God’s Providence
Text:
Proverbs 21:1-31,
1. The king’s heart is in the hand of the LORD; he directs it like a
watercourse wherever he pleases.
2. All a man’s ways seem right to him, but the LORD weighs the
heart.
3. To do what is right and just is more acceptable to the LORD than
sacrifice.
4. Haughty eyes and a proud heart, the lamp of the wicked, are sin!
5. The plans of the diligent lead to profit as surely as haste leads to
poverty.
6. A fortune made by a lying tongue is a fleeting vapor and a deadly
snare.
7. The violence of the wicked will drag them away, for they refuse to
do what is right.
8. The way of the guilty is devious, but the conduct of the innocent is
upright.
9. Better to live on a corner of the roof than share a house with a
quarrelsome wife.
10. The wicked man craves evil; his neighbor gets no mercy from
him.
11. When a mocker is punished, the simple gain wisdom; when a
wise man is instructed, he gets knowledge.
12. The Righteous One takes note of the house of the wicked and
brings the wicked to ruin.
13. If a man shuts his ears to the cry of the poor, he too will cry out
and not be answered.
14. A gift given in secret soothes anger, and a bribe concealed in the
cloak pacifies great wrath.

15. When justice is done, it brings joy to the righteous but terror to
evildoers.
16. A man who strays from the path of understanding comes to rest
in the company of the dead.
17. He who loves pleasure will become poor; whoever loves wine and
oil will never be rich.
18. The wicked become a ransom for the righteous, and the
unfaithful for the upright.
19. Better to live in a desert than with a quarrelsome and ill-
tempered wife.
20. In the house of the wise are stores of choice food and oil, but a
foolish man devours all he has.
21. He who pursues righteousness and love finds life, prosperity and
honor.
22. A wise man attacks the city of the mighty and pulls down the
stronghold in which they trust.
23. He who guards his mouth and his tongue keeps himself from
calamity.
24. The proud and arrogant man—“Mocker” is his name; he
behaves with overweening pride.
25. The sluggard’s craving will be the death of him, because his
hands refuse to work.
26. All day long he craves for more, but the righteous give without
sparing.
27. The sacrifice of the wicked is detestable—how much more so
when brought with evil intent!
28. A false witness will perish, and whoever listens to him will be
destroyed forever.
29. A wicked man puts up a bold front, but an upright man gives
thought to his ways.
30. There is no wisdom, no insight, no plan that can succeed against
the LORD.
31. The horse is made ready for the day of battle, but victory rests
with the LORD. (NIV)

Introduction:
I. Smith stated:
A. “A kinship exists between all vices just as between all virtues.”
1. Human vice springs from a disturbance in one’s
relationship with God.
B. Chapter 21 begins and ends with references to the providence of
God.”
Commentary:
Proverbs 21:1, The king’s heart is in the hand of the LORD; he
directs it like a watercourse wherever he pleases. (NIV)
I. The king’s heart is in the hand of the Lord; …
A. God has ultimate control of the king and his heart. (See Smith.)
B. Bland observed that God has control not only of “ordinary
humans,” but of kings and historical events as well and, yes, even
over the hearts (minds) of all men.
1. Proverbs 16:1-9, To man belong the plans of the heart,
but from the LORD comes the reply of the tongue. All a
man’s ways seem innocent to him, but motives are
weighed by the LORD. Commit to the LORD whatever
you do, and your plans will succeed. The LORD works
out everything for his own ends—even the wicked for a
day of disaster. The LORD detests all the proud of heart.
Be sure of this: They will not go unpunished. Through
love and faithfulness sin is atoned for; through the fear of

the LORD a man avoids evil. When a man’s ways are
pleasing to the LORD, he makes even his enemies live at
peace with him. Better a little with righteousness than
much gain with injustice. In his heart a man plans his
course, but the LORD determines his steps. (NIV)
C. Coffman observed “that the power of God is sufficient to cause
any king to follow strictly the will and purpose of God.”
1. However, kings and all others are free moral agents.
2. Certainly God did not will for Solomon to build pagan
temples and marry a thousand heathen women. (See
Coffman.)
D. McGee well wrote, “A man may be a pharaoh in Egypt, a king
of Babylon, a Caesar of Rome, an Alexander the Great, a
Napoleon, a Joe Stalin, an Adolph Hitler, or any famous or
infamous ruler of the future. No man is independent of Almighty
God, and we need to recognize our dependence upon Him.”
1. God can control a king and human history as easily as he
can change the course of a little babbling brook, McGee
rightly stated.
II. he directs it like a watercourse (channels and water) wherever he
pleases (wants).
A. The most powerful, dictatorial, autocratic monarch was not
beyond God’s jurisdiction! (Smith)
B. God could change the king’s behavior as construction workers
change the course of canals, watercourses or irrigation ditches.

