invites Canadian design teams to submit their credentials,

examples of prior experience and conceptual approach for

the first phase of a two-phase public art competition for the

“Lord Stanley’s Gift” monument in Canada’s capital.

Background

The Stanley Cup is one of the world’s best-known sports

trophies. It is not widely known, however, that the original

Stanley Cup was gifted to the game of hockey by Canada’s sixth

governor general, Lord Stanley of Preston, on March 18,1892 in

Ottawa. Lord Stanley was a passionate “hockey dad”—a number

of his sons and his two daughters played the game.

In 2010, a small but dedicated group of citizens led by historian

Paul Kitchen (1937-2015) formed a non-profit corporation with

the dream of creating a monument to celebrate this historic

event and the spirit and excitement of the game of hockey—now

played in more than 90 countries. The monument, a significant

piece of public art, will be called Lord Stanley’s Gift.

Lord Stanley’s Gift will be an admired, inspiring and well-loved

landmark in the centre of Canada’s capital. Its presence will

commemorate a significant moment in Canadian history and

cause us to reflect on the sport of hockey and its ties to our

national identity and culture.

The unveiling of Lord Stanley’s Gift is scheduled for December

2017—the year of Canada’s 150th anniversary of Confederation,

the 125th anniversary of Lord Stanley’s announcement and the

100th anniversary of the National Hockey League.

Lord Stanley Memorial Monument Inc. (LSMMI) is a non-profit

charitable organization formed to realize and donate the Lord

Stanley’s Gift monument to the City of Ottawa.

Project Vision

Lord Stanley’s Gift will be an iconic public landmark on Ottawa’s Sparks Street Mall facing Confederation Square in the centre of Canada’s capital.

It will celebrate an intriguing moment in Canadian history and the remarkable impact of Lord Stanley’s modest gift on the sport of hockey.

It will reflect on the intimate links between hockey, Canada’s culture and national identity.

Lord Stanley’s Gift will be an inspiring, legible and accessible piece of public art.

It will be a focal point for gatherings. It will honour the pursuit of excellence. It will educate.

Lord Stanley’s Gift will enhance the urban context and symbolic character of the core of Canada’s capital.

It will respect the adjacent National War Memorial, the focal point of Confederation Square.

Lord Stanley’s Gift will endure for generations.

MONUMENT LOCATION

Project Site

The City of Ottawa, in concert with the Sparks Street Mall

Authority, has granted a prestigious location for Lord Stanley’s

Gift. The site at the east end of the Sparks Street Mall faces

Confederation Square National Historic Site and its focal point,

the National War Memorial. Fittingly, the site is immediately

adjacent to the place where the gift of the Stanley Cup was

announced: the former Russell House Hotel (before it was

expropriated to create Confederation Square). The site is just

south of Parliament Hill, adjacent to the National Arts Centre, the

former Union Station, the Chateau Laurier and the Rideau Canal.

Project Site

CITY OF OTTAWAThe frontier settlement of Bytown (now Ottawa) was founded in 1826 by Lieutenant Colonel John By, the Royal British engineer who was

charged with constructing the Rideau Canal. This canal, now a UNESCO World Heritage Site, bisects the City of Ottawa, contributing

to its unique identity. In 1857, Ottawa was chosen by Queen Victoria to be the capital of the Province of Canada. On the eve of Canada’s

150th anniversary in 2017, Ottawa shares Canada’s capital with the City of Gatineau on the north bank of the Ottawa River.

CANADA’S CAPITAL As a symbolic meeting place for Canadians, and an expression of Canadian identity, Canada’s Capital Region is the stage for a wonderful

diversity of monuments that reflect and celebrate people, events and accomplishments that have meaning and value for the country.

Lord Stanley’s Gift will become the latest visible landmark for visitors and residents to discover and rediscover in their experience of

the capital.

PARLIAMENT HILL AND CONFEDERATION BOULEVARDParliament Hill is the central site of Canada’s parliamentary democracy and the most significant symbolic and public place in Canada’s

capital. It is situated along Confederation Boulevard, a ceremonial route that links many of the national attractions and symbols

within the capital core area in the cities of Ottawa and Gatineau. The proximity of Lord Stanley’s Gift to Parliament Hill will ensure the

monument’s visibility to hundreds of thousands of visitors and residents of Canada’s Capital Region.

The Design Competition

This is a two-phase public art competition open to professional artists and designers who are Canadian citizens and permanent residents.

PHASE ONE Phase One of the competition simply requires that design teams submit evidence of talent and qualifications, and a design approach.

A jury will select a shortlist of up to eight finalist teams. The finalists will be invited to submit design proposals in Phase Two of the

competition.

PHASE TWO In Phase Two, each of the finalist teams will prepare a design proposal, maquette, drawings, budget and schedule. At the

commencement of Phase Two, the finalists will receive a detailed Request for Proposals, which will include a set of Design Guidelines.

The finalists will be asked to attend an initial site visit and briefing session in Ottawa by LSMMI, with input from the City of Ottawa,

National Capital Commission and Sparks Street Mall Authority. The finalists will also have the opportunity to ask questions about the

project and site. Each finalist team will then prepare its design proposal. The proposals will be presented to the Jury. The finalists will

be invited to attend a public vernissage on the evening of the Jury presentation where the finalist concepts will be showcased. Experts

in conservation, engineering and costing will review the finalist proposals and provide comments to the Jury. The Jury will also seek

comments from the City of Ottawa, NCC, Sparks Street Mall Authority and the public before it makes its recommendation to LSMMI.

