Annual report on engagement with professional, statutory and regulatory bodies (PSRB) in 2017-18

Summary

This report is in three parts

Part 1 provides an overview of the University’s engagement with professional, statutory and regulatory bodies as recorded in the University’s PSRB list covering 2015-18. The list records PSRB interactions as they relate to registered students, by course. It covers three academic sessions (2015-16, 2016-17 and 2017-18).

Part 2 provides brief details of visits and accreditations undertaken in 2017/18.

Part 3 summarises the conditions/recommendations and any good practice identified.

PART 1

1 University PSRB list 2017-18

1.1 The University has a significant number of professional and vocationally oriented awards and as a result, has extensive engagement with a wide range of professional, statutory and regulatory bodies (PSRBs). Management of PSRB relationships is delegated to School Academic Scrutiny Committees (SASCs) as part of course approval, monitoring and review, with responsibility for liaison with individual bodies lying with schools at subject and course level.

1.2 The report provides headline figures on the nature and volume of engagements with PSRBs in the period 2015-18. The report includes Appendix 1 which explains the definitions used in the report (and in the list) and abbreviations.

2 Volume of Activity

2.1 In 2017-18, there were 238 courses which were listed as having had an engagement with 53 PSRBs over the period covered by the list (2015-18). These activities were spread across the schools and include engagements with courses in the Brighton and Sussex Medical School.

2.2 The number of students affected by PSRB engagements varies depending on the size of the course. Across the University, 52% of students were registered on a course that had an engagement with at least one professional, statutory or regulatory body in 2017-18. The number of students affected by School is reflected in the table 1 below.

2.3 While the figures reflect the sum of PSRB engagements, they do not capture the nature or frequency of interactions with individual PSRBs, each of which has unique demands. Some PSRBs require multiple interactions in a single year, while others are satisfied with a single activity organised once every few years.

2.4 In the period 2015-18, the University engaged with 52 PSRBs. A full list, together with the number of students affected by engagements in the last three academic sessions, can be found in the table 2 below.

3 Nature of Involvement

3.1 The University characterises its engagement under five categories which are detailed below. The nature of involvement with individual PSRBs determines the level of engagement schools have with individual bodies. Statutory approval generally requires significantly more preparation and interaction than endorsement which could involve no more than an exchange of correspondence. The implications of not gaining approval are key to understanding the type of engagement with a PSRB and these are specified in the University’s list.

i. Accreditation generally confers membership to professional bodies on graduates of the course. On several courses, failing to gain accreditation would result in graduates being unable to register as a practitioner in their specialist area.

ii. Professional Approval does not present legal difficulties for students but generally facilitates further study or career progression and/ or training in particular areas.

iii. Statutory Approval confers recognition that a course meets the demands of the statutory framework for a particular profession. Statutory approval is required by law in several areas and courses which fail to secure approval cannot be offered.

iv. Endorsement confers on graduates additional recognition by professional bodies and may help in the recruitment of students or the development of the curriculum.

v. Recognition reflects the confidence that a particular PSRB has in the quality of a course, and may help in the recruitment of students.

3.2 There are 38 bodies providing accreditation to courses, one providing professional approval, five providing statutory approval, five providing endorsement (one of which is statutory), and

one providing recognition. Engagement with one PSRB was categorised as HE Dual Accreditation and one PSRB was affiliated with a course.

3.4 The type of engagement with each PSRB is listed below, together with the number of courses affected by each.

Records for accreditation, approval, endorsement and recognition of courses are predominantly held for taught courses only. In most schools, PSRB engagement predominantly affects undergraduate (UGT) students.

PART 2

This section of the report summarises the accreditations that took place in 2017-18.

There were 26 PSRB accreditations in 2017-18 covering 136 courses and 4 modules. Some of these are renewals of accreditation on an annual basis whilst others range from short term to 6 year accreditation periods. Of the accreditations that took place, two reaccreditations are awaiting confirmation from PSRBs. There were 7 courses and 2 modules which achieved successful annual monitoring with their PSRBs.