1. Bland identified these watercourses as irrigation channels
used to fertilize parched wilderness land.

B. God does not see as humans see; his perception is accurate and

way that seems right to a man, but in the end it leads to
death. (NIV)
2. Proverbs 30:12, those who are pure in their own eyes
and yet are not cleansed of their filth; (NIV)
3. Proverbs 17:3, The crucible for silver and the furnace
for gold, but the LORD tests the heart. (NIV)
4. Proverbs 20:24, A man’s steps are directed by the
LORD. How then can anyone understand his own way?
C. The LXX via The Pulpit Commentary reads, “Every man
appears to himself righteous, but the Lord directs the hearts.”
II. but the Lord weighs the heart (evaluates the motives).
A. God evaluates the actions and motives producing the actions
and is able to accurately determine the rightness or wrongness of
what is done.
B. The Contemporary English Version reads, “We may think we
are doing the right thing, but the Lord always knows what is in our
hearts.”
C. God is the final determiner of what actions and motives are

A. Nothing takes the place of righteousness and justice with God!
… certainly not sacrifices or religious rituals!
B. Moral obedience is superior to ceremonial worship! (The Pulpit
Commentary)
1. Proverbs 15:8, The LORD detests the sacrifice of the
wicked, but the prayer of the upright pleases him.
2. Proverbs 21:27, The sacrifice of the wicked is
detestable— how much more so when brought with evil
intent!
3. Micah 6:6-8, With what shall I come before the
LORD and bow down before the exalted God? Shall I
come before him with burnt offerings, with calves a year
old? Will the LORD be pleased with thousands of
rams, with ten thousand rivers of olive oil? Shall I offer
my firstborn for my transgression, the fruit of my body
for the sin of my soul? He has shown you, O mortal, what
is good. And what does the LORD require of you? To act
justly and to love mercy and to walk humbly with your
God.
4. Matthew 12:7, If you had known what these words
mean, ‘I desire mercy, not sacrifice,’ you would not have
condemned the innocent.
C. Righteousness and justice are combined in a number of
passages.
1. Genesis 18:19, For I have chosen him, so that he will
direct his children and his household after him to keep
the way of the LORD by doing what is right and just, so

that the LORD will bring about for Abraham what he has
promised him.”
2. 2 Samuel 8:15, David reigned over all Israel, doing
what was just and right for all his people.
3. Job 37:23, The Almighty is beyond our reach and
exalted in power; in his justice and great righteousness,
he does not oppress.
4. Isaiah 56:1, This is what the LORD says: “Maintain
justice and do what is right, for my salvation is close at
hand and my righteousness will soon be revealed.
5. Righteousness, equity, justice flow from love, not simply
from a legalistic obedience of law.
D. “To do justly and to speak the truth are more pleasing to God
than the blood of sacrifices.”
II. is more acceptable to the Lord than sacrifice.
A. God does not accept sacrifices from those who are unrepentant
sinners and evildoers.
1. Remember Saul and Agag?
a. 1 Samuel 15:1-33, Samuel said to Saul, “I am the
one the LORD sent to anoint you king over his
people Israel; so listen now to the message from the
LORD. This is what the LORD Almighty says: ‘I
will punish the Amalekites for what they did to
Israel when they waylaid them as they came up from
Egypt. Now go, attack the Amalekites and totally
destroy all that belongs to them. Do not spare them;

