Tender for providing services in Examination Centers of the Board in identified cities across the country - For Scanning of Finger Prints and Capturing of Digital Photographs of examinees of All India Pre-Medical/ Pre-Dental Test conducted by the Board.

Introduction: The Central Board of Secondary Education (CBSE), an autonomous organization under Ministry of Human Resource Development, Government of India, is one of the premier Boards of the country. The main objectives of the Board are to serve the educational Institutions effectively and to be responsive to the educational needs of the students. The Board has approx. 14,000 schools affiliated with it including 150 schools in twenty one countries abroad. The prime focus of the Board is on

a) prescription of suitable curriculum for its various schemes of examination in both academic and vocational streams

b) regularly updating the pedagogical skills of the teachers and administrators by conducting training programme and workshops,

c) setting norms for affiliation of institutions for the purpose of public examination and; d) Prescribing as well as updating the course of instructions to raise the academic standards in the

country.

1. The proposal:

The Board is looking for experienced and competent service providers in the following fields for use at its Examination Centers in identified cities across the country:

Scanning of Finger Prints and Capturing of Digital Photographs of Examinees of

All India Pre-Medical/ Pre-Dental Test : To Scan Finger Prints (two) from the finger impression of examinees captured during examination and Capturing of Digital Photographs of examinees during conduct of All India Pre-Medical/ Pre-Dental Test at the Examination Centers.

2.3 Cost of Tender Form and Earnest Money Deposits : The Cost of Tender Form and Earnest Money Deposits are to be made in the form of Demand Draft from a nationalised bank drawn in favour of the Secretary, Central Board of Secondary Education payable at Delhi. is as follows :

The agency may quote either:

(i) For Scanning of Roll Number wise Finger Prints of examinees from the finger impression captured during conduct of the examination and verification of identity of candidates admitted through the merit list of AIPMT. or

(ii) For Capturing of Digital Photographs of the examinees at the examination centre and providing Roll Number wise Photographs in DVD/ Hard Disk. or

(iii) For Both the works as specified at (i) and (ii) above.

2.4 Submission of Bid:

a) The technical details and experience as per Annexure - I along with Cost of Form and EMD Demand Draft be sealed in an envelope super scribing “ Technical Details for Scanning of Finger Prints and Capturing of Digital Photographs for 2014”.

b) The rates as per Annexure- II be sealed in another envelope super scribing “ Rates for Scanning

of Finger Prints and Capturing of Digital Photographs for 2014”

c) Envelopes at (a) and (b) be sealed in another envelope super scribing “ Tender for Scanning of Finger Prints and Capturing of Digital Photographs for 2014”

d) The Tender Form complete in all respects be dropped in the tender box placed near Reception

Counter at Ground Floor, “SHIKSHA KENDRA”, 2, COMMUNITY CENTRE, PREET VIHAR, DELHI – 110 092 on or before last date and time.

Note : The Tender Forms received without Cost of Form (Non-refundable) or Earnest Money Deposits (Refundable without Interest) or incomplete in any respect or received after due date and time on the aforesaid date will not be accepted.

It should be clearly mentioned that all the terms and conditions as per the Tender Form enclosed are acceptable. Brief particulars about the work earlier done by the firm in the field as indicated in Annexure-I may also be sent.

2.5 Opening of Technical bids :

1. Bids will be opened in presence of bidder’s representatives (if they are present, else it will be

opened in the presence of the other representatives and Board’s officials). The bids will be opened at the address mentioned above.

2. CBSE will open all bids as per schedule mentioned in “Bidding Schedule” above. If all documents mentioned in each part of proposal are not found, then Bid may be summarily rejected. The bidder’s representative willing to attend the opening of the bids shall bring authorization letter. The bidder’s representative shall sign attendance register also.

3. The bidder’s name, technical solutions given by bidder, bid prices and presence or absence of requisite bid security and such other details, as CBSE at its discretion may consider appropriate, will be announced at the time of openings of Technical bids.

4. The bids submitted after due date and time shall not be considered for further evaluation, irrespective of the circumstances.