It should be noted that all undergraduate and postgraduate provision in the School of Education and School of Sport and Services Management that is ‘accredited’ by the NCTL and subject to Ofsted inspectors must demonstrate how the respective programme meets the DfE and NCTL requirements and the Teachers’ Standards for the respective phase. For each phase (Early Years, primary, secondary and further education and training) the Schools produce and annual Self Evaluation Document that contains benchmarked analysis of performance and achievement. The SEDs are accompanied by improvement plans and these must be updated and reviewed throughout each academic year. In addition to this, the Early Years ITT programme is required to submit a monthly recruitment report, using specified headings provided by the NCTL.

1. Association of Chartered Certified Accountants (ACCA) (Brighton Business School)A request to extend exemptions for BSc (Hons) Finance and Accounting, which was due to expire in December 2017, was approved by ACCA to covers graduates from 1st January 2015 until 31st December 2019.

2. British Computer Society – The Chartered Institute for IT (School of Computing, Engineering and MathematicsFollowing an accreditation visit in May 2015, BSc (Hons) Business Computer Systems and BSc (Hons) Computer Science (Games) were awarded continuing accreditation by the British Computer Society – The Chartered Institute for IT from 2016-2020. Subsequently the course titles were changed, with no changed to the structure or content, with effect from 2018-19. The British Computer Society confirmed that accreditation was amended as follows:

3. British Dyslexia Association (BDA) (School of Education)A paper-based application for re-accreditation was submitted to the BDA in May 2018 for PG Cert Specific Learning Difficulties (Dyslexia). A formal report from the BDA is expected in October 2018, which will be considered at the November 2018 School Quality and Standards Committee.

4. British Psychological Society(BPS) (School of Applied Social Sciences)Following a visit as part of the SASS Curriculum Design Review event in March 2018 and responses received for conditions and recommendations, the BPS confirmed ongoing accreditation of the following courses, with effect from the 2017/18 cohort:

Graduates from the above programmes are deemed to have met the requirements for the Graduate Basis for Chartered Membership of the Society (GBC), provided they pass the empirical psychology project and achieve a minimum of a 2:2 overall. The next partnership visit will take place in 2023/24.

5. Broadcast Journalism Training Council (BJTC) (School of Media)Following an accreditation Review of BA (Hons) Multimedia Broadcast Journalism on 15th January 2018 the course team submitted a report in response to conditions set in the Accreditation Report. The BJTC recommended to the BTJC Executive Board that the course was accredited for a further year until January 2019. Following the meeting of the Executive Board on 24th April 2018 it was confirmed that the course was accredited until January 2019, and an accreditation certificate was issued.

6. Chartered Institute of Personnel & Development (CIPD) (Brighton Business School)The CIPD confirmed that accreditation of MSc Logistics and Supply Chain Management had been renewed for the academic year 2017-18. Learners who successfully complete the programme and meet set conditions may apply for MCIPS, the globally recognised standard for procurement and supply management professionals – applications must be received within five years of the date on the degree certificate.

7. Chartered Institute of Procurement & Supply (Brighton Business School)The accreditation statement for MSc Logistics & Supply Change Management is renewable annually and is subject to a review process which requires the University to provide details of any relevant changes to the programme, particularly as they relate to content, structure or standard.

In October the CIPS awarded reaccreditation of this course for a further year (1st September 2017 to 31st August 2018).

8. Chartered Institute of Management Accountants (CIMA) (Brighton Business School)Following a periodic review in March 2017, CIMA confirmed re-accreditation of BSc (Hons) Accounting and Finance for the 2017 and 2018 cohort intakes, with the exemptions noted below:

9. Chartered Management Institute (CMI) (Brighton Business School)Following the BBS Curriculum Design Review in April 2018, the courses stated below were mapped to the CMI Level 5 Diploma in Management and Leadership. CMI confirmed their re-accreditation in July 2018.