put to death men and women, children and infants,
cattle and sheep, camels and donkeys.’” So Saul
summoned the men and mustered them at Telaim—
two hundred thousand foot soldiers and ten
thousand from Judah. Saul went to the city of
Amalek and set an ambush in the ravine. Then he
said to the Kenites, “Go away, leave the Amalekites
so that I do not destroy you along with them; for you
showed kindness to all the Israelites when they came
up out of Egypt.” So the Kenites moved away from
the Amalekites. Then Saul attacked the Amalekites
all the way from Havilah to Shur, near the eastern
border of Egypt. He took Agag king of the
Amalekites alive, and all his people he totally
destroyed with the sword. But Saul and the army
spared Agag and the best of the sheep and cattle, the
fat calves and lambs—everything that was good.
These they were unwilling to destroy completely, but
everything that was despised and weak they totally
destroyed. Then the word of the LORD came to
Samuel: “I regret that I have made Saul king,
because he has turned away from me and has not
carried out my instructions.” Samuel was angry,
and he cried out to the LORD all that night. Early in
the morning Samuel got up and went to meet Saul,
but he was told, “Saul has gone to Carmel. There he
has set up a monument in his own honor and has
turned and gone on down to Gilgal.” When Samuel
reached him, Saul said, “The LORD bless you! I
have carried out the LORD’s instructions.” But
Samuel said, “What then is this bleating of sheep in
my ears? What is this lowing of cattle that I hear?”
Saul answered, “The soldiers brought them from the
Amalekites; they spared the best of the sheep and
cattle to sacrifice to the LORD your God, but we

totally destroyed the rest.” “Enough!” Samuel said
to Saul. “Let me tell you what the LORD said to me
last night.” “Tell me,” Saul replied. Samuel said,
“Although you were once small in your own eyes,
did you not become the head of the tribes of Israel?
The LORD anointed you king over Israel. And he
sent you on a mission, saying, ‘Go and completely
destroy those wicked people, the Amalekites; wage
war against them until you have wiped them out.’
Why did you not obey the LORD? Why did you
pounce on the plunder and do evil in the eyes of the
LORD?” “But I did obey the LORD,” Saul said. “I
went on the mission the LORD assigned me. I
completely destroyed the Amalekites and brought
back Agag their king. The soldiers took sheep and
cattle from the plunder, the best of what was
devoted to God, in order to sacrifice them to the
LORD your God at Gilgal.” But Samuel replied:
“Does the LORD delight in burnt offerings and
sacrifices as much as in obeying the LORD? To obey
is better than sacrifice, and to heed is better than the
fat of rams. For rebellion is like the sin of
divination, and arrogance like the evil of
idolatry. Because you have rejected the word of the
LORD, he has rejected you as king.” Then Saul said
to Samuel, “I have sinned. I violated the LORD’s
command and your instructions. I was afraid of the
men and so I gave in to them. Now I beg you, forgive
my sin and come back with me, so that I may
worship the LORD.” But Samuel said to him, “I will
not go back with you. You have rejected the word of
the LORD, and the LORD has rejected you as king
over Israel!” As Samuel turned to leave, Saul caught
hold of the hem of his robe, and it tore. Samuel said
to him, “The LORD has torn the kingdom of Israel

from you today and has given it to one of your
neighbors—to one better than you. He who is the
Glory of Israel does not lie or change his mind; for
he is not a human being, that he should change his
mind.” Saul replied, “I have sinned. But please
honor me before the elders of my people and before
Israel; come back with me, so that I may worship
the LORD your God.” So Samuel went back with
Saul, and Saul worshiped the LORD. Then Samuel
said, “Bring me Agag king of the Amalekites.” Agag
came to him in chains. And he thought, “Surely the
bitterness of death is past.” But Samuel said, “As
your sword has made women childless, so will your
mother be childless among women.” And Samuel
put Agag to death before the LORD at Gilgal.
B. “Right living transcends the offering of sacrifices!” (Bland)
1. Right living includes what is just and fair.
a. Proverbs 1:3, for acquiring a disciplined and
prudent life, doing what is right and just and fair;
(NIV)
b. Proverbs 2:9, Then you will understand what is
right and just and fair—every good path. (NIV)
c. Proverbs 8:20, I walk in the way of righteousness,
along the paths of justice, (NIV)
d. Matthew 23:23, “Woe to you, teachers of the law
and Pharisees, you hypocrites! You give a tenth of
your spices—mint, dill and cummin. But you have
neglected the more important matters of the law—

