Present system• Salary is based on

– The salary scale according to the function exercised– The age of the person.

This determines the basic wage and is listed in tabular form (our salary scales).

• On top of the base salary, come the so called "deltas": – 1 delta = difference from current base salary and the higher salary

scale, according to the age of the person– Principle: every two years, you get 1/8th delta, which are

accumulated within your salary scale: the delta_cumul

Salary = basic wage + delta_cumul

Extract of the salary scales

Characteristics of the current payment

1. Basic wage depending on the age (discrimination according to Europe).

2. Payment increase is automaticaly assigned Every two years there’s an increase with 1/8

delta

4

New situation <-> present situation: basic principle

• Present situation:

Salary = basic wage (according to salary scale and age) + delta_cumul (automaticly 1/8 delta every 2

years)

• Proposition for new situation: Salary = basic wage (according to salary scale and career

experience) + wage supplement_cumul (according yearly

review)

New situation: basic wage based on ‘career experience’

• Basic wage depends on ‘career experience’.

• Career experience increases yearly with 1 year.

• This results in a new table: the career experience scales

6

Important notes when converting the salary scales

Every employee finds his place in the new salary scales according to his present salary:

Ex : an employee at the age of 31 will be included with a career experience of 10 years, loopbaanervaring 10 jaar ingeschaald worden ex. Your age minus 21 years

For new employees all years will be considered as ‘career experience’

New situation ‘wage supplement’: principle

Principle:

• Yearly every employee is reviewed• The result of the review determines the wage

supplement

• The assessment is based on an annual interview (performance appraisal and review).

9

Annual interview:

Annual meeting with the supervisor has two parts: :

1. Part ‘review’:• Assessment of competencies and performance by

viewpoints

2. Part ‘performance appraisal ’ = existing “functioneringsgesprek”:

• Two way conversation• Motivational feedback• Adjustments

globale beoordeling

nieuwe afspraken en doelstellingen

10

Assesment, review by 10 points of view• Knowledge of the work (theoretical and practical)

“ease by which specific work problems are solved ”• Quality of work

"Work is accurately and fully implemented?"• Sense of organization

"Is the work organized, orderly and systematically executed?"• Efficiency

"Work is done in an efficient way?"• His devotion to duty

"Command is executed always reliable, even without control"• Initiative

"Spontaneously see, learn and come up with solutions"• Collaboration

"Is a team player and is valued by colleagues'• Safety Awareness

"Exemplary safety behavior in word and deed"• Adaptability

"Continues to function well in changing circumstances"• Communications

"Exchange information on a transparent and honest way"

11

Assesment, part review : leeds to a global score

• There is given one score = de global score: “very good” (A), “good” (B) of “sufficient (C)”

The score determinates the wage supplement

score C : 1/16 delta (as a percentage of the basic salary )score B : percentage van ‘score C’ * 1,1score A : percentage van ‘scoreC’ * 1,2Exceptional somebody can get unsufficient, in this case there is no wage

supplementIn case of long term absence (6 months) the person get’s score D (= 1/16)

Distribution by the employee population :20% C / 60% B / 20% A

12

Example of an employee on scale A 4

Conversion from delta’s to percentual wage supplement• The new wage supplements will be granted in april• In 2012 the already received delta’s of all employee’s will be

converted in D-scores. A D-score is a neutral score which represents a wage supplement (as a percentage of the basic wage) that is equal to the present 1/16de delta.

• In april 2012 the first wage supplement will be granted based on the assessment year 2011

• The cumulative wage benefits are acquired but can not rise above the following scale (the 8 / 8 can be reached)

14

What when mutation to the following salary scale?

• Present situation• When you already obtained 6/8 of 7/8 delta you get 1/8ste delta

in the new salary scale

• New situation • If you’re already payed 12 years or more in the current salary

scale you automticly obtain two D-score in the new salary scale.

Appellate Procedure

• The employee can, if desired with the assistance of a union delegate, appeal against the assessment with the head of the department. If no consensus is reached the employee can ultimately, appeal to the head of Personnel Management.

• This appelate procedure will be fine-tuned in a joint working group.