The mapping exercise is based on the information supplied at the time of mapping. Subsequent minor modifications to units may change the mapping outcome, and it is the Schools responsibility to ensure that mapping is reviewed annually to ensure that any changes have not altered mapping outcomes. Major changes such as revalidation will require remapping activity. Students who achieve lower grades on University modules mapped to CMI units may struggle to demonstrate full achievement of the CMI criteria. The Centre IQA process should ensure that the CMI criteria are met in full by all students for whom qualifications are being claimed.

10. Chartered Society of Physiotherapy (CSP) (School of Health Sciences) BSc (Hons) Physiotherapy and MSc Physiotherapy (pre-registration) were considered for re-accreditation at the SHS Curriculum Design Review in April 2018. Five recommendations were set for both courses, and following submission of the responses the Quality Assurance Enhancement Network Panel of the CSP recommended re-accreditation to the CSP Professional Committee. The Professional Committee will ratify the decision at their meeting in October 2018.

The CSP accreditation normally extends for a five year period, subject to the programme provider’s continued engagement with the CSP, however the point at which a programme is presented for re-negotiated within a flexible four to seven year period.

11. Department of Education (DfE) in association with Ofsted (School of Education)The DfE accredits providers of Initial Teaching Training (ITT). Ofsted conducts inspections of approved providers of ITT on behalf of the DfE. The University of Brighton was subject to Stage 1 of a two-stage inspection in April 2018. Stage 2 of the inspection will take place between September and November 2018 (the precise date is not announced in advance). Following the Stage 2 visit, the outcomes of the inspection will be communicated firstly to key University of Brighton staff and are then made publically available in the associated Ofsted Inspection Report.

12. General Pharmaceutical Council (GPhC) (School of Pharmacy and Biomolecular Sciences)A satellite visit made a GPhC team member was followed by an interim visit in March 2018 to consider the continued accreditation of the MPharm Pharmacy programme for the remainder of its approval period (December 2020). The outcome of the visit was that the team would recommend to the registrar of the GPhC that the University continued to be accredited for the remainder of the approval period subject to two conditions. The accreditation team will return in 2018-19 to evaluate the progress in meeting the conditions and action plan and to make further recommendations at that time, if necessary. A response has been submitted by the course team to the GPhC and an outcome is awaited,.

The GPhC undertook a reaccreditation visit on 7th and 8th March 2018 of the PGDip Pharmacy (OSPAP). The accreditation team recommended to the Registrar of the GPhC that the OSAP provided by the University of Brighton should be reaccredited for a further three years subject to one condition, and this was subsequently approved by the Registrar.

Following a reaccreditation event on 20th October 2017, the GPhC accreditation team recommended to the Registrar that the pharmacist independent prescribing programme provided by the University of Brighton was reaccredited for a further period of 3 years, subject to meeting two conditions. The response to the conditions satisfied the accreditation team that they had been met satisfactorily and the Registrar confirmed the full accreditation of the programme until January 2021.

13. The Geological Society of London (School of Environment and Technology)The School submitted a paper-based application for re-accreditation of two courses and re-accreditation for one new course. The programmes below were re-accredited for six years:

16.1 A number of courses were subject to paper based Health and Care Professions Council (HCPC) annual monitoring during the 2017-18 academic session. The Education and Training Council Committee within the HCPC agreed that the following courses had successfully completed the annual monitoring Declaration process and continued to meet the HCPC’s criteria.

16.3 A number of courses and modules were subject to paper based Health and Care Professions Council (HCPC) annual monitoring during the 2017-18 academic session.

Institute of Biomedical Science (IBMS) (School of Pharmacy and Biomolecular Sciences)The IBMS confirmed ongoing accreditation for BSc (Hons) following the reorganisation of the course at a periodic review in March 2017 without the need for a reaccreditation event before the current period of accreditation expires. Accreditation was also approved for MSci (Hons) Biomedical Science and BSs (Hons) Biomedical Science with Foundation Year to run concurrently with the existing accredited undergraduate programme to include 2014-18 intakes.

