Cooch Behar District Profile

In English the district is named as Cooch Behar, whereas in Bengali it is known/named as KochBihar (pronounced as Coach-Bihar), which means the land throughwhich the "Koch" Kings used to travel or roam about ("bihar").

In course of time, Cooch Behar has been transformed from a kingdom to aState and from a State to the present. status of a district. Before 28th August 1949,Cooch Behar was a princely State ruled by the king of Cooch Behar, who had been afeudatory ruler under British Governnment. By an agreement dated 28th August, 1949the king of Cooch Behar ceded full and extensive authority, jurisdiction and power ofthe state to the Dominion Government of India. The transfer of administration of thestate to the Govt. of India came intoforce on 12th September, 1949. Eventually, CoochBehar was transferred and merged with the province of West Bengal on 19th Janu-ary, 1950 and from that date Coach Behar emerged as a new District in the adminis-trative map of West Bengal.

In fact, being the place of the Raj (monarchy), the district captures the bygoneglorious past in the moods of local people even today. The peace loving people ofCooch behar even boast of this beautiful city where the Maharajas (kings) used tostayand neyer tires, if not laments in excitement, narrating the Raj stories. It is obvi-ous that anyone who has visited Cooch Behar city cannot keep sound in not appreci-ating this beautiful planned city with infrastructure quite similar to any modem plannedcity. Moreover, the place is so quiet & calm, void of the hassle-n-bustle of busy cities.And above that the climate here like the rest of North-Bengal is just fine to let you feelthe freshness & beauty of nature all around.

ABOUT USThakur Panchanan Mahila Mahavidyalaya is a Post-Higher Secondary educational institution dedi-cated to the promotion of higher education for the growing female student population of the districtof Cooch-Behar for over 34 years in the very heart of Cooch Behar town. Education being the onlyinstrument ofupliftment of the down trodden and oppressed, the college was established in 1981 topromote Education and awareness among the women in general and backward and schedulecastes and tribes in particular. Thus opened a new chapter in the Academic annual of the Univer-sity of North Bengal. The College was named after the social reformer and educationist ThakurPanchanan Barma (1872-1935) who devoted a part of his career for the bettennent, upliftment ofthe backward, scheduled caste, tribe & women in particular. We are happy that the bust of ThakurPanchanan Barma has been installed in the college campus on 10th March, 2012.

History

Thakur Panchanan Mahila Mahavidyalaya is the only girls' college in the district of Cooch Behar,West Bengal. It was established on the 18th day of September, 1981. It is affiliated to the Univer-sity of North Bengal. Initially the college started with a few students at Sunity Academy, theGovernment School for girls. It was shifted to a semipermanent structure near Rajbari Campus on2nd July, 1982. The foundation stone of the present college building at the new site was laid byrespected Jyoti Basu, the then Hon 'ble Chief Minister, Govt. of West Bengal on 2nd December,1997. The inaugural ceremony of the newly constructed college building is being held on theauspicious 25the Baisakh, Rabindranathe Tagore's, Birthday 9the May, 1999. Late Kamal Guha,the reknowned Social Worker and former MIC, Deptt. of Agriculture, Govt. of West Bengal was oneof founder member who extended their whole hearted co-operation towards the establishment ofThakur Panchanan Mahila Mahavidyalaya, the only girl's college in the district.

We are grateful to the DPI, Govt. ofW.B., District Administration, UGC, North Bengal DevelopmentDepartment, North Bengal University, local MLA and Secretary, P.W.D. Parliamentary Affairs Govt.of West Bengal Sri Rabindranath Ghosh, whose active and sincere Co-operation has madeitpossiblefor the College to get the present firm footing and new look with a promising future lying in store forit. We are greatful to Late Amar Ray Pradhan, Ex. MP, Cooch Behar, Sri Debabrata Biswas, Ex.MP(Rajya Sabha), Sri Tarini Kanta Ray, former MP(Rajya Sabha), Sri Dipak Sarkar EX.-MLA,Cooch Behar (N) who helped this institution in the initial stages of its journey.

The college obtained UGC's recognition under section 2(F) & 12(B) in December 1993 and wasaccredited in 2004 by NAAC and was awarded C+ Certificate. The college is the first in the districtto undergo the process of accreditation.

The college offers only B.A. Honours and General course with the subject option of B.A. Honoursin Bengali, English, History, Philosophy, Political Science, Geography, Sanskritfand B.A. generalin Bengali, English, History, Philosophy, Political Science, Economics, Sanskrit and Geography& Education.