justice, mercy and faithfulness. You should have
practiced the latter, without neglecting the former.
Proverbs 21:4, Haughty eyes and a proud heart, the lamp of the
wicked, are sin!
I. Haughty eyes (a high look) and a proud heart, …
A. A haughty, proud, conceited person looks disdainfully upon
others.
1. Proverbs 6:17, haughty eyes, a lying tongue, hands that
shed innocent blood,
2. Proverbs 30:13, those whose eyes are ever so
haughty, whose glances are so disdainful;
3. “A high-minded man is stout-hearted in his pride.” (LXX
via The Pulpit Commentary)
4. The Contemporary English Version reads, “Evil people are
proud and arrogant, but sin is the only crop they produce.”
II. the lamp (ploughing) of the wicked, are sin!
A. “The lamp of the wicked,” Smith wrote, “is the sinner’s
outward prosperity and inward joy” based on self-interest with
which God is highly displeased.
B. Bland defines lamp as “the internal makeup of humans.”
1. Proverbs 13:9, The light of the righteous shines
brightly, but the lamp of the wicked is snuffed out.

2. Proverbs 24:20, for the evil man has no future
hope, and the lamp of the wicked will be snuffed out.
3. Bland wrote, “Or it may be that haughty eyes, a proud
heart, and the lamp of the wicked are examples of sin.”
4. “Lamp” is also a metaphor for prosperity and happiness.
a. 2 Samuel 22:29, You are my lamp, O LORD; the
LORD turns my darkness into light.
5. Bland also wrote, “It may be that pride results in the lamp
of the wicked ‘failing.’”
6. The lamp of the wicked includes their posterity. (Clarke)
C. Coffman quoted the Good News Bible as saying haughty looks
and a proud heart are sins which mark the wicked man.
1. Coffman concluded, “It is evident that the translators do
not know exactly what this passage says.”
2. However, “One thing is clear, God hates pride and
arrogance,” Coffman wrote.
3. Coffman further explained, “The uncertainty derives from
the word translated ‘vow’ in the Anchor Bible. It means
either ‘newly plowed land’ or ‘a lamp.’ ‘Vow’ seems to be a
guess.”
4. The wicked are full of sin and what they do and produce
are evil. (See Clarke.)
D. “Ploughing” or tillage may refer to land cultivated for the first
time and carries the meaning, “… high look, proud heart, even all

the field which the godless cultivate, all that they do, is sin.” (The
Pulpit Commentary)
1. McGee explained, “The plowing (or tillage) of the lawless
is sin,” means, “God says that when an evil man with an evil
heart is doing anything –even plowing- it will not be
acceptable in His sight.”
2. “The righteousness of man is filthy rags in the sight of
God.” (McGee)
Proverbs 21:5, The plans of the diligent lead to profit as surely as
haste leads to poverty.
I. The plans (thoughts) of the diligent lead to profit (plenty) …
A. Verse 5 contrasts diligence with haste. (Smith)
B. Those who plan well and work steadily will experience
increasing prosperity. (Smith)
1. Proverbs 12:11, He who works his land will have
abundant food, but he who chases fantasies lacks
judgment. (NIV)
2. Proverbs 13:11, Dishonest money dwindles away, but
he who gathers money little by little makes it grow. (NIV)
3. Proverbs 14:23, All hard work brings a profit, but
mere talk leads only to poverty. (NIV)
C. Bland stated, “This verse contrasts those who plan with those
who do not plan.”

B. “Those who do not (plan) are doomed, “ Bland stated.
1. These people are usually characterized by impetuousness.

2. Haste makes waste!
C. Quoting the Anchor Bible, Coffman gives the meaning of this
verse as, “The plans of the keen man show a profit, but all who are
too hasty show a loss.”

A. Gain secured by deceit is temporary. (Smith)
B. Moffatt via Coffman wrote, “A man making money by fraud
chases a bubble to his own doom.”
C. Making a fortune by honest means is not wrong! (McGee)
II. is a fleeting vapor and a deadly snare.
A. Sinful deceit ends in death. (Smith)
B. “The fortunes or rewards of practicing deceit are twofold. The
fortunes made by a fleeting vapor and a deadly snare (like “the
seeking of death”), Bland wrote.
C. The Pulpit Commentary states this could be a reference to a
desert mirage which ends in disappointment and nothingness.
1. Isaiah 35:7, The burning sand will become a pool, the
thirsty ground bubbling springs. In the haunts where
jackals once lay, grass and reeds and papyrus will grow.

