CONSULTATION - DOG OFF LEASH AREAS
SUMMARY
The Council has been asked to investigate the creation of Dog Parks for the Copper Coast. A
number of suggestions for locations have been proposed. These have been narrowed down
to three sites due to land ownership, services, fencing and other considerations.
1. Council is now seeking feedback on two of the proposed sites, Kadina and Moonta
including changing the current layout of the end of Bay Road, it currently splits to
provide access to Robert and George Streets. The access to Robert Street effectively
splits Polgreen Park into two halves.
The Council has a commitment from a developer to install the fencing at the Wallaroo site.
COUNCIL DECISION
At its October 2016 meeting, the Council made the following decision.
That Council;
a) consider the creation of a Dog Park in Moonta and Kadina as part the 2017/18 budget
deliberations
b) undertake public consultation on the Polgreen Park, including part road closure, and the
Kadina Graves Street sites.
c) CEO report back to Council at the February 2017 Council meeting.

CURRENT SITUATION
While the Copper Coast currently has no dedicated Dog Parks, there are many areas where
dogs can be off the leash as long as they are under effective control. These include;
Beaches
Ovals
Golf Courses
etc
There has been some concern in the community about the current level of freedom with
dogs off their leashes and believe that a dedicated area would provide a better service,
especially to visitors who may not understand the local rules.
BACKGROUND
Following public requests the Council is seeking to establish three Dog Parks in the Copper
Coast.
These parks could be funded through changes to the dog registrations. e.g. a $4 increase in the annual fees would raise approximately $10,000. This would be enough to slowly develop these parks over a number of years.
Council would also seek partnerships with local service clubs and obtaining grants to help fund the dog parks.
Alternatively Council may decide to alter another project and reassign some current funding for the dog park development.
There may be additional income from dog trainers who may hire the area. That income would assist with the long term maintenance of the facilities.
The dog parks are areas with 1500mm fencing and a double gate system to allow safe entry. They can be fitted out with a range of activities as well as seating, lighting and shelter for the dog owners.

PREFERRED LOCATIONS
Three preferred locations have been determined for public consultation. While these are the initial preference based on a number of factors resulting from the preliminary investigations and community suggestions, broader comments are welcome.
MOONTA – POLGREEN PARK
Council is now seeking feedback on two key aspects of this proposed site;

This location is seen as ideal, because it has a number of amenities already in place including
toilets and BBQ facilities. It also has car parking and is very central, therefore making it
widely accessible to the whole area.

The proposal at this location would include;
Installation of fencing
Signage
Removal of the road pavement and reinstating the area as parkland.

KADINA – GRAVES STREET OR DRAIN ROAD
Council is now seeking feedback on two proposed locations in Kadina. Please provide
feedback on;
1. The locations in general, why you do or don’t like them.
2. Things for us to consider when developing either site.
Location 1 – Graves Street Kadina
This site is located opposite 98 Graves Street and is currently public open space (a local
reserve). It currently has no fencing so it is the more expensive of the two options as it
would need quality fencing all the way around.

Location 2 – Drain Road Kadina
This site is located opposite 34 drain Road and is currently an area used sporadically for
cropping. As it currently has some fencing and only one side would face a residential area, it
is a much cheaper location to establish than location 1.

WALLAROO – HERITAGE DRIVE
This site has been agreed to and is provided for information only. It will be fenced by the
developers when the adjoining land development proceeds.
NEXT STEPS
This process will take a number of months and if there is positive community support it will
then have to be added into the mix for funding support.
Please provide us, by the 31st of January 2017 with your feedback. Whether it’s constructive, positive or negative, we would like to hear it all.
A summary of your comments will then be provided to Council for a decision on whether Council moves forward on all or parts of this proposal.