National Youth Agency (NYA) (School of Education)The NYA conferred continuing accreditation upon the BA (Hons) Youth Work following consideration of the course at the School of Education Curriculum Design Review event on 27th April 2018. NYA certified that the course meets the requirements and procedures for professional validation by the NYA and is therefore recognised by the Joint Negotiating Committee as conferring nationally qualified status in Youth and Community work in England.

Royal Town Planning Institute (School of Architecture and Design)At the annual meeting on 9th March 2018, the RTPI Partnership Board noted that all criteria were in place for MSc, PGDip and PGCert Town Planning, except for a clear plan regarding staffing to ensure the resilience of the course so that it can remain effective and at its current state of excellence. The School was advised to submit a staffing plan which outlined a clear commitment to staff resources specifically related to MSc Town Planning provision. The response submitted was accepted by the RTPI.

25. The Chartered Institute of Marketing (CIM) (Brighton Business School)

The CIM awarding body confirmed that the University of Brighton has a Graduate Gateway against the following degrees, covering January – December 2018:

Students will be exempt on an Accredited Prior Learning (APL) basis from L4 Certificate in Professional Marketing modules ‘Marketing’ and ‘Integrated Communications’. They will be required to pass one elective module to obtain the L4 Certificate in Professional Marketing qualification.

Students will also be exempt on an APL basis from L6 Diploma in Professional Marketing modules ‘Strategic Marketing’. They will be required to pass two modules, Mastering Metrics (Mandatory) plus one elective module to obtain the L6 Diploma in Professional Marketing qualification.

In order to claim the appropriate professional qualification, the students are required to pass the specified CIM units, in addition:

students on an undergraduate degree must pass with a 2:2 classification or higher students on a postgraduate degree must achieve a pass mark or higher students are required to send evidence of graduation to the CIM Qualifications Team students need to sign up to study with CIM within three years of graduation and need to pass

the additional units within five years of graduation for exemptions to be valid.Agreement is reviewed and renewed annually. There were conditions set in relation to the use of marketing copy and the GG logo on the University website.

PART 3

This section of the report provides a top-level summary of conditions, recommendations and commendations set by PSRBs following accreditations, approvals and endorsements of the University’s taught provision during 2017-18.

Members are asked to note the following when considering the report;

the report only covers accreditations/approvals/endorsements/recommendations where the core event took place in 2017-18, it does not cover those that had a follow-up visit in 2017-18 to review outstanding conditions and recommendations where the core event had taken place in the previous academic year;

there is an extensive range of engagements which have not been included in this report, e.g. annual monitoring and course change approvals, as the outcomes of these engagements did not culminate in conditions, recommendations or commendations set by the PSRB.

1 Overview / Introduction

1.1 In 2017-18 there were 54 PSRB accreditations (including approvals / endorsements / recognitions/ exemptions) of 51 courses. 28 of these were conducted as physical visits to the University, and 24 were desk-top reviews.

1.2 This report is compiled from analysis of the reports issued by PSRBs, prior to accreditation / approval being granted by all PSRBs. The PSRBs’ reports and the Course Leaders’ responses/action plans are reviewed and monitored by SASCs.

1.3 The report focusses on the nature of conditions, recommendations and commendations set by PSRBs during 2017-18, as they fit into key themes.

2 Methodology

2.1 It should be noted that the terminology used by PSRBs in setting the outcomes of their approvals / accreditations is varied. Some use the terms “conditions”, “recommendations”, “commendations” whilst others use “requirements” or “action points” but did not award accreditation until all such points had been addressed or satisfactorily responded to (these have been categorised as conditions). Some use the term “advice” (which has been categorised as “recommendations”). The terms “positive feedback” and “Good Practice noted by the Panel” were also used, and these have been categorised as commendations.

2.2 The conditions, recommendations and commendations have each been categorised into a number of themes:

Learning and Teaching; Assessment; Resources; Organisation and Management; Student Feedback and Experience; Curriculum; Admissions; and ‘miscellaneous’.

