SCHOOLS’ CHIEF ADMINISTRATOR’S MESSAGE

Welcome to the UniSA SADA Schools’ Competition for 2015.

Debating is an important co-curricular activity that promotes the development of effective communication and analytical skills whilst improving students’ ability to work in a team. It is fantastic that debating continues to develop and remain well supported in South Australia.

The SADA is very grateful for the continued support of our major sponsor, the University of South Australia (UniSA). This relationship provides vital support to the SADA. We are pleased to be associated with one of the State’s leading education institutions.

Below I have summarised some of the key points to note about the Schools’ Competition in 2015.

1. The Number of Rounds, Postponements and Forfeits

After a success to the change in structure of the competition in 2014, the SADA is pleased to confirm that the forfeit system will continue to be used where a team is unable to debate on the night as scheduled in the SADA Schools 2015 Program (Program). The process for notification of forfeits is to occur by the relevant school coordinator of the forfeiting school filling out the official forfeit form on the SADA Website. For further information regarding the forfeit system, please refer to section 8 of the rules contained the Program.

2. Website

The SADA’s website (www.sada.org.au) continues to be a central portal to facilitate the administration of the Schools’ Competition. It should be used to access:

a) all relevant Competition forms;

b) the SADA’s extensive range of free education resources and information

about the SADA’s education programs;

c) the live ladder for teams to view their progress throughout the year;

d) general competition information; and

e) the forfeit form.

3. Zones

The 2015 Competition has been divided into 2 zones. While the SADA tries to ensure each school is placed into one zone, this is dependent upon team entries within each grade. An increase in the number of teams sometimes necessitates Schools with larger numbers of teams within the same grade to be split across the zones. This ensures that teams in the same grade, from the same school, do not verse each other, nor do teams verse the same opposition twice across the rounds.

4. Contacts

The Schools’ Chief Administrator directs the management of the Schools’ Competition. 2014 was my first year as Schools Chief Administrator. I look forward to continuing this role in 2015.

Each zone is managed by a Zone Steward, who ensures each round night runs smoothly. This year I welcome new Zone Stewards to the SADA Executive. For 2015 the Zone Steward is Hamish Richardson who is the primary contact for hosting arrangements and forfeit notification. Please do not hesitate to contact Hamish in relation to the running of debates in your zone.

Together, Hamish and I will be responsible for the management of the Schools’ Competition. I welcome you to contact me directly or through Hamish for any Competition queries or feedback.

I am confident 2015 will present another promising year for the SADA and our schools.

SCHOOLS’ COMPETITION RULES

Obedience to the Schools’ Competition Rules (the Rules) is a condition of participation

in the Competition. The Rules govern the 2015 Competition and cannot be relied upon

in subsequent years.

1. Zones

1.1 Schools are assigned to one or more zones.

1.2 Debates take place between schools in the same zone, except finals,

which are inter-zonal.

1.3 The Competition is administered by the Schools’ Chief Administrator

with the assistance of the Zone Stewards. Ultimate authority rests

with the SADA Executive.

2. Composition of Teams

2.1 Team composition must be consistent with the Rules. Any breach of

the rules reported to the Schools’ Chief Administrator or President will

result in a team automatically forfeiting the debate at the discretion of

the aforementioned members of the SADA Executive.

2.2 No student may debate more than once in each round without the

permission of the Schools’ Chief Administrator and the President.

2.3 Each team participating in the Junior, Intermediate B and

Intermediate A finals must field speakers who have spoken in the

team at least two times in the minor rounds.

2.4 Each team participating in the Senior A and Senior B Grade finals

must field speakers who have spoken in the team at least once in the

minor rounds.

2.5 Schools may field students in years 5-7 in the Junior Grade.

2.6 Intermediate B Grade is for beginner year 8 and 9 debaters. To

debate in this competition, no more than two speakers in a team may

have previously debated in the 2014 SADA Intermediate B

Competition or higher.

2.7 Intermediate A Grade is for confident and experienced year 8s and 9s

and novice year 10s. To debate in this competition, no more than two

speakers in a team may have previously debated in the 2014 SADA

Intermediate A Competition or higher.

2.8 Senior B Grade is for students in year 10 who have debated for a few

years, and for year 11 debaters who are less confident or

inexperienced. This grade is also for year 12s who are new to

debating.

2.9 Senior A Grade is for accomplished debaters from years 10 and

above who wish to debate at an advanced level.

3. Round Nights

3.1 Each team debates once per round, with the exception of ‘byes’.

3.2 There are six rounds for Junior and Intermediate B and A Grades.

3.3 There are five rounds for Senior A and B Grades.

3.4 Each grade has a three round finals series.

3.5 Debates are held on Tuesday and Wednesday nights from 6.30 pm.

Each round takes place over two weeks. Details regarding forfeits can

be found on page 11 of this program.

3.6 Round nights are held at schools. Finals debates are held at schools,

or an alternative venue as deemed appropriate by the SADA

Executive.

3.7 Each participating school must offer to host at least two debating

nights per year except where extenuating circumstances prevent

hosting from occurring.

