1. Profile of the Organization Name of the Organization: Palashipara Samaj Kallayan Samity

1.1. History of the OrganizationThe organization named Palashipara Samaj Kallayan Samity (PSKS) was established as a Club by some enthusiastic youths of village Palashipara of Tentulbaria Union under Gangni Upazila of Meherpur District belonging to the south-east region of Bangladesh on 15 February 1970. The organization came into being in concern of education and control of early marriage and exceeding population in the un-elevated and problematic area. At the beginning. The Club had no Office of its own till 1975. The Library was started in the wall-almirah in the reading room of the Founder Secretary Md. Mosharrof Hossain with personal endeavor of the members. This is the first shape of PSKS. Adult education was its first concern. In 1975 PSKS takes Voluntary Education Program of Adult education. And then got registration from different governmental approval authority to become a social service organization. The 16 youth paid free labor for the welfare of the poor community in health, family planning, education, arsenic mitigation and other social awareness programs. Gradually PSKS develops as NGO of Meherpur and border its service outside of Gangni upazila to Meherpur District to other district of south-western parts of Bangladesh.

Mission PSKS, a non-government and non-profit voluntary organization, strives to enhance empowerment, socio-economic status of all including least advantaged Bangladeshi population by developing their individual potentiality and to attain organizational self-reliance by promoting management capacity and mobilizing local resources in south-west region of Bangladesh.

Head Quarter Location and Branch OfficesThe Head Office of Palashipara Samaj Kallayan Samity (PSKS) is located in Gangni Upazila Sadar under Meherpur district, the south-west region of Bangladesh. 19 branch offices: Gangni-6, Meherpur Sadar-2 and Mujibnagar-1 under Meherpur district, Daulatpur-3, Bheramara-2 and Kushtia Sadar-1 under Kushtia district, Alamdanga-1 and Damurhuda-1 under Chuadanga district & Kaligonj-1 and sadar upazila-1 under Jhenaidah district are locally functioning for well-running of the activities of the organization. The branch offices are playing direct and active role for implementation of the activities.

2. Organogram review:The executive committee is the top of the organogram and Executive Director stays in the middle between EC and other employee. Executive Committee is an elected boy and Executive Director is a recruitment employee. Executive director performs his office as the supervisor of all horizontal staff and head of all kinds of managements. Project Head of different projects holds office as project based supervisor. It is a complex and unclear organogram. Because, only we found the ED is the supervisor of the organization. But in practice all Project Head holds such kind of authority. This is why PSKS thinks to review and update the organogram immediately.

4. Working area and ConstituentsPSKS for all people mostly the poor community of south-west region of Bangladesh. Total population coverage of the organization is 4118464.

6. Total Population coverageAs per May 2016, total population coverage in 2016 is 1083147 that is 26.29% coverage from total constituent.

9. It’s Different Unitesa) Executive Committee: Palashipara Samaj Kallayan Samity (PSKS) has an executive committee

consists of 11 member. Of them one is chairman, Md. Ramjan Ali, One is Deputy Chairman, MD. Ahmad Ali, One Treasury and other general member. In the Executive Committee two women are as member. The eleven member are permanent member but in every year three beneficiaries nominated as general member.** Formation: The permanent members of the committee comes through a general election of the organization. ** Functional period: For every five year a general election holds and a new committee comes for the organization.** Activity: Every three months the executive committee sits for a meeting and annually sits for a general meeting. The committee gets update information about organization. In annual general meeting, the committee gets annual update and takes organizational development planning. The committee has power to approve annual budget, approve any module, policies and guidelines. Rather, the member of the committee regularly visit organization and programs. For more instance, the committee controls any external coordination.

b) Executive Director ** Code of the position: The present Executive Director Md. Mosharrof Hossain was the founder secretary of the organization. He was the pioneer and dreamer to develop such kind an organization. This is why the founder members choice him to sit on the seat as Executive Director. There is not any kind of code for the position. But, after a 360 degree organizational assessment, organization adopts a progress marker to make a succession plan for the position with code.** Functional Period: As there is not any legal document I have found for the period of the Executive Director to function in office. But, they have a capacity strengthening plan to seek for a potential personnel as Assistant Executive Director. We may assume the position will be not over age of 60 years of any individual.** Activity1) Authority

a) Executive ordinance: Executive director of PSKS holds the power to publish any ordinance on behalf of Executive Committee.