A. “People who resort to violent deeds get caught in the knot of
their own evil schemes.” (Smith)
B. Bland correctly and emphatically stated, “Those who refuse to
practice the virtues of wisdom (righteousness and justice, v.3), will
reap what they sow. Those who live by the sword will die by the
sword.”

2. Psalm 9:15, The nations have fallen into the pit they
have dug; their feet are caught in the net they have
hidden. (NIV)
3. Proverbs 1:18-19, These men lie in wait for their own

A. These people are those who, because of continual refusal to do
right, find themselves more and more deeply entrenched in sin and
“shall have judgment without mercy.” (See Clarke.)
Proverbs 21:8, The way of the guilty is devious, but the conduct of
the innocent is upright. (NIV)
I. The way of the guilty (person) is devious (exceedingly crooked), …
A. Sinners are not straightforward and upright, but rather are
devious, stealthy, and perverse.
1. Bland wrote that the guilty person is underhanded,
deceptive, and works on the sly.
II. but the conduct of the innocent (pure) is upright (straight).
A. Inversely, the innocent, pure, upright person is honorable,
respected of God and man whose actions are consistent and
transparent.
1. Contrasted with the behavior of sinners is the way of the
innocent or righteous which is straightforward. (See Bland.)
B. In this proverb the crooked way of the guilty is contrasted with
the straight way of the righteous.
1. Proverbs 2:15, whose paths are crooked and who are
devious in their ways. (NIV)
2. Those alien from what is right, stealthy, perverse, crooked,
and guilty are contrasted with the open, straightforward,

chariots and horses; he had fourteen hundred
chariots and twelve thousand horses, which he
kept in the chariot cities and also with him in
Jerusalem. They imported a chariot from
Egypt for six hundred shekels of silver, and a
horse for a hundred and fifty. They also
exported them to all the kings of the Hittites
and of the Arameans. (NIV)

a. 1 Samuel 17:1-54, Now the Philistines gathered
their forces for war and assembled at Socoh in
Judah. They pitched camp at Ephes Dammim,
between Socoh and Azekah. Saul and the Israelites
assembled and camped in the Valley of Elah and
drew up their battle line to meet the Philistines. The
Philistines occupied one hill and the Israelites
another, with the valley between them. A champion
named Goliath, who was from Gath, came out of the
Philistine camp. He was over nine feet tall. He had a
bronze helmet on his head and wore a coat of scale
armor of bronze weighing five thousand shekels; on
his legs he wore bronze greaves, and a bronze
javelin was slung on his back. His spear shaft was
like a weaver’s rod, and its iron point weighed six
hundred shekels. His shield bearer went ahead of
him. Goliath stood and shouted to the ranks of
Israel, “Why do you come out and line up for battle?
Am I not a Philistine, and are you not the servants
of Saul? Choose a man and have him come down to
me. If he is able to fight and kill me, we will become
your subjects; but if I overcome him and kill him,
you will become our subjects and serve us.” Then
the Philistine said, “This day I defy the ranks of
Israel! Give me a man and let us fight each other.”
On hearing the Philistine’s words, Saul and all the
Israelites were dismayed and terrified. Now David
was the son of an Ephrathite named Jesse, who was
from Bethlehem in Judah. Jesse had eight sons, and
in Saul’s time he was old and well advanced in
years. Jesse’s three oldest sons had followed Saul to
the war: The firstborn was Eliab; the second,
Abinadab; and the third, Shammah. David was the
youngest. The three oldest followed Saul, but David