Under Career Oriented Programme (C.O.P.) self-financing courses are available at a very nominalcourse fees. Subjects offered are Women Studies, Communicative English, Computer Applica-tion, Travel & Tourism Management. Courses offered are Certificate, Diploma and Advance Di-ploma. These programs contribute to the goal of preparing students to compete in the globaleconomy. A Computer Laboratory with 26 computers has been opened for the students of Com-puter Application Course. A Gym is opened with UGC'S grant. NCC & NSS units of the College arerunning with full vigor.

Thakur Panchanan Mahila Mahavidyalaya is trying to promote universal and equitable access toeducation and developing in students the knowledge, confidence and requisite skills to becomethe lifelong learners and competitors in a dynamic global market place.

LOCATIONThakur Panchanan Mahila Mahavidyalaya is located in the heart of the District Town of CoochBehar adjacent to Rabindra Bhavan. It is about 5 km. from New Cooch Behar Railway Station.Town Railway Station is only 1 km. form the college.

Cooch Behar, the Heritage Town is connected to all important cities of India. It was reigned by theMaharajas of Cooch Behar who maintained the traditions of granting patronage to learning andletters and laid the foundation of education in ancient Cooch Behar almost 180 years back. CoochBehar is a Bordertown and surrounded by Nepal, Bhutan in North and Bangladesh in South and East.

The nearest airport is a Bagdogra which is nearly 130 km. from Cooch Behar town.

The Campus area of the college is 0.95 acres. There is two three-storeyed building. There is asmall court yard.C.O.P. are held as per routine. There are eleven (11) full time teaching staff andten (10) part time teachers and eight (8) Guest Teachers. Two (2) teaching posts and six (6) Non-teaching posts are lying vacant. Requisition for teaching staff and creation ofNTS posts has beensubmitted with the appropriate authority. The infrastructural developments ofthe college are beingmade possible with the grant form UGC, MP, MLA and North Bengal Development Department.

The college is trying to bring modem technological facilities with the financial help from UGC andDPI'S State level performance grant, Govt. of West Bengal. The process of Computerisation of theLibrary and office has started. To complete automation for office, Library, Academic tasks andonline admissions the college has purchased servers and original softwares. Staff training in com-puter has been provided.

COLLEGE LIBRARY

The college library has a collection of nearly 16,000 (Sixteen thousand) Books on date. It hasperiodicalsJoumals,magazines in its collection. Daily Newspapers and Employment news arekept in the library. Students sit in the Library to read and discuss. They can enjoy the AudiovisualProgrammes meant for them. There is a Library Sub-Committee to assist in necessary modifica-tions and corrections and making the Library facilities more and more leaner-friendly.

The Library remains open on working days round the year. A three storeyed Library building hasbeen constructed with the fund granted by the Director of Public Instruction (D.P.I), Govt. of WestBengal College Governing Body. The library remains open on Sunday when SC/ST/Minority Re-medial classes are run. Detailed Library rules are available in the library. Mobile Phone is strictlyprohibited in Library.

FUTURE PLAN

The college has a future plan to further the academic span and students capacity towards selfreliance.

a) To open General course in Sociology.

b) To open Honours courses in Education.

c) To open the science stream (general) for the students in near future.

d) Computer Education: to open Bachelor in Computer Application (BCA) degree to meet theneeds of the day in near future.

e) Vocational Courses: to open training course in tailoring. Needle work and knitting, Beauticiancourses to make our students self sufficient after their graduation.

f) To construct a girl's Hostel & Classrooms in newly acquired campus.

g) To create teaching and non-teaching posts.

h) To shift the Library & Geography Laboratory in New Bldg.

i) To complete the Re-Accreditation by NAAC.Within 2016-17.

After admission every student is to get registered under the affiliating university i.e. theUniversity of North Bengal. All admissions are provisional until the Registrations areapproved by the university. Admission are liable to be cancelled if not approved by theUniversity of North Bengal.

REGISTRATION

1. Students shall abide by the rules and regulations for the discipline and developmentof the college.

2. Students are required to put in the minimum attendance of not less than 75 percent ofthe working days of the Academic Year till the Text Examination starts.

3. Eligibility to sit for the test & final examination may be withdrawn as per NBU normsin respect of the students who do not fulfill conditions regarding the prescribed atten-dance.

4. Students must be punctual and regular in attending classes.5. Students shall be properly and neatly dressed within the college premises.6. Students will co-operate with the college authorities in keeping Classroom, Premises,

Staircases and office neat and clean.7. As there is a college canteen in the Premises, students are expected not to patronise

wayside eating on the streets.8. Students must not absent themselves from the college examination without the pre-

vious permission of the Principal.9. A student will be liable to disciplinary action for violation of any rules as provided under

the rules of the University of North Bengal.10. Students must not smoke or take any other intoxicated items or use sun glasses in

the college premises and must not do anything outside the college that will in anyway interfere with its orderly administration and discipline of the college.