b) Administration: Executive director holds the position of the head of the administration of the organization on behalf of Executive Committee as seen in the organogram of the organization.

c) Management: Executive Director holds the chair of Management of the Organization on behalf of the EC. And he has to report to EC.

d) Financial: As the organization has not separate financial unit or department, this is why all kinds of financial decisions comes from ED though there are finance managers in programs. Annual Budget prepares and announces by the ED of PSKS.

e) Monitoring and Evaluation: There is not any separate monitoring and evaluation unit. This is why ED plans and designs any kinds of organization M & E activities. But every program have M & E personnel.

f) Leadership: As the head of management, ED leads all kinds of leadership on behalf of the organization. Now, ED practices to create new leadership inside organization.

g) Communication (Internal and External): All kinds of communications are being happed in favor of the ED of PSKS.

h) Networking: ED maintains any kinds of networking.i) Organizational Sustainability: PSKS seeks its sustainability for long run. But, only ED

has different initiative in view sustainability. Now the organization thinks to develop a succession plan for PSKS.

j) Culture: PSKS has its own culture and politics. Most of the culture and politics are based on ED’s own thinking.

2) Power a) Knowledge Management: Executive Director (ED) of PSKS holds any kind of

knowledge management power. As per policies and guidelines he has only rights to take any kinds of decision even exultation and inclusion of any potential personnel. Human resource management is also depends on ED’s permission.

b) Inclusion and Exclusion: Only ED has the rights to make any kinds of judgment in reference of any guideline and polices.

c) Special: Executive Director has different special power in hand. Not a single decision and planning will be execute without getting bail from ED.

c) Organizational Develop (OD) Unit: PSKS has an organizational development unit consist of 10 members. The unit has a team leader. Under the team leader, the unit functions different organization development plan. The OD tem sits once in a month. But for important or necessity, sits when required. The team has an organizational Capacity Strengthen Plan. The plan is the core activity of the OD team.

d) Senior Management Team (SMT): PSKS has a Senior Management team. The executive director is the chairman of the team. Under the guidance, SMT functions for programmatic plan, administrative decisions, organizational culture, environment control plan etc. The team sites once in a month but for important requirement it sits when needs.

e) Branding, Media and Publication Unite: PSKS has not such an important unit. ED of the organization authorized all kinds of branding, media and publication activity.

10. Administration and Management1) Human Resource (HR) Administration: PSKS has not HR unit and administration separately.

Executive Director holds the power of HR. Recruitment system is not stronger and modern system.

2) Financial Administration: PSKS has not Financial Unit and Administration separately. Executive Director holds the power of financial administration. Annual budget prepare, financial controls, account holder etc. are under ED’s administration.

3) Monitoring and Evaluation activity: Organization has not any central Monitoring and evaluation unit and special mechanism. But project based monitoring unit has sanctioned.

4) Different Manual a) Human Resource: PSKS has a Human Resource Manual. All HR related compliances

meet by the manual. The manual are approved by Executive Committee. For any inclusion or exclusion, the manual has flexibility to revision or update. As the organization has not separate HR division, ED holds all kinds of HR related responsibility. The very most characteristics of the manual is, it is not modern and updated.

b) Finance and Admin Guideline, Review Date: 01-Jul-2014- The organization has a financial manual. The manual is approved by EC. All relevant code are in the manual. As the organization has not any special financial unit, the manual is like a weak manuscript. Few compliances are reversed with donor requirement. That means the manual needs to update. Organizational financial projection does by ED and program wise projection does by project finance and admin personnel in guidance of ED

c) Accounts Manual, Review Date: 01-Jul-2014: Account Manual is very essential manual of the organization. The manual clears, who will be the account holder and how much account will be in hand. This is why, the three are not any kind of financial corruption of the organization.

d) Gender Guideline, Review Date: 01-Jul-2014: The organization has separate gender policy and few of its code are in build in HR policy.

e) Child Safeguarding Policy: The organization has adopted Child Safeguarding Policy. And it is maintained sticky.

