The Remit of LEPs
Local enterprise partnerships bring together local business and civic leaders, working to support their local economy.
They will operate within a geography that reflects natural economic areas
They will provide the vision, knowledge and strategic leadership needed to drive sustainable private sector growth and high value job creation in their area.
Guidance to LEPs
Business-led Follow the bid-basis upon which LEP was
approved Gather further Business input for key
priorities Collaborate with neighbours and others
relevant to specific Growth projects Don’t expect any more guidance… …but Do advise Government on
opportunities, and vis-à-vis constraining regulations
Seize your opportunity for “leadership” for pursuit of Growth in your local area
“Proceed until apprehended”!
Oxfordshire LEP Introduction
Seizing our opportunity for Local Leadership in the Pursuit of “Outstanding” Growth in Oxfordshire
“Touchstone” for all our activities:– Increasing the number of Sustainable,
High-Value-Adding jobs in our area
Coordination for Coherence and Synergism:– Sharply Prioritising our efforts to where we can add
value(Row / Steer / Cheer approach)
– Will not impose on existing successful partnerships, but will strongly promote “unifications” or explicit collaborations
– Act as forum for issues that need assistance to resolve
Friends/Supporting Groups – “Oxfordshire Business First”, FSB, IoD, CBI, OTCN,
ORCC etc.

Priority Work Themes:– Supporting Inward Investment
• Identifying and Promoting “Clusters of Excellence” • Supporting Existing Businesses to Innovate and Grow• Specialised Supply Chains in High Growth Sectors
– Securing Investment for Enabling infrastructure Projects
• Next Generation Broadband Access• Transport-Connectivity for Growth Hot Spots & “East-West”
– Addressing Skills Mismatches • Raising aspirations and tailoring provision to business need
Spatial Priorities – Science Vale UK - National & International excellence for
Science & Innovation– Bicester – Drive to establish coherent Housing and
Employment-based Development, inclusive of the Eco-exemplar
– Oxford – Continue to support our inward investment as world-class centre of education, research and innovation
Oxon-LEP Progress Inward Investment
– Subgroup established & developing the “compelling promotion” for Oxfordshire
– Need to identify the leading sectors to build into the promotion, and also to feed to UKTI Inward Investment (cf. MoU) e.g. Space - Earth Observation, Cryogenic Engineering, Biotechnology - Drug Discovery
Strategic Infrastructure– Broadband Investment Proposal to BDUK (July 2011) – “Key Component” Bid to Local Strategic Transport Fund -
Supporting Employment Growth and Accessing Higher Education & Healthcare in Oxford (£5M of £8M Total Cost)
– Bid to Local Strategic Transport Fund - Oxfordshire Growth Arc (£18M of £36M Total Cost)
– East-West Rail – RGF1 Bid not accepted but gathering support of local MP’s in Houses of Parliament on 12th July
Oxon-LEP Progress (cont)
Skills– Establishment of Oxfordshire Skills Board as single grouping
(with Business input) to drive greater alignment of provision with needs
– Skills Needs Analysis to be undertaken with key element to gather intelligence from SME’s (OCC’s Business and Skills team will be a resource to assist in this task
– Valuable dialogue with Skills Funding Agency, including identification of SME’s as warranting own sector focus

Role of LEPs in Planning
DCLG Comments:“Intention for Localism Bill to have regard to role of LEPs for planning…across local authority boundaries……keen to work with front-runners… Harnessing the powerful voice of business in planning decisions, facilitated by infrastructure development…leading production of strategic plans.”
"Consistent with localism, we will not be prescribing planning roles for LEPs - it is for them to decide what roles they want to take on and on what basis they do this reflecting their needs, skills and ambitions."
