Page 14: Provincial Growth and Development Strategy Revie · Employable people are employed • Sustainable use of natural resources • More equitable Society • Basic services delivered

EMERGING ISSUES

Water Protection levels (percentage land area) of national strategic water source areas per province

Align Reserve Determination Studies Identify areas of high groundwater potential

Page 15: Provincial Growth and Development Strategy Revie · Employable people are employed • Sustainable use of natural resources • More equitable Society • Basic services delivered

EMERGING ISSUES

Water Many quaternary catchments are

experiencing a deficit in terms of meeting demands related to year 2035 based on current rates of supply

Urgent need to implement water efficiency measures, and move towards rainwater harvesting, groundwater use, low-water or no-water technologies, industrial water efficiency, desalination and water re-use strategies

Where are the water restricted

areas? Which priority catchments

need attention?

Page 16: Provincial Growth and Development Strategy Revie · Employable people are employed • Sustainable use of natural resources • More equitable Society • Basic services delivered

EMERGING ISSUES

Water Wastewater treatment works

need to be licensed, upgraded and technical staff put in place to manage these facilities

Reporting on land use change and trends in strategic water resource areas is imperative to better manage impacts on water supply

Large-scale augmentation projects to meet the 2035 development projections for coastal metropolitan areas

What is the impact of

augmentation?

Where are large scale food

security projects feasible?

Page 17: Provincial Growth and Development Strategy Revie · Employable people are employed • Sustainable use of natural resources • More equitable Society • Basic services delivered

EMERGING ISSUES

Biodiversity Main threats to the biodiversity in the

Province include spread of alien and invasive plant species

(also a threat to water supply) - Invasive Alien Species Program (IASP) contributes 5500 jobs per annum (full-time equivalent)

transformation of land (127 909 ha per annum is reportedly transformed each year)

Are we achieving

international and national

targets?

Page 18: Provincial Growth and Development Strategy Revie · Employable people are employed • Sustainable use of natural resources • More equitable Society • Basic services delivered

EMERGING ISSUES

Biodiversity Need to set aside

more areas as formal/ informal (stewardship) conservation areas, particularly in North Western KZN, in order to protect vulnerable ecosystems and meet biodiversity conservation targets

Effects of climate change on key biomes needs to be interrogated and used to inform long term biodiversity planning – current data indicates that the coastal forest belt is most vulnerable with almost complete loss predicted in terms of high risk scenario

Is conservation planning

informed by best available climate

change data?

Page 19: Provincial Growth and Development Strategy Revie · Employable people are employed • Sustainable use of natural resources • More equitable Society • Basic services delivered

EMERGING ISSUES

Climate Change – Local Vulnerability and International Commitments 2009 vulnerability

study -linked to poverty levels, settlement densities & levels of land degradation – need to update & inform priority areas for intervention & disaster management

Where do we need to build resilience to

climate change?

Page 20: Provincial Growth and Development Strategy Revie · Employable people are employed • Sustainable use of natural resources • More equitable Society • Basic services delivered

EMERGING ISSUES

Climate Change – Local Vulnerability and International Commitments Commitments of COP21 (2 degree

commitment) need to be mainstreamed into policy & planning: Industrial Energy Efficiency Strategies Public Transport Plans Municipal Waste to Energy Protocol Enforcing the National Environmental

Management: Air Quality Act, 2004 Ensuring that municipalities include

Climate Change Response Strategies into IDPs

Incentivising Renewable Energy Projects Are we going to meet our

commitments?

Page 21: Provincial Growth and Development Strategy Revie · Employable people are employed • Sustainable use of natural resources • More equitable Society • Basic services delivered

EMERGING ISSUES

Climate Change – Local Vulnerability and International Commitments Provincial Greenhouse Gas

Emissions inventory needs to be determined – SA largest contributor in Africa, more CO2 average per capita than China, Brazil or India!

Provincial Climate Change and Sustainable Development Council (KZNCCSD) will play an important role in coordinating these activities

Who are the biggest

provincial emitters?

Page 22: Provincial Growth and Development Strategy Revie · Employable people are employed • Sustainable use of natural resources • More equitable Society • Basic services delivered

EMERGING ISSUES

New Data on Transformation & Degradation Level of transformation of

vegetation types in the Province – will refine conservation priorities

New landcover data (2014) - further refine priorities and help to track the loss of high conservation value areas

New data on land degradation and gully erosion highlights the extent of the problem, and priority districts, where soil conservation and land care programs need to be targeted

How do we kerb land

degradation in traditional

areas?