3 Frequency of Conditions, Recommendations, Commendations

3.1 The number of conditions set by PSRBs is reflected in Table 1 below. A total of 29 PSRBs accredited/approved/endorsed a range of courses and modules, setting a total of 23 conditions, 43 recommendations and identifying 18 commendations. It should be noted that 6 PSRBs did not set any outcomes or submit a report as such, and therefore, these have not been included in this report.

4 Conditions, Recommendations and Commendations by Theme

4.1 Table 1 provides a breakdown of PSRB outcomes by theme:

The highest theme of conditions set by PSRBs (35%) were related to Resources. The second highest theme was conditions related to Learning and Teaching (26%) with Resources (17%), Assessment (16%) and Student feedback and Experience (9%) taking up the remaining conditions.

The highest theme of recommendations set by PSRBs were based on Curriculum (44%), with Admissions (16%) and assessment (12%) also scoring relatively highly.

The highest theme of commendations set by PSRBs were based on Student Feedback and Experience (39%) with Learning and Teaching (28%) and Resources (22%) also scoring relatively highly.

There were a total of eighteen commendations from PSRBs in 2017-18. Some highlights include:

Partnership working is clearly evident, staff are responsive to students, and students are clearly a valued part of the course - student satisfaction is reflected in high NSS results.

The visiting team recognise the outstanding support offered to the students by the programme technicians.

The wide range of contemporary resources, including the library, laboratory, IT facilities and ‘student central’.

5. ConclusionAll but two of the 2017-18 PSRB accreditations, approvals and endorsements were successfully concluded, with final confirmation awaited for the remaining two PSRBs.

Where responses to conditions and recommendations were produced by Course Leaders / Schools, most conditions were met through further revision of documentation, course plans or curriculum.

Appendix 1: Definitions

1 The format for recording PSRB relationships and engagements was approved by a sub-committee1 of Academic Standards Committee and covers the type of engagement, date at which accreditation, approval, endorsement or recognition began, the date of the last visit by the PSRB, the anticipated date of the next visit, and consideration of reports from engagement by SASCs. School records also note any implications for a course which fails to secure accreditation, approval, endorsement or recognition and any requirements that external examiners should be aware of.

2 For the purposes of monitoring engagements, details of interactions with individual PSRBs are maintained in School lists which are collated into an institutional list annually in September. This is published on staffcentral by the end of the first term of the following academic session and records PSRB interactions against a list of registered students, organised by course, as reflected in the Academic Health Data2 published on the 1st September 2017.

3 The Progressions and Achievements Qlikview application reflects the student profile across three academic sessions as drawn from the Student Record System in SITS on 1st September 2017 and covers all provision (undergraduate, postgraduate taught and postgraduate research). As it reflects student registration records, which may include registration on intermediate awards or courses which while not leading to an award of the University, support student progression towards such awards (see 1.4 below), the list should not be viewed as a definitive list of courses at the University. Rather, it is a reflection of the number of students affected by engagements with PSRBs, their distribution across schools, and the range of courses which professional, statutory and regulatory bodies accredit, approve, endorse, or recognise.

4 In using the Un iversity list , the following is of note:

The Institutional Data Set includes EMAs (extended master awards comprising a standard Masters award with integrated pre-sessional language provision). Before 2011-12, EMA courses were listed alongside the linked standard Masters award in the institutional PSRB list. From 2011-12, reporting of EMAs in the PSRB list was amended: the language component was grouped under short courses monitored by the School of Humanities (which has responsibility for quality assurance of this provision) and the remainder of the EMA provision was reported under the linked standard Masters course.

Intermediate awards for which students are registered directly are listed as separate courses rather than being collated into programmes of study. This often has implications for PSRB engagement, particularly where statutory approval may be linked to an intermediate award from which students may progress should they wish to attain the higher award.

Provision which does not lead to an award of the University is included (e.g. pre-sessional language courses used on EMA courses, Erasmus courses and continuing professional development programmes).

In some instances, courses may be counted more than once if students registered for them have been assigned to different schools for planning purposes. In these instances, students are only counted once (against the course and school to which they are assigned).