4. Format and Scoring

4.1 All debates will be in the Australasian three-on-three format.

4.2 Each debate will be scored in accordance with the SADA Guide to

Adjudicating, available from the SADA Website.

4.3 Debates must not be filmed or recorded without the express

permission of Schools’ Chief Administrator or the President and the

consent of the opposing team prior to the commencement of the

debate.

5. Topics

5.1 Topics are set by the SADA Topic Selection Committee, which

consists of the Schools’ Chief Administrator, the IPSHA Competition

Administrator, and three Executive appointees.

5.2 The determinations made by the Committee will be final.

5.3 All debates in the Junior Grade are prepared topic debates.

5.4 Minor round debates in the Intermediate B Grade consist of five

prepared and one current events topic debates.

5.5 Minor round debates in the Intermediate A Grade consist of three

prepared, two current events and one secret topic debates.

5.6 All Intermediate B and A Grade Finals are prepared topic debates.

5.7 Minor round debates in the Senior B Grade consist of two prepared,

one current events and two secret topic debates.

5.8 All Senior B Grade Finals are secret topic debates.

5.9 All debates in the Senior A Grade are secret topic debates.

5.10 A team from any school may be required to debate any topic.

5.11 Intermediate A Grade teams are permitted to have a coach assist

them in the preparation of secret topic debates, in addition to three

speakers and up to two reserve team members.

5.12 Senior A and Senior B Grade teams may only prepare a secret topic

with three speakers and up to two reserves present.

5.13 Note that the topic will be released at the scheduled time for the

release of the topic, even if all of the speakers are not present.

5.14 Each team may take only a dictionary into the secret topic preparation

room, in addition to ordinary stationery and water.

5.15 Where secret topic preparation time has concluded and it is revealed

one team in a debate has prepared the wrong side of the topic, each

team shall have a further twenty minutes of preparation time.

5.16 Any breach of rules will result in the forfeit of the debate at the

discretion of the Schools’ Chief Administrator and the President.

6. Speaking Times

6.1 The speaking times for each grade are as follows:

7. Points of Information

7.1 In all Intermediate A, Senior B and Senior A Grade debates, points of

information may be offered to the speaker who has the floor by any

speaker of the opposing team.

7.2 A point of information is a conditional interjection to be offered by

debaters from the opposing team by standing and enunciating clearly

the words ‘point of information’. The speaker who has the floor must

clearly accept or decline the offered point of information.

7.3 If the point of information is declined the offeror must resume their

seat immediately.

7.4 If the point of information is accepted the offeror has a maximum of

15 seconds to ask a question or make a statement that is pertinent to

the debate.

7.5 Points of information may only be offered between the:

7.5.1 one and five minute bells in an Intermediate A Grade debate;

7.5.2 one and six minute bells in Senior B Grade debate; and

7.5.3 one and seven minute bells in a Senior A Grade debate.

7.6 When the floor is held by a speaker, the only time during which any

other speaker may speak so loudly that they are heard by the

audience, is for the purposes of offering or delivering a point of

information.

8. Forfeits

8.1 A team forfeits a prepared or current event topic debate if:

8.1.1 that team’s speakers are not present 15 minutes after the

scheduled time for the commencement of the debate;

8.1.2 it prepares the wrong topic, or the wrong side of the topic,

and is unable or unwilling to re-prepare in 20 minutes; or

8.1.3 it breaches rule 2;

8.2 A team forfeits a secret topic debate if that team’s speakers are not

present at the scheduled time for the commencement of the debate.

8.2.1 No time allowance is given for speakers who arrive late

during the preparation time or where a team prepares the

wrong side of the topic, subject to rule 5.15.

8.3 Each team has one non-billable forfeit. Each subsequent forfeit by

that team shall cause $90.00 to be deducted from their school’s bond.

8.4 A team forfeiting a debate must notify the SADA, through the relevant

school debating co-ordinator, as soon as it has decided to forfeit. A

failure to advise the SADA of a forfeit prior to 4.00 pm on the

scheduled day of the debate will attract a deduction from the school’s

bond of $30.00. This $30.00 penalty applies even if the forfeit is a

non-billable forfeit per rule 8.3. Any team which forfeits a minor round

debate remains eligible for finals.

8.5 Timeliness is paramount in the forfeit process.

8.6 To notify the opposing team and the SADA of the intention to forfeit,

the relevant school coordinator must fill out the official forfeit form on

the SADA Website.

8.7 Once the team has notified the opposing team and the SADA of the

forfeit, the forfeit is effective.

8.7.1 Schools should arrange forfeits as early as possible. The

only forfeits arranged on the day or day prior to a debate

should have been caused by illness or so forth.

8.8 The forfeit system is to be used in good faith. Schools should only

forfeits for valid reasons, including: illnesses to multiple team

members, involvement in school camps and compulsory activities,

examinations, etc.

9. Duties of the Host School

9.1 The host school must provide as many rooms as required to hold

debates. It is the responsibility of the host school to assemble the

furniture in these rooms ready for the debates. The Zone Steward will

notify the host school as to the exact number of rooms to be opened.

9.2 Bathrooms for both genders must be opened.

9.3 Separate preparation rooms for each team with a secret topic debate

must be available at the venue.

