New Breed of Transformative PSUnians This year's 37th Commencement Exercises is a celebration of all sorts for the adept and competent batch of 2016 in becoming part of a larger society as they are about to mark what feels like a decade's worth of memories and wisdom. Anchored with the theme, “Transformative PSUnians: Responsive to ASEAN Excellence”, the young aspirants are set to take a step and create the most sweeping change as they embark reality and transform the society they live in. A total of 4, 378 students will be graduating from their respective courses in the doctorate and masterate programs of the School of Advanced Studies (SAS), Open University Systems (OUS), Expanded Tertiary Education Equivalency and Accreditation Program (ETEEAP), and in the various baccalaureate courses being offered in the different campuses of the university. For academic year 2015-2016, 42 students will graduate in the doctorate programs in Education (Ed. D.) and Development Studies (Ph.D.) from SAS and 24 students in Education (Ed. D.) from the OUS. For the masterate level, 66 nished their respective MAEd/MS and MDM courses in the SAS and 72 from the OUS in the same graduate programs. In the undergraduate level, there are 3, 776 candidates for graduation with their respective courses. The programs with the most number of graduates include the Bachelor in Secondary Education (BSE) with 813, Bachelor of Science in B u s i n e s s Management/Administrat ion (BSBM/BSBA) with 695 and Bachelor of Science in Ed.D. F rom h i s humble beginnings in Urbiztondo, Pangasinan, Dr. West ly Rosario grew to become a discipl ined person who v a l u e d w o r k a n d productivity. He studied

national research centers of t h e D e p a r t m e n t o f Agriculture (DA) today. He started as Ofcer-in-Charge of BFAR-NIFTDC from June 1998 and was appointed Center Chief in March 2004. He conceptual izes and p r o v i d e s guidel ines/directions in planning and development of the Center's goals and objectives and directs the implementation of plans, programs including the researches of the Center. Less than two years after his assignment as Ofcer-in-Charge of BFAR-NIFTDC, he organized the Philippine Bangus Develop-

A c c o r d i n g t o Rosario, it was his father who introduced and inspired him to the world of sheries when his father was then the Regional Director of BFAR Region 1. Presently, Rosario is the Center Chief of the Bureau of Fisheries and A q u a t i c R e s o u r c e s - N a t i o n a l I n t e g r a t e d F i s h e r i e s T e c h n o l o g y Development Center (BFAR-NIFTDC) in Dagupan City, which is the most equipped

a n d o n e o f t h e m e n t Program (PBDP). The Philippines has been importing close to a bil l ion bangus fry from Taiwan and Indonesia, to sustain bangus farming. In a c c o r d a n c e t o t h e program, he initiated the establishment of the rst central bangus hatchery in the Center in 1999 for BFAR, with a capacity to produce 200M eggs and 50M fry per y e a r . H e w a s a b l e t o supplement the Center's meager budget from BFAR to build a PhP 35 million bangus facility and operate the hatchery by successfully getting nancial support from the Department of Science and Technology and from former Speaker Jose C. De Venecia, Jr. To e x p a n d t h e P B D P , h e c o n d u c t e d n a t i o n a l t r a i n i n g s o n b a n g u s hatchery beginning 2003 c a t e r i n g t o b o t h government and private sectors. In the same year, he established 16 complete m u n i c i p a l s a t e l l i t e hatcheries from Regions 1 to 9. The hatcheries are owned by BFAR, LGUs and the private sector. The eggs

produced by the Center were distributed to most of the munic ipal satel l i te bangus hatcheries, while those with enough budget were closely assisted in the eng ineer ing des ign of hatchery , t ranspor t o f b r e e d e r s a n d i n t h e hatchery activit ies. This p r o j e c t o f R o s a r i o o n bangus paved the way to t h e d e v e l o p m e n t o f simplied procedures in producing bangus fry in the Philippines. T h e i n t e r e s t o f Rosario in aquaculture has led to the development of breeding technique to propagate dojo or weather loach, a high value eel-like sh that thrives in the cold mountain r ivers of the Cordilleras which has been vanishing in the Philippines. Presently, dojo fry are being distributed by BFAR-NIFTDC to the local government of Sagada. T h i s s h w h i c h w a s introduced in the Philippines during World War II is a high value sh in Korea and Japan. Some of the sh h a t c h e r i e s t h a t w e r e developed in BFAR-NIFTDC include seabass, freshwater

prawn, catsh, molobicus saline tilapia, seacucumber and aquarium shes. In the last 15 years, Rosario was able to expand the operation of NIFTDC from the original three hectares to 35 hectares. Presently the facilities of N I F TDC a re v i s i ted by thousands of teachers, students from many parts of the country. M o r e o v e r , h e p r e f e r s t o b e c a l l e d entrepreneurial technician. Some of the innovations written and demonstrated by h im that were wel l publicized include rice-sh culture, isda't gabi culture, sh condominium, tala-i sdaan, b reed ing and culture of freshwater prawn, Daphnia culture, breeding and culture of catsh, solar salt making, mussel farming and breeding of Dojo. Furthermore, Rosario is a co-author of a scientic paper that identies a new mussel species. The new mussel discovered last year in the Ph i l ipp ines was ident i ed th rough the assistance from scientists in the United States.

n i s h t h e i r r e s p e c t i v e baccalaureate degrees in t h e d i f f e r e n t e l d s o f specialization in teacher e d u c a t i o n , i n d u s t r i a l technology and Fisheries. T h e U n i v e r s i t y produced a total of 19 students who will graduate with ying colors, four of whom are magna cum laude from Lingayen campus while the rest are cum laude honorees from Bayambang with ten, Alaminos with two, As ingan, B inmaley and Lingayen with one each.