5. CBSE reserves the right to postpone or cancel schedule of bid opening at any time. 6. The financial bids shall be opened of those who will be found technically suitable.

3. Eligibility Conditions : (Please provide documentary proof for following with technical bid)

1. Adequate experience (minimum three years) with Government / Autonomous/ Examining Bodies of providing satisfactory services in the relevant fields to educational institutions or other related organizations (Supported by work order and client satisfaction report).

2. The agency should have its own equipments & infrastructure i.e. Hardware and manpower team

for providing service in the relevant field. (Supported by purchase orders and inventories etc).

3. The Minimum Annual turnover should be 100 lakhs or more during financial year 2013-14. (Supported by Financial Statements, Balance Sheet).

4. The agency should preferably have ISO 9001:2008 or any other Certificate for quality Management.

5. The agency should be registered with Directorate of Service taxes need only apply and the agency

should submit the details of registration of their firm/company, income tax registration & copy of PAN Card, Sales Tax/ VAT/ Service Tax certificates.

6. The agencies having adequate experience and qualified manpower in the relevant field with proven track record & satisfactory performance certificate from its clients till date shall only be considered for allotment of work.

7. (a) The agency may quote either :

(i) For Scanning of Roll Number wise Finger Prints of examinees from the finger impression captured during conduct of the examination and verification of identity of candidates admitted in Medical Colleges through the merit list of AIPMT. or

(ii) For Capturing of Digital Photographs of the examinees and providing the Roll Number wise Photograph in DVD/ Hard Disk. or

(iii) For both the works as specified at (i) and (ii) above.

(b) The agency may quote either: For a State only (or) For selected States (or) For All States depending upon the

infrastructure available with the bidder

(c) The agency may have Consortium with other agencies and quote. However, the Board will deal with the leading agency only.

8. The agency should submit an affidavit that it has not been black listed by any Government / Autonomous/ Examining Bodies.

9. The Secretary, CBSE reserves the right to reject any or all the tenders without assigning any reason

thereof. The Board reserves the right to allot the job to one or more firm quoting the lowest rates or to more than one firm on the lowest rates received by the Board.

4. Scope of Work: 4.1 For Scanning of Finger Prints of the examinees captured during All India Pre-Medical/

Pre-Dental Test:

1. To install required hardware, software and manpower for Scanning of Finger Prints (two fingers – to be specified by the Board) of examinees from the finger impression captured on attendance sheet with inkless pad. Scanning of Finger Prints is to be done from the Roll Number wise list after the examination. Specifications of inkless pad has to be provided by the agency.

2. Conduct Post Examination Verification of Identity of Candidates by matching the captured finger

prints and actual finger print of candidates present at the Medical College where they are admitted through merit list of AIPMT. A Tentative list of Medical Colleges is enclosed at Annexure-IV. The Cost of DVDs shall be borne by the agency and Hard Disc shall be supplied by the Board.

Note a) The agency will have to ensure that sufficient no. of devices are installed to scan the finger prints.

b) The devices used for scanning should take clear crisp impression of the finger prints. c) The agency will have to ensure that the scanned image is stored against the Roll No. of the

candidate and used for matching later. d) Agency shall have to ensure 100% matching of Roll No., and finger prints of the candidate. And

also ensure that the finger prints are not mis-identified and wrongly attributed. In case of mismatch, it shall be treated as mistake.

e) The agency will have to ensure that the finger prints captured are as per industry standard and recoverable on industry standard software.

f) The scanning work has to be carried out in the identified premises by the Board. g) Verification and authentication has to be carried out during 01.10.2014 to 31.10.2014

4.2 For Capturing of Digital Photographs of the examinees during All India Pre-Medical/

Pre-Dental Test:

1. To supply required devices, software and manpower for capturing of Digital Photographs of examinees during All India Pre-Medical/ Pre-Dental Test at each centre on the day of examination. Capturing of Digital Photographs is to be done at the time of writing the examination by the examinees i.e. while the candidate is sitting in Examination Room/Hall on the seat.