went back and forth from Saul to tend his father’s
sheep at Bethlehem. For forty days the Philistine
came forward every morning and evening and took
his stand. Now Jesse said to his son David, “Take
this ephah of roasted grain and these ten loaves of
bread for your brothers and hurry to their camp.
Take along these ten cheeses to the commander of
their unit. See how your brothers are and bring
back some assurance from them. They are with Saul
and all the men of Israel in the Valley of Elah,
fighting against the Philistines.” Early in the
morning David left the flock with a shepherd, loaded
up and set out, as Jesse had directed. He reached the
camp as the army was going out to its battle
positions, shouting the war cry. Israel and the
Philistines were drawing up their lines facing each
other. David left his things with the keeper of
supplies, ran to the battle lines and greeted his
brothers. As he was talking with them, Goliath, the
Philistine champion from Gath, stepped out from
his lines and shouted his usual defiance, and David
heard it. When the Israelites saw the man, they all
ran from him in great fear. Now the Israelites had
been saying, “Do you see how this man keeps
coming out? He comes out to defy Israel. The king
will give great wealth to the man who kills him. He
will also give him his daughter in marriage and will
exempt his father’s family from taxes in Israel.”
David asked the men standing near him, “What will
be done for the man who kills this Philistine and
removes this disgrace from Israel? Who is this
uncircumcised Philistine that he should defy the
armies of the living God?” They repeated to him
what they had been saying and told him, “This is
what will be done for the man who kills him.” When

Eliab, David’s oldest brother, heard him speaking
with the men, he burned with anger at him and
asked, “Why have you come down here? And with
whom did you leave those few sheep in the desert? I
know how conceited you are and how wicked your
heart is; you came down only to watch the battle.”
“Now what have I done?” said David. “Can’t I even
speak?” He then turned away to someone else and
brought up the same matter, and the men answered
him as before. What David said was overheard and
reported to Saul, and Saul sent for him. David said
to Saul, “Let no one lose heart on account of this
Philistine; your servant will go and fight him.” Saul
replied, “You are not able to go out against this
Philistine and fight him; you are only a boy, and he
has been a fighting man from his youth.” But David
said to Saul, “Your servant has been keeping his
father’s sheep. When a lion or a bear came and
carried off a sheep from the flock, I went after it,
struck it and rescued the sheep from its mouth.
When it turned on me, I seized it by its hair, struck
it and killed it. Your servant has killed both the lion
and the bear; this uncircumcised Philistine will be
like one of them, because he has defied the armies of
the living God. The LORD who delivered me from
the paw of the lion and the paw of the bear will
deliver me from the hand of this Philistine.” Saul
said to David, “Go, and the LORD be with you.”
Then Saul dressed David in his own tunic. He put a
coat of armor on him and a bronze helmet on his
head. David fastened on his sword over the tunic
and tried walking around, because he was not used
to them. “I cannot go in these,” he said to Saul,
“because I am not used to them.” So he took them
off. Then he took his staff in his hand, chose five

smooth stones from the stream, put them in the
pouch of his shepherd’s bag and, with his sling in his
hand, approached the Philistine. Meanwhile, the
Philistine, with his shield bearer in front of him,
kept coming closer to David. He looked David over
and saw that he was only a boy, ruddy and
handsome, and he despised him. He said to David,
“Am I a dog, that you come at me with sticks?” And
the Philistine cursed David by his gods. “Come
here,” he said, “and I’ll give your flesh to the birds
of the air and the beasts of the field!” David said to
the Philistine, “You come against me with sword
and spear and javelin, but I come against you in the
name of the LORD Almighty, the God of the armies
of Israel, whom you have defied. This day the LORD
will hand you over to me, and I’ll strike you down
and cut off your head. Today I will give the
carcasses of the Philistine army to the birds of the
air and the beasts of the earth, and the whole world
will know that there is a God in Israel. All those
gathered here will know that it is not by sword or
spear that the LORD saves; for the battle is the
LORD’s, and he will give all of you into our hands.”
As the Philistine moved closer to attack him, David
ran quickly toward the battle line to meet him.
Reaching into his bag and taking out a stone, he
slung it and struck the Philistine on the forehead.
The stone sank into his forehead, and he fell
facedown on the ground. So David triumphed over
the Philistine with a sling and a stone; without a
sword in his hand he struck down the Philistine and
killed him. David ran and stood over him. He took
hold of the Philistine’s sword and drew it from the
scabbard. After he killed him, he cut off his head
with the sword. When the Philistines saw that their

hero was dead, they turned and ran. Then the men
of Israel and Judah surged forward with a shout
and pursued the Philistines to the entrance of Gath
and to the gates of Ekron. Their dead were strewn
along the Shaaraim road to Gath and Ekron. When
the Israelites returned from chasing the Philistines,
they plundered their camp. David took the
Philistine’s head and brought it to Jerusalem, and
he put the Philistine’s weapons in his own tent.