The Board of Directors of LSMMI, giving regard to the Jury’s recommendation, will award a contract to the winning design team to

realize the Lord Stanley’s Gift monument.

Budget

Eligibility

Honorarium

The design and construction budget for the monument is $1,300,000 CDN plus HST. The design-build budget includes all design fees,

inspection fees, mock-ups, materials, labour, fabrication, transportation costs, equipment rentals, installation, construction, insurance,

and disbursements for travel and accommodation. The contract between LSMMI and the winning design team will reflect this budget.

The competition is open to professional artists and designers who are Canadian citizens and permanent residents. Your design team

leader must be an accomplished artist or designer partnered with a professional architect or landscape architect, engineer, fabricators

and constructors able to complete the installation. Your team may include professionals from other countries in supporting roles.

There is no payment for submitting in Phase One. At the completion of Phase Two, an honorarium of $7,500 will be granted to each of

the finalists for their design submission.

Each finalist team will also be reimbursed for two separate trips to Ottawa, up to a total maximum of $3,000 plus HST to cover travel

expenses (including meals and accommodations). Receipts and a summary of expenses will be required.

Submission Requirements (Phase One)

TEAM TALENT, QUALIFICATIONS AND APPROACHPlease submit the following material to demonstrate your team’s talent, qualifications and approach:

1. A succinct description of the team. Identify the team leader and key players. Describe how the team will be organized. Describe

the role of each key player during the design and execution of the project. Describe if, and how, the team has worked together

before. Include a written declaration, signed by the team leader that the team complies with the competition eligibility

requirements. (max 1 page).

2. A succinct resume of the team leader’s qualifications and experience. (max. 1 page)

3. A succinct resume for up to two key team player’s qualifications and experience. (max 2 pages)

4. A succinct description (with images) of three relevant projects completed by your team leader. Please provide the following

information for each project: project title, date, budget, location, materials, dimensions, brief description and references (with

contact information). Tell us what the team leader’s role was in the project and whether this was a collaborative project or not.

(max 3 pages).

5. A succinct description (with images) of one relevant project for up to two key players. Provide the same project information

requested above. (max 2 pages)

6. A succinct description of the team’s conceptual approach to realize the Lord Stanley’s Gift project vision. (max 1 page)

SUBMISSION FORMATPlease transmit the submission in 8 1/2 x 11 (landscape) format- maximum 12 pages.

Once you have all your submission requirements (as per team talent, qualifications and approach above), create a ZIP or PDF file. Use

the following naming convention for your file: team name_team leader last name.

STEP 1 - Click on the button “submit proposal”. A pop-up box will appear.

STEP 2 - Select the PDF or ZIP file of your proposal from your computer. An animated icon will inform you that your file is being

uploaded.

STEP 3 - Once your file is successfully uploaded, the background of your pop-up box will turn green and a message will appear to

confirm that uploading has been complete and successful.

Deadline for receipt of online submissions is 5:00 PM (Ottawa time), MAY 13, 2016. All submissions must be received by the deadline. Any

submissions received after the deadline will not be accepted. Submissions that do not include all the components outlined in this RFQ

will be rejected. This is a paperless competition. Please contact the Lord Stanley’s Gift professional advisor at hello@lordstanleysgift.

com if you need assistance submitting your files electronically.

Project updates will be posted on www.lordstanleysgift.com.

All applicants are encouraged to visit the website to receive project updates.

The jury will include eminent and respected professionals with credentials in the fields of art, culture, hockey and history. The names of

Jury members will be announced in an addendum. The Jury’s Evaluation Criteria for Phase One of the competition will include:

Does the team have outstanding artistic talent and qualifications? Does the team have the combined professional experience to design and

fully execute the project? Do the exemplary completed projects demonstrate creativity, artistic excellence, quality of thought, technical

accomplishment, and adherence to budgets and schedules? Does the team have a conceptual approach that captures the project vision?

Jury Evaluation Criteria for Phase Two will be issued at the commencement of Phase Two of the competition.

Submission Requirements (Phase Two)

The Winning Design

A detailed Request for Proposals and set of Design Guidelines will be issued to the finalist teams.

The finalists teams will:

1. Attend a mandatory site meeting in Ottawa, during which they will obtain a project briefing, visit the site and ask relevant

questions.

2. Prepare a design proposal and presentation materials, including a maquette of the monument.

3. Prepare a detailed production schedule and budget.

4. Return to Ottawa to present their proposals to the Jury and participate in a public vernissage.

Experts in conservation, engineering and costing will review the finalist design proposals and provide comments to the Jury. The

Jury will also receive comments from the City of Ottawa, NCC, Sparks Street Mall Authority and the public. The Jury will make its

recommendation to the Board of Lord Stanley Memorial Monument Inc.

Giving regard to the recommendations of the Jury, the Board of Directors of Lord Stanley Memorial Monument Inc. will award a

contract to the winning design team. The details of finalizing the design and constructing the monument will be outlined in the

Request for Proposals document.

CREDITS This Request for Qualifications (Phase One) and the Request for Proposals (Phase Two) have been prepared with the valuable

assistance of the National Capital Commission, which has shared its expertise and experience in numerous Capital Commemoration

Competitions.

The site for Lord Stanley’s Gift at the eastern extremity of the Sparks Street Mall has been committed by the City of Ottawa and

endorsed by the Sparks Street Mall Authority. The site for relocating “Territorial Prerogative” by sculptor Bruce Garner to the

intersection of the Sparks Street Mall and Metcalfe Street was thoughtfully offered by the Sparks Street Mall Authority and supported

by sculptor Tamaya Garner, the widow of Bruce Garner.