2. To supply images of Digital Photographs on DVDs/ Hard Disc as per requirement of the Board.

Cost of DVDs shall be borne by the agency and Hard Disc shall be supplied by the Board. Note a) The agency will have to ensure that sufficient no. of devices are supplied to take Digital

Photographs of all candidates in the center during the course of the Examination. b) About 150 minutes shall be available to take Photographs. c) The agency will have to make arrangement of infrastructure @125 candidates. d) The agency will have to ensure that the devices used should take clear crisp photograph of the

face. e) The agency will have to ensure that the photo images is stored against the Roll No. of the

candidate and used for matching later. f) Agency shall have to ensure 100% matching of Roll No. and digital photograph of the candidate.

And also ensure that the digital photographs of the candidates are not mis-identified and wrongly attributed. In case of mismatch, it shall be treated as mistake.

g) The agency will have to ensure that the digital photographs of the candidates are as per

industry standard and recoverable on industry standard software. 5. Volume of Work and Period during which the examination is conducted: The Board is conducting All India Pre-Medical/ Pre-Dental Test in identified cities across the country: Entrance Examination Approx No of

The State/ tentative list of Cities where entrance examination is conducted are enclosed as Annexure-III.

No of Cities in a State can be added or deleted from the tentative list of Cities. Board may choose to have facilities in all cities in a State or selected city(ies) in a State. Rates for a particular city in a State shall be applicable to all Cities in that State.

Note 1 There shall be multiple centres in a city.

2 No of Centres in a City shall depend upon the choice opted by the candidates. 3 No of Candidates in a Centre may vary from 300 to 1200 depending on the No of

Centres available for examination and choice opted by the candidates. 4 Normally 24 candidates are accommodated in a room (OR) more in a big hall 5 Approx. 90-95 % candidates appear in the examination

7. Terms and Conditions :

1. The technical details may please be submitted in Annexure-I and rates in Annexure II. 2. The agency shall have to execute an agreement on non-judicial stamp paper of Rs. 10/- if considered

for allotment of the work. 3. The agency to which the work is allotted will be required to deposit 10 percent of the total likely

amount payable to it for the work as a security in the form of a Bank Guarantee.

4. The agency to which the work is allotted is required to integrate the data captured with the Roll Numbers allotted to the examinees to maintain sequential order.

5. Penalty and Deductions :

a) The time schedule has to be strictly adhered to as the examination related work is highly time

bound. In case of failure at the Centre on the part of the agency or on part of equipments failures, it shall be liable to pay penalty equivalent to amount payable for that centre to the CBSE and Board shall not make any payment for that Centre also.

b) Any variation/ mismatch in the photograph, and finger prints of the candidate or the photographs of the candidates and finger prints are not as per industry standard and recoverable on industry standard software shall be treated as error. In case of error, the following deduction shall be applicable :

@Rs. 10,000/- per mistake of admitted candidates. @Rs. 5,000/- per day of delay beyond 31st Oct.,2014.

c) In case the agency is not able to execute the job to the entire satisfaction of the CBSE, the Bank

Guarantee submitted by the firm shall be liable to be forfeited in whole or part as per decision of the Chairman of the Board, which shall be final.

6. The Board reserves the right to reject any or all the tender without assigning any reasons.

7. The payment will be made after satisfactory completion of work only and no advance payment shall be

made.

8. The agency should have adequate infrastructure and deploy required manpower for the successful completion of the assignment as per the above mentioned scope of work.

9. The approved rates shall be valid for a period of One Year, which may be extended for a further period of 2 years depending upon the satisfactory performance of the Agency.

10. Any discrepancy or failure to comply the requirement of Board in the assignment will be the sole responsibility of the Agency and any lapse will lead to penal/legal action against the Agency, besides appropriate compensation towards loss occurred to board.

11. The Board will not be responsible for loss/damages of any equipment installed at the examination centres and the Agency will be fully responsible for safety and security of its equipments/infrastructure.

12. The Agency will be informed the exact details about the quantum of work and its location in advance adequately. However, the list of examination centres will be shared only 7 days in advance.