f) Whistle Blower Policy: This is an important policy has adopted by the organization. To avoid any kind of sexual harassment or oppression by the staff and of the staff,

g) Fixed Assets Policy, Review Date: 07-Feb-2016: This is a clear guidance of fixed assets preservation within the organization.

h) Travel Policy & Transport Procedures, Review Date: 01-Jul-2014: This is a clear guidance to use transport by the staff. Grad wise staff will be allocate or get permission to use transport.

i) Service Rules, Review Date: 01-Jul-2014: PSKS has special service rule for its employee.

j) MEAL Framework: To function Monitoring, Evaluation, Accountability and Learning within the organization, PSKS has a MEAL framework.

k) Procurement Manual, Review Date: 01-Jul-2014: PSKS has a procurement manual. All kinds of procurement happens by the code of procurement manual.

11. Politics and CultureThis is a non-political organization. PSKS tries to respect any kind of governmental decisions, laws or ordinance. Any kinds of requirement of movements like VAT, TAX or IT has a clear view of the organization. It is a gender and child friendly organization. It tries to meet all kinds of compliances of Labor Law.

12. Monitoring and Audit- The organization has a self-cell to monitor its activities. Occasionally the Executive Committee monitors and visit programs. PSKS has internal financial audit system and annually external audits by authorized charter accountant firm by Bangladesh Government.

13. Knowledge ManagementPSKS has not special Knowledge Management as it has not any Human Resource Management Unit. Knowledge Management is an essential activity of Human Resource Management.

14. Institutional SustainabilityPSKS has different income generating source to sustain the organization without any funding form external donor. Micro Finance is one of biggest enterprise. Rather then, PSKS has own cultivating land, mango garden and a rice husking mill.

15. Liaison and Collaboration with Local GovermentPSKS is a leading organization of Meherpur District and has a great contribution in involvement in different program of government. This is why PSKS has a vast face value in local government bodies.

16. PSKS as a Fourth Stage of Government *** Social Business: The organization has not special social business for its constituent and has not any plan to develop social business. But, in Employment Creation Program, there are different kinds of activities social business under value chain framework.

*** Social Capital: The organization is one kind of social capital of the people of Meherpur and South-West people. The organization works for only this region and has a reputation.

*** Civil Society: PSKS is a major civil society organization of Meherpur district. PSKS performs in any local problems, development planning even any kinds of local disputes. PSKS has a close relation with Local government and organizations.

*** Good Governance: PSKS is one kind of example of good governance. PSKS participates any development works and in planning of the locality.

*** Poverty reduction and PSKS: Working region of PSKS is not such vulnerable as norther or southern part of Bangladesh. But, agriculture based economy region does not behind from poverty. In a view to poverty reduction strategy, PSKS has microcredit program where women empowerment, self-empowerment, agriculture extension program, etc. are being implemented. Old age allowance, education loan, Stephen etc. are the major initiatives of PSKS in a view to poverty reduction.

*** Development vs PSKS:In Vision and Mission PSKS predicts development is its main concern. This is why PSKS is implementing different programs of different areas besides the governments programs. Poverty Reduction, Economic sustainability creation of the rural poor people, Agriculture extension program for high yielding harvest in a view to poverty alienation, economic development increase nutrition status, develop value chain of the agriculture market, Fisheries program to meet protein and nutrition status of the region under poverty reduction, Education program for root out illiteracy, Family planning program to control birth rate, maternal and child health to reduce maternal & child mortality and different special initiatives are the indicator of development program of PSKS.

*** Women Empowerment,In microfinance program, most of the beneficiaries of the PSKS are women. In a comparative study of data provided by the organization shows that, there are four category of loan borrower Jagaron, Agrashar, Buniadha & Suffalan. In 1395 Samities (group) there 21206 women loan borrower besides 143 Samities (group) have 2561 men that is 87.92% women against 12.07% men. Savings of 21206 women is 46264003 BDT besides 2561 men is 6576237 BDT. And amount of loan of 18600 women is BDT. 168546104 and of 2355 men borrowed as loan BDT. 32041912. Women borrowed loan 80.98% more while men only 19.01%. It shows PSKS tries to priorities to empower women by economically and it has 54% female employee in different positions. **** AccountabilityAccountable to its beneficiaries. It has annual general meeting where members of executive committee, different development partners, government officials, social elite, media, representative of beneficiaries and employees present. Annual budget, achievement, program planning, organizational planning etc. take place. Rather then, in practice PSKS remains accountable in program aspect. It has a different developed accountable mechanism like hotline feedback, compline desk etc. For more accountability to its constituent, PSKS has an organizational framework.