Page 23: Provincial Growth and Development Strategy Revie · Employable people are employed • Sustainable use of natural resources • More equitable Society • Basic services delivered

EMERGING ISSUES

Agriculture High value agricultural land is

being lost at a rate of almost 1% per annum, due to urban or industrial development and lack of planning

CARA legislation needs to be enforced

Planning needs to be informed at the local and district levels by the SPLUMA guidelines i.e. protection of unique or high agricultural potential land

Is high priority agricultural land

considered in district and local

planning? 8% high potential in KZN

Page 24: Provincial Growth and Development Strategy Revie · Employable people are employed • Sustainable use of natural resources • More equitable Society • Basic services delivered

EMERGING ISSUES

Agriculture Need for agricultural sector

plans, rural development plans that account for high value land and extension officer support

The new land capability categories decision support layer needs to be introduced into rural development plans and SDFs

Where do we need to

rehabilitate land?

gully erosion - Nquthu (15 519 ha, 7.91%), Abaqulusi(12 384 ha, 2.96%) and Endumeni (7 337 ha, 4.56%)

Page 25: Provincial Growth and Development Strategy Revie · Employable people are employed • Sustainable use of natural resources • More equitable Society • Basic services delivered

EMERGING ISSUES

Agriculture Significant trade-off decisions where high potential agricultural land

has been set aside and the full impact of these land use planning decisions needs to be assessed- cannot offset this loss (i.t.o food security)

Impact of climate change on key crops in KZN needs to be assessed and incorporated into agricultural sector plans

Temperate crops are most at risk in terms of climate change effects, even under the 2 degrees commitment, crops such as cherries could no longer be grown in KZN Are we

planning for shifting crop

belts?

Page 26: Provincial Growth and Development Strategy Revie · Employable people are employed • Sustainable use of natural resources • More equitable Society • Basic services delivered

EMERGING ISSUES

Mining and Impact of One Environmental System Mining and quarrying is smallest employment sector in KwaZulu-

Natal, accounting for 0.2% of total employment, GDPR and value added estimates for the mining and quarrying sector represented 1.6% of the total GDPR for the province (Source: Mintek, 2007)

Mining investment opportunities identified by TIKZN Partly in response to the 2010 National “Strategy for

Sustainable Growth and Meaningful Transformation of South Africa’s Mining Industry”, identified fragmented licensing mechanisms as constraint to global competitiveness of mining industry

Can we afford to stimulate

investment in mining sector?

Page 27: Provincial Growth and Development Strategy Revie · Employable people are employed • Sustainable use of natural resources • More equitable Society • Basic services delivered

EMERGING ISSUES

One Environmental System Coordination and

integration of Environmental, Water and Mining Authorization processes

2013 Mining and Biodiversity Guideline – no mining permitted in high priority biodiversity areas

Are Departments

working together

meaningfully?

Page 28: Provincial Growth and Development Strategy Revie · Employable people are employed • Sustainable use of natural resources • More equitable Society • Basic services delivered

EMERGING ISSUES

Increase in illegal sand mining, implications for erosion and sedimentation in catchments, scouring and lack of rehab

Non-compliance related to administrative delays, need for greater coordination in terms of enforcement, Department of Water and Sanitation, legislative review of General Authorisation notice pertaining to proximity to wetlands should reduce admin load, need for technical capacity at Regional Office How do we

better enforce environmental

law?

Page 29: Provincial Growth and Development Strategy Revie · Employable people are employed • Sustainable use of natural resources • More equitable Society • Basic services delivered

EMERGING ISSUES

Green Economy Opportunities & Renewables Opportunities to:

Incentivise and increase the number of provincial hydro-electric power, wind power, solar power and biomass projects

Promote Carbon Capture and Storage due to proximity to major industrial sources, injecting carbon dioxide into deep underground rock formations, north of St Lucia, Makhatini Flats & seabed - 10,000-tonnes-per-year CO² pilot plant at Bongwana near Harding

To reduce reliance on non-renewables To allow for decentralised electricity

generation

What are the environmental

impacts of current

policies?

Page 30: Provincial Growth and Development Strategy Revie · Employable people are employed • Sustainable use of natural resources • More equitable Society • Basic services delivered

EMERGING ISSUES

Green Economy Opportunities & Renewables Removal of traditional regulatory barriers, e.g. the

2015 EIA guideline for Renewable Energy projects Need for greater coordination between regulatory

authorities Enabled through the Green Economy Technical

Assistance Fund and Green Work/ Groen Sebenza

What are the barriers to entry

to new investors?

Page 31: Provincial Growth and Development Strategy Revie · Employable people are employed • Sustainable use of natural resources • More equitable Society • Basic services delivered

EMERGING ISSUES

Integrating & Improved Reporting Frameworks Need to integrate Outcome 10, NSSD and

PGDP reporting frameworks KZN Environmental Outlook Report in

progress and must inform PGDP indicators Need for indicators on green procurement

and progress in priority catchments Need for technical document to support the

indicators Need for measuring spatial impact – Riaan

to discuss later

Are reporting frameworks

aligned?

Page 32: Provincial Growth and Development Strategy Revie · Employable people are employed • Sustainable use of natural resources • More equitable Society • Basic services delivered

KEY ENVIRONMENTAL ISSUES

Inter-Governmental Relations Action Working Group 16 to be incorporated into the

Provincial Committee for Environmental Coordination (PCEC) in terms of Section 21 of the IGRFA

PCEC would coordinate the various provincial environmental committees and structures, and liaise with the Planning Commission and national working groups

To date, participation in the PCEC reportedly poor and needs to be encouraged

Page 33: Provincial Growth and Development Strategy Revie · Employable people are employed • Sustainable use of natural resources • More equitable Society • Basic services delivered