11. Mobile phones are not allowed in the classroom. Mobile phones are never be chargedin the college.

12. Students should not be found loitering during college hours. While moving from oneclass to another students should keep to the left, walk in single file and observesilence.

13. Students should not crowd near the Principal's Chamber, Teachers' Common room,staircases and in the office and in the Library.

14. Students are prohibited from organising meeting, entertainments and collectingmoney without the permission of the Principal.

15. No student will be allowed to take an active part in current politics or religion orimposes her opinion on anyone. Academic atmosphere should be maintained inproper way.

16. No student shall communicate any information about any matter concerning thecollege to outsider. The Principal shall be happy to redress the grievances lodged bythe students to the grievance redressal cell.

17. The name of the student will be struck off from the Register if she remains absentfor consecutive fifteen days from the date of commencement of classes.subject. Notice in this regard to be followed. .

18. Students should use their residential address for their personal postal matters.19. Students will be provided with college identity cards to carry with themselves in and

outside the college premises.20. 75% class attendance is mandatory for appearing in university/ Final UG Examina-

tion.21. Students' attendance is mandatory while taking admission.

Health Awareness Programme has been introduced for the students of the college asan extracurricular activity. The prime objective is to make the students aware of thegeneral health mattters and to give them an idea about how to take precaution againstdiseases. Special classes on AIDS awareness are conducted annually with the co-operation of the District Health Authority. Generally 1 st year students attend the class.Poster competition on environment are organised for the student. Dr. Gopa MajumdarAssociate Prof. in Bengali acts as the co-ordinator of Health Awarenes programme.

IX . CO-CURRICULAR ACTIVITY

The college provides ample opportunities to the students to achieve a multifacetedpersonality development. Students are encouraged to participate in the activities likeNSS, NCC which help the students to grow their personality.

Students are enrolled for the National Service Scheme. Our units conduct various so-cially useful projects through out the year. College takes the extension activity throughNSS, NCC. NSS undertakes community development programme in their camps, En-vironmental awareness , Aids awareness, Blood donation camp, Eye Refraction CamP,Tooth Care Camp, General Health Camp for the students. Local doctors are called onto conduct the camp organised.-NSS and NCC cadets and general students partici-pate in the programme. NSS volunteers clean the college campus and the surround-ings. Plantation in the campus "is undertaken by the NSS volunteeS. 'International NonViolence Day·s observed jointly by NSS & NCC unit of the college on 2nd October everyyear. Students undertaking NSS training in UG level may get grace marks while takingadmission in P.G. level.

The unit of 7th Bengal Girls BNNCC affiliated to Darjeeling Group Headquarters (GH)has been introduced from the Academic Session 2008-2009 with a view to groom theyoung girls into responsible deciplined citizens of India.

In a very short span of time, our students have been shown keen interest andhave participated in various activities conducted by NCC. Two of our cadets bagged 1stprize for cultural events. In keeping with the motto of NCC i.e. Unity and Dicipline, it isthe goal of every cadet to realise the importance of self-reliance, teamwork anddignity of Labour.

The first commander .of the unit is Smt. Pemu Tshering Lepcha, Assistant Prof.in the Department .of Political Science. She is the caretaker .of the TPMM unit of NCC.Sri. Bijay Biswas, NT Staff is working under Smt. P.T. Lepcha as NCC Assistant.

National Cadet CorpsN. C. C.

The authority provides all the facilities to give the necessary fillip to sports in thecollege. The college has been participating in the Inter College District Sports Meetorganised by the Directorate .of Public Instructions (DPI), Govt. of West Bengal. AnnualSports is organised and the champions and the runners are selected to participate inthe inter college compitition. The college bagged the Runners Prize in the district InterCollege Sports Meet - 2008 sponsored by the Govt. of West Bengal. Two Studentsparticipated in the D.P.I's Athlet meet at Yubabharati Kriangan, Kolkata, in 2012. In 2013five students participated in the DPI's Game in Cooch Behar.

College does not have any play ground of its own but being located close toMaharaja Jagatdependra Narayan Stadium, the Annual Sports by the college and pa-rades could be held and practiced by the students under the guidance .of the teachersin the stadium. The college also takes the facilities .of the Rabindra Bhawan ground forthe games and N.C.C. parade practices.

In the girls common room there is provision for lndoor games like Table Tennis,Carrom. Girls play Badminton & Voley Ball in the college The Governing Body has takenthe initiative to sponser personal sports items required by the Champion of CollegeAnnual Sports.