**** Theory of ChangePalashipara Samaj Kallayan Samity’s mission and vision is for people. Doing well beings for people mostly vulnerable groups is its main concern. To achieve such goal, PSKS raises voice in terms of changing a situation and to manage situation. PSKS raises voice in different government department and in different donor to manage found.

17. Ongoing ProgramA. Integrated Child Development Program-Shishuder Jonno

A brief of the program-All children will learn and develop with their full potential”. With this goal ICDP-SJ program runs in Meherpur District, Bangnladesh. This is a 0-18 years old life cycle program for children focusing the education. As the program wishes full potential this is why age appropriate different projects are under the program. The program is being implementing since 2007. And its life cycle is to 2018. Palashipara Samaj Kallayan Samity (PSKS) become an implementing partner in 2015. This is a Meherpur district based organization located at sub district Ganani. Viewing sustainability of the program after 2018, Sci’BD selected strategy to develop local partnership to on forward the program after face out from Meherpur. The program has different projects and different activities. Major activities are-a) Early Care and Development (0-3 years) Programb) Early Care and Childhood Development Program (ECCD)- Pre Primary School-141 with

enrolled 3098 children aged 5 to 6 years

c) Basic Education (BE) - To create child friendly learning environment in primary school and develop grad one & two wise reading and math learning out come in Community based intervention. Under BE works with 216 primary school where 39675 students and in 155 community based reading and math clubs have 2878 children.

d) School Health and Nutrition (SHN): Ensure health, hygiene, water and sanitation for children SHN covers Pre-primary, Primary and Secondary schools and for community based intervention.

e) Adolescent Development (AD) program: Adolescent will be aware about their needs and could make easily solution to brake social barrier. Adolescent Sexual and Reproductive Health, Financial Literacy Group, Adolescent Development group and CHOICE groups have 2095 adolescents.

f) Child Protection (CP): All children of Meherpur will be safe and secure both community and educational institutions. This is why different awareness program like training, street drama, stage show etc. activities has done by Child Protection.

g) Child Rights Governance (CRG): Children of Meherpur will have enjoy their all kinds of rights, NCTF is working with the SJ program.

h) Community Core Group (CCG): this is a community action group works for sustainable the Shishuder Jonno program. There are 360 CCG where 4817 people are involved.

B. NGO Health Service Delivery Project (NHSDP)NHSDP provides essential service package (ESP) through its Smiling Sun Clinics. ESP services includes family planning, save delivery, infant & child health, integrated management of childhood illness (IMCI), post abortion care and TB/HIV prevention awareness program. We are implementing ESP services through three stages. The program has 8 Static Clinic, 257 Satellite Clinics as per static clinic and 151 Satellite Clinics as per static clinic. Through this clinic the program ensures Maternal Health Services, Family Planning Services, Re-productive Health Services, Safe Delivery Services, Child Health Services and Other Health Services.

C. EMPLOYMENT CREATION PROJECT:The program aim is to bring economical solvency and self-employment creation for poverty alleviation by providing the rural poor, indigent and unemployed women with various training and loan support.. At present there are 1,022 Samities with 19,927 members. Total savings capital of these Samities is Tk.4, 57, 87,600 only. Out of the total group members 19,927 at present 18,463 are using loan. This year Tk. 31, 80, 26,000 has been disbursed among 23,137 members for running mainly small trades, livestock and agriculture as well as vegetables.

D. Resource and Capacity Enhancement (ENRICH) ProjectThe main theme of the project is overall poverty alleviation and sustainable development of the grass root level poor families as well as to ensure humanitarian manifestation of all relevant people. Health Service Providers, for their skill development, are provided with training on diabetes test, blood pressure check-up and various diseases. There are 5,136 households in seven villages of the union. There are 25 education centers ongoing at afternoon shift enrolling 715 students between play group and class two at the aim to readiness of daily lessons on regular basis in view to prevent drop-out in primary level.