10. Finals

10.1 A team receives two points for a win, one point for a loss and zero

points for a loss by forfeit.

10.2 The eight teams with the highest points in each grade at the

conclusion of the minor rounds will advance to the finals.

10.3 Where there are two or more teams on the same number of wins at

the end of the season their ranking is determined by reference to

these teams’ average net margins. The average net margin is

calculated by adding together the margins by which a team won or

lost each debate and dividing that figure by the number of rounds in

which the team actually debated.

10.4 Where there are two or more teams with the same average net

margin they will be ranked by their average points. A team’s average

points is calculated by adding together their total scores for each

round and dividing that figure by the number of rounds in which the

team actually debated.

DISPUTE RESOLUTION POLICY

1. Introduction

This policy should be read in conjunction with the Rules. The objective of the policy is

to settle participants’ disputes or grievances in a timely, fair and thorough fashion.

Anyone involved with the Competition may contact the Schools’ Chief Administrator or

the Zone Steward on duty to discuss any matter. Preferably, disputes will be resolved

informally at this stage.

The Schools’ Disputes Tribunal (the Tribunal) consists of two members of the

Executive and the President, who shall chair the Tribunal. If any Tribunal member is

the subject of the dispute they shall be replaced by another Executive appointee.

2. Formal Complaints

A formal complaint may only be made by the co-ordinator of debating or the Principal of

a school. Formal complaints must be in writing and addressed to the Schools’ Chief

Administrator. The complaint must be made within one month of the event, unless the

Tribunal grants an extension of time. The Schools’ Chief Administrator will refer all

formal complaints to the Tribunal for consideration.

Adjudicator Appraisal Forms are reviewed by the Vice President Administration to gain

positive and negative feedback on adjudicators. An Adjudicator Appraisal Form may

serve as a formal complaint provided that is made clear on the form.

3. Determinations

The Tribunal shall consider all complaints. On any motion, where the number of votes

cast for and against is equal, the Chair shall exercise a casting vote. In making

determinations, the Tribunal shall be bound by the Rules.

4. Remedies

The Tribunal may:

f) override any of the Rules;

g) suspend or expel an adjudicator;

h) reprimand an adjudicator or school; and

i) order any other remedy the Tribunal deems appropriate.

It should be noted that a) above shall only be used in the most extreme circumstances.

The complainant may specify their preferred remedy but the Tribunal may elect to

impose a different remedy from that requested. The Tribunal shall not interfere with an

adjudicator’s decision arising from a properly constituted debate.

5. Procedure and Appeals

Usually complaints will be resolved on the basis of the written complaint and any

accompanying written submissions. However the Tribunal may conduct further inquiries

and receive additional evidence

The Tribunal shall, where practicable, issue written reasons to be made available to the

complainant and any third party the Tribunal deems appropriate. The Tribunal may

elect to announce the result and provide written reasons later.

The Executive shall hear appeals from the Tribunal. An appeal is only permitted on the

grounds that the Tribunal made a clear and manifest error or did not hear the complaint

fairly. The full range of remedies provided for in this policy shall be available to the

Executive. The Executive however shall not interfere with an adjudicator’s decision

arising from a properly constituted debate.

On the Executive, the members of the Schools’ Disputes Tribunal and the subject of

the complaint (if a member of the Executive), shall not vote on the determination of the

appeal, nor in any procedural vote which may affect the outcome of the determination.

Where one person holds more than one position on the Executive, that person shall

only exercise one vote. On any motion, where the number of votes cast in favour

equals the number cast against, the appeal shall fail.

HARASSMENT POLICY

The SADA forbids any kind of harassment towards any person associated with the

Competition and will work with stakeholders and external authorities to prevent

harassment.

1. Definition

Harassment is any remark or invasion of personal physical space with the intention of

making another person feel uncomfortable. Harassment includes: offensive comments

directed at any person (e.g. remarks about a person’s appearance), offensive

comments of a general nature (e.g. racist comments) or invading an individual’s

personal space in such a way as to make them feel uncomfortable (e.g. pushing).

2. Steps to be Taken by the Subject of Harassment

Subjects of harassment should tell the harasser that his or her behaviour offends them

and that it will be reported if it continues. If the harassment continues it should be

reported to an adjudicator, Zone Steward or Schools’ Chief Administrator and, where

applicable, a student’s coach or teacher in charge.

3. Harassment During a Debate

The Adjudicator will interrupt the debate and warn the harasser of his or her behaviour.

The Adjudicator will report this to the Zone Steward after the debate. In the most

extreme circumstances the Adjudicator may stop the debate. A speaker’s score will

reflect the harassment.

4. Steps to be Taken by the SADA

The SADA will take any action that it deems appropriate under the circumstances,

which will usually involve referring the incident to the Schools’ Disputes Tribunal in the

first instance.

Tuesday 5th May

Linden Park Primary School, 14 Hay Road, Linden Park, SA 5065 Linden Park Primary School is located at 14 Hay Road, Linden Park. Debates will be held in the Middle Years Buildings. These buildings are located towards the western end of the school. Parking is available to visitors along Hay Road and Highfield Avenue.