P r i o r t o h i s g o v e r n m e n t e n g a g e m e n t , Commissioner Guia was involved in various civil society organizations (CSOs), the most recent of which was acting as the Executive Director of the Legal Network for T r u t h f u l E l e c t i o n s (LENTE). He also served as Executive Committee m e m b e r o f t h e Consortium on Electoral R e f o r m ( C E R ) a n d founding member and p r e s i d e n t o f t h e Lawyers' League for

Liberty. He started as a local volunteer in the N a t i o n a l C i t i z e n ' s Movement fo r F ree Elections or NAMFREL during the 1986 snap elections. As an election reform advocate, he proposed a concept that led to the creation of a Campaign Finance Unit in country's election commission. He was a l s o e n g a g e d b y various international o r g a n i z a t i o n s a s consultant on different election elds. He was sent to Libya, Papua New Guinea, Kosovo,

the Maldives, Kenya and Kyrgyzstan. H is areas of expertise are p o l i t i c a l n a n c e , e l e c t i o n d i s p u t e resolution, and election legal framework reform. C o m m i s s i o n e r G u i a w a s b o r n i n Dagupan City on the 27th of October 1965. H e o b t a i n e d h i s Bachelor's Degree in Political Science (1986) and Law (1991) from the U n i v e r s i t y o f t h e Philippines. He became a m e m b e r o f t h e Philippine Bar in 1992.

He served his o w n p r o v i n c e o f P a n g a s i n a n a s P N P Provincial Director and later as Regional Director of Police Regional Ofce 1, where he again led his men who are known for being " c i t i z e n f r i e n d l y a n d protectors of human rights," to garner the most coveted award, the Nation's Best Police Regional Ofce in 2006 and 2007. He moved on to become the Regional Director of National Capital Regional Pol ice Ofce (NCRPO) then later as the Director of Integrated Police Ofce for Northern Luzon covering Regions 1, 2, 3 and Cordillera. He retired in the ofce closest to his heart, as the D i rector o f Po l ice Community Relations in 2009, leaving behind a legacy that is remembered and carried out to this date, the "Pulis Ko, Teacher Ko," a project that made the p e o p l e l o v e t h e i r p o l i c e m a n i n t h e countryside. He cont inues to

serve his own people in the S e c o n d D i s t r i c t o f Pangasinan, having been overwhelmingly elected as their Congressman in 2010 and 2013 election. He have seen, felt and experienced the people's desire for quality public service and good governance, a very good reason that last May 2016 election he was only congressman in the six district of Pangasinan who ran unopposed, assuring the continuity of the high quality public service in his last and third term. C o n g r e s s m a n Bataoil is an efcient public servant who never misses the opportunity to actively represent his constituents in t h e c o n g r e s s . H e continuously maintains a perfect attendance in the regular sessions in the House of Representatives, actively participating in Committee h e a r i n g s a n d b u d g e t deliberations, delivering p r i v i l e g e s p e e c h e s , engaging in interpellations and oor discussions in order to put forward legislative excellence. He devotes much of h i s t i m e v i s i t i n g a n d

consulting with his people, especially those in the far- u n g a n d r e m o t e communities. His hope is that the Pangasinenses in t h e 2 n d D i s t r i c t , i n p a r t n e r s h i p w i t h , b u t i n d e p e n d e n t o f , t h e national government, will become self-reliant citizens in the not too distant future. He has in i t ia ted several projects in various places where they are most needed, and equitably distributed to the eight towns all over the district, such as i n f ras t ruc tu re p r o j e c t s , s c h o l a r s h i p p r o g r a m s , l i v e l i h o o d projects, tourism and sports act iv i t ies , pro jects for environmental protection and conservat ion and health programs. EXAMINATION, ADMISSION, AND ENROLLMENT PROCEDURES FOR SENIOR HIGH SCHOOL STUDENTS (SY 2016-2017)

ENTRANCE EXAMINATION:1. Proceed to the Cashier's ofce and pay one hundred pesos (P100) for the entrance examination. 2. Present the ofcial receipt (OR) to the Ofce of the Guidance Counselor for the issuance of entrance examination and application form. 3. Fill out the entrance examination application form with 2 pieces of 2x2 ID pictures (with name tag) and submit it to the Ofce of the Guidance Counselor. 4. Secure examination permit. 5. Take the entrance examination on the scheduled date.6. Get the examination result from the Ofce of the Guidance Counselor and present it to the Principal or Teacher-in-Charge.