E. Alternative Dispute Resolution (ADR) ProjectThe project is to establish fundamental human rights by making the catchments population aware of law and human rights. Especially, complaints of the inexperienced and orphan children who are deprived of their legal rights for not having proper guardian as well as disputes of the women who are oppressed, neglected or abandoned by the husbands, complaints

of maintenance, dowry, divorce, dower (Moharana), second marriage and torture/assaults are compromised through mediation. In addition, land disputes of the landless people, complaints arisen from the lands settled tenure, land cases of the inexperienced children, widows and helpless people are taken for compromise in order to keep up their benefit.

F. Strengthening Civic Engagement in Election and Political Process for Enhanced Transparency and Accountability.

The program has three main pole. These are- 1. Enhance Transparency and Credibility of Election Processes: To enhance the transparency of the electoral processes in 2013-2014 and beyond with comprehensive domestic and regional election observation based on international best practice standards, and long-term advocacy for electoral reform; 2. Decrease Political and Electoral Violence: To foster increased citizen engagement in deterring political and electoral violence through election monitoring, community policing, and voter education, especially through religious leaders, designed to decrease public tolerance of political violence; 3. Strengthen the Quality of Representation and Democratic Accountability: To promote democratic representation and accountability by facilitating greater citizen engagement in scrutiny in elections, political affairs and governance through candidate forums and other targeted voters and civic education

G. Good Governance through Youth of higher level Schools and MadrassahTo strengthen good governance and ensure people’s participation in all levels the program, program has taken initiative to create a new generation from Higher Secondary level students.

H. Agriculture and Livestock Development ProgramAgriculture and Livestock program is being implemented targeting increased agricultural and livestock production, raising concern with the initiative undertaken by the GoB to ensure food security and to provide the organized target group of the organization with technical support. Palashipara Samaj Kallayan Samity has enjoined the program with its Gangni and Kazipur branch in Gangni upazila of Meherpur District in November 2014 with financial assistance by PKSF. Newly innovated technologies under the program are spread among the farmers. They are given assistance through providing appropriate training and technical support to apply the new technologies.

I. Human Trafficking Prevention Program:The guardian less, vagabonds and working children and their guardians as well as severely poor, illiterate, semi-literate, divorced and widow women are the usual victims of trafficking. These children and women are trafficked abroad through different routes. Many of the trafficked children and women are firstly taken to India through Kushtia, Chuadanga and Meherpur border and then move therefrom to different countries of the world. To such an extent PSKS organized community volunteers to prevent trafficking. They are to raise public awareness about trafficking among the group members through group discussion or individual contact. 75 discussion meetings were conducted in this year.

18. Observation Note:Reviewing the above literature, PSKS is a Non-profit organization in south western part of Bangladesh and strategically a development organization besides government. PSKS is an institution that has a developed governance system. Executive Body, Management Body and its different rules and regulations to operate the organization. The organization follows governmental rolls and ordinance to

solve compliances public law. The organization has all kinds of vailed documents registered by government’s different departments. Has financial monitoring and audit systems. Different Manual, Policies, Terms of Reference, Frameworks etc. are the operational guidance of the organization. It has a designation focused organogram and specific responsibility. It has annual budget and audit systems. In another view, it is a social wealth and does different kinds of social welfare activities. The organization for people and has participation in governments program and activates. This is why it is a civil society organization besides LGIs. PSKS is one of major development partner of government. But, there are few recommendation about the organization. An organization should have structural framework with different independent working or management bodies. PSKS has not such management framework with different independent unit. Through an organization, there would have a knowledge management culture. Such culture is absence in PSKS. Observing all documents of the organization, there are not any other functional supervisor in vertical and horizontal management to take and impose any decision expect executive director. This is why it seems to be a dictator authority and power.

19. Conclusion:

Though there are different organizational frameworks are seen in PSKS, but as a volunteer organization, it should have a participatory organizational infrastructure. Because, observing the documents, only Executive director is the main action point of the organizational organogram. PSKS should have a strategic plan prioritizing focus area or target audience in terms of social development. PSKS would take plan to prolong its working area throughout Bangladesh. Nevertheless, PSKS has a long experience since 1970, so, contribution in social development is one of its great achievement. People of northern-western part of Bangladesh wish more social development work from PSKS.
