Votum of the Minister Provincial for Rev. David Johnson, OFM

With a heavy heart, I write this votum for a dispensation for the ReverendDavi.’d Johnson (n. 315/51). In i994, the province of St.Baiba~ had a seriesof allegations of sextml abuse of students in our minor seminary dudng the1960s and 1970s. There was an allegation against David Johnson at that time.Later, in the 1990s, there was another allegation from a different studentagainst David. The alleged action took place during his years as a teacher atthe minor .seminary. As a result of the allegations and in order to obtainfaculties, for him with the local ordinaries, certah conditions, to minimize therisk were placed ut~..n David’s external ministry. Quite reeently, there wasa new allegation against David. With thenew allegation, fixrther conditionsworld be placed on his ".ministry. Daviddid not want any more conditionsand felt that he did not an2! eou/d not have miieh of a futttrd: ;frith the St.Barbara province and other Franeiseanprovinces and dioceses lathe UnitedStates. Hence, he is petitioning for the dispensation.
