PREFACE

QLASSIC was developed in 2006 as CIS 7:2006. This standard known as CIS 7:2019, was first revised in 2014 and the second revision was carried out in 2019. CIS 7:2019 is an improved and updated version of the CIS 7:2014 standard. The revision was carried out by a Technical Committee formed by CIDB, whose members were represented by the industry stakeholders. The major changes in this standard are:

1. Requirements on Quality Standard and Assessment for Structural Works and M&E works (except Basic M&E Fittings) as per section 2.1, 3.4 and 3.6 in CIS7:2014 has been excluded.

2. Requirements on Assessment for Architectural works and External Works as per section 3.5 and 3.7 in CIS7:2014 has also been excluded and compiled separately in the Quality Assessment Guideline.

3. Only Quality Standard for Architectural Works, External Works and Basic M&E Fittings as per section 2.1 in CIS7:2014 remains in this updated version.

4. The format for the requirements on Quality Standard as per section 2.1 has been modified. The updated version clearly stated the requirements on the Quality Standard according to specific defect group.

The use of this CIS 7:2019 is voluntary and compliance with this document does not in itself confer immunity from legal and contractual obligations.

QUALITY ASSESSMENT SYSTEM FOR BUILDING CONSTRUCTION WORKS (UPON COMPLETION)

SECTION 1: GENERAL 1.1 Introduction

This standard on Quality Assessment System for Building Construction Works (upon completion) was

developed by the CIDB in conjunction with major public sector agencies and various leading industry

professional bodies, organisation and firms to measure the quality level achieved in a completed project.

The use of the requirement in this standard is intended to complement the normal contractual drawings

and specification in a project. It is not intended to be used independently as a working specification.

Unless specified in the construction contract, the qualified person should not use the requirement in this

standard to decide if the building or parts of the building project are in accordance with the relevant by-

laws. It is still the responsibility and liability of the qualified person to ensure that the quality of the

construction works conforms to the approved standards, practices, specifications and drawings, as

specified in the construction contract.

1.2 Scope

This standard only sets out the workmanship quality of general building works of architectural works and

external works. Architectural and external works are assessed at or close to the completion of project

prior to handover to the building owner.

Assessments are carried out based on the workmanship standards specified in CIS 7 and marks are

awarded for the works that are comply with the standard. Assessments are measured primarily on the

quality of workmanship and the quality of design. Material used are not assessed and not covered in

CIS 7.

The assessment consists of two components:

i. Architectural Works

ii. External Works

For the purpose of the assessment, each component is further divided into different elements or sub-

elements. The quality of workmanship and design of the completed building Works are assessed primarily

on workmanship standards evidently gathered through visualisations and of a qualified person during site

inspection.

Apart from site inspection, the assessment shall also include declaration on the materials used and the

functional performance test results of selected services and installation. These tests and standard

practices of assessments help to safeguard the interest of building occupants in relation to quality of

workmanship and material lwhich surface after sometime.

1.3 Normative references

The following normative reference is indispensable for the application of this construction industry

standard. The latest edition of the normative reference (including any amendments) shall apply.

i) Uniform Building By-Laws (UBBL) 1984

ii) Lembaga Pembangunan Industri Pembinaan Malaysia Act 1994 (Act 520)

1.4 Terms and definition For the purpose of this CIS, the following definitions apply.

i) Approved standards

Approved standards shall mean standards specified in the CIS 7, unless specified otherwise by the

qualified person for the project.

ii) Component

QLASSIC assessment is divided into two different components, which are architectural works and

external works.

iii) Delamination

Delayering of a laminated finish

iv) Elements

A subdivision of a component, for example floor finishing for architectural works, drains for external

works and other architectural and external works.

v) Hollowness

No hollow sound when swiped using a tapping rod specified by CIDB

vi) Lippage

Variation in the height of adjoining tiles

vii) Patchiness

Existing or happening in small, isolated areas

viii) Qualified Person (QP)

A QP as defined in the Uniform Building By-Laws 1984.

ix) Superintendent officer (SO)

The SO shall be the person appointed to administer the contract during construction

x) Warpage

The extent or result of being bent or twisted out of shape

1.5 Abbreviations The abbreviations used in this publication are as follows:

i) CATV/CCTV

Community Antenna TV/ Closed-circuit TV

v) QLASSIC Quality assessment system in construction

1.6 Objectives

This CIS was designed with two objectives:

i. To have a standard quality assessment system for building construction works.

ii. To make quality assessment more objective by measuring completed works against workmanship standards and specification.

1.7 Assessment components and elements

This standard covers most aspects of general building works for architectural and external works.

As specified in this standard the elements to be assessed under each of the following components are: -

i. Architectural Works

Architectural Works component covers the aesthetics of the building in relation to the

workmanship quality of the finishes and its elements. This is where the quality and standard

of workmanship are most visible. The assessment covers the following elements and sub-

elements:

a. Site inspection of internal finishes (floor, internal wall, ceiling, door,

window,internal fixtures and others);

b. Site inspection of external finishes (roof, external wall, apron & perimeter drain,

carpark/ carporch and others);

c. Material and functional tests (field window water-tightness test, wet area water-

tightness test and pull-off-test for internal wall tiles).

This component covers the general external works elements found in building construction

works or in the projectsthat would include:

a. link way (including shelter)

b. external drains

c. roadworks

d. footpaths

e. turfing

f. playground

g. court (sports)

h. fence and gate

i. swimming pool

j. other functional buildings/structures with floor area more than 300m2

SECTION 2: ASSESSMENT CRITERIA

2.1 Architectural Works

Architectural works deal mainly with internal and external finishes. This is where the quality and standard of workmanship are most visible.

The assessment criteria for architectural works are as below:
