Executive Summary
Polegate School is located in Polegate, East Sussex in the North of Polegate bounded by the cuckoo trail to the East, housing to the West and School Lane to the South. For the 2016-17 school year there was a predicted roll of 425 pupils. The proposed development at the school is an expansion to allow the school to have 3 forms of entry adding an extra 210 pupils (30 extra pupils per year) over 7 years bringing the school to have a total of 630 pupils after 7 years. The proposed expansion does not represent an increase in the catchment area of the school but is intended to bring the schools size in proportion to the number of 1st choice preference applications it receives at present in the existing catchment area. At present the school is 1st choice preference for 79 children but was only able to admit 60 pupils for the 2016-2017 school year. The proposed school expansion will provide new school facilities and provide an additional 8 parking spaces for staff. New cycle parking facilities and lockers for cycle equipment will be provided as part of the expansion and redevelopment. Cycle parking provided will be in line with East Sussex County Council guidelines on cycle parking for primary schools. At present, parking surveys have observed that the current parking by parents dropping of pupils has no material impact on the operation of the road network surrounding Polegate School. The expansion of the school would generate at most an additional 42 car journeys to the school. This represents a high estimate if the proportion of pupils travelling to school via car will remain the same after expansion. The school travel plan will be continued to be promoted and mitigation has been proposed in improving footways and reintroducing a crossing patrol will maximise the number of pupils that travel to school by non-car means. In addition, a raised table crossing is proposed in front of the school to provide a safe crossing point over School Lane and act as a traffic calming measure. The expansion of the school will provide an additional 8 parking spaces. Relative to the increase in staff for the expansion this means that there should be no extra parking required on the road network that surrounds Polegate School. Overall there is no highway or transport impacts to reject the proposed school expansion development.

1 Introduction
Context
1.1 This report has been prepared for Polegate School in conjunction with the above development and
no responsibility is accepted to any third party for all or part of this study in connection with this or
any other development.
1.2 GTA Civils Ltd has been commissioned by East Sussex County Council to prepare a Transport
Statement in connection with the proposed expansion of Polegate School, Oakleaf Drive, Polegate,
East Sussex, BN26 6PT.
1.3 This report has been prepared in accordance with East Sussex County Council (ESCC) guidelines.
The Report
1.4 This Transport Statement considers:
The existing site and the proposed development;
Transport infrastructure and services serving the school;
The existing school travel patterns and local highway network;
The transport impacts of the proposed development; and
Summary and Conclusions.
1.5 The report is provided within the context of the rescinded DfT Transport Assessment Guidance that
for non-residential institution developments a Transport Statement is required for increases of
500sqm up to 1000sqm.

2 Existing Site
2.1 Polegate School currently caters for pupils aged between 4 and 11 with an admission of 60 children
per academic year. The school has 2 forms of entry, and comprises of 14 classes across the school
with a total of 420 pupils.
2.2 The school is located on the outskirts of Polegate town. It borders the Cuckoo Trail, a disused
railway line connecting Eastbourne via Polegate and Hailsham to Heathfield and beyond which is
now a cycle path/walkway. It is approximately 4 miles inland from Eastbourne and approximately 4
miles south of Hailsham.
2.3 In addition to the main school buildings the school currently has an on-site swimming pool and
storage building. There are also 2 playground areas, a playing field and an on-site nursery with
outside play area.
2.4 The school has its own Travel Plan written in 2017, this document is held in Appendix A. The School
Handbook also provides parking guidelines, this can be found in Appendix B.
2.5 The school currently has more applications for spaces than it does spaces within its existing
catchment area. For the 2016-2017 year there was 79 first choice preferences and 138 total
preferences compared to the admission total of only 60 pupils. This can be seen in Appendix C.
2.6 Figure 2.1 shows an aerial view of the site. The red line shows the approximate site boundary.

3 Transport Infrastructure and Services
Highway Network
3.1 Oakleaf Drive/School Lane is a residential road linking to the B2247. The nearest junction to the
A27 is approximately 820 metres from the school.
3.2 There are parking restrictions on School Lane preventing parking on the South-Eastern side and
parking is not allowed on the grass verge at the corner of school lane and the play-park, bollards
are in place to prevent this. Parking is also restricted for the entire frontage of the schools site onto
Oakleaf Drive. There is a footway on both sides of the road of approximately 1.6 metres in width
with an additional grassed section between the footway and the road. The carriageway is
approximately 4.8 metres in width.
3.3 In addition, there is a footway that runs along Windsor way to the entrance of Polegate Library and
Community Centre that then continues as an alley way connecting to Station Road. The alleyway
footpath is approximately 2.2m wide and is fully lit. It connects to Station Road adjacent to the row
of shops and near to the signalised crossing adjacent to the mini-roundabout.
Public Transport Network
3.4 There are good public transport links to the neighbourhood. There are several public bus services
which run through Polegate in the vicinity of the school, however only 2 of these provide a daily
service that could provide suitable transport to and from the school. The details of the bus services
are provided in Table 3.1.

3.5 The Stagecoach Bus Services (54, 56,57,58) provide regular daily services at times which would allow
a suitable commute to the school for parents and children as well as members of staff.

3.6 The nearest bus stop to the school which provides access to the services above is approximately
203metres from the school’s entrance and is on Hailsham Road adjacent to the Hailsham Road-
School Lane priority junction.
3.7 The nearest railway station is Polegate Station, located approximately 600metres from the school,
approximately a 7-minute walk. This station is served by Southern and provides a regular service to
and from Eastbourne, Lewes, Brighton and Hastings.
Walk / Cycle Facilities
3.8 Oakleaf Drive and the surrounding roads are residential and although there are no dedicated
cycling facilities directly serving the school the roads and ample footways provide suitable access
by cycle to school and by foot.
3.9 The main pedestrian routes to the school are via footways on both sides of School Lanes and a
footway through and alley that connects Station Road to Windsor way. Both routes are fully lit by
street lighting.
3.10 The route via school lane has a 1.5m wide footway along the North-Western edge of the road and
a 2.2m wide footway on the South-Eastern edge. Crossing over Old School Close and Charles Moore
Court are provided via dropped kerbs. The route along the South-Western side of School Lane
crosses in front of the school via dropped kerbs. Footways are in good condition and are well
maintained.
3.11 The route via the alley way connecting Station Road and Windsor Way starts near the signalised
crossing on Station road adjacent to the mini-roundabout which has access adjacent to the row of
shops on Station Road. It then continues through the alley way to connect with Windsor way. This
then connects to a footway along the Southern side of Windsor way that crosses to the school via
a dropped kerb crossing on School Lane.
3.12 The school provides on-site cycle parking for up to 40 bicycles, this space may also be used for the
parking of push scooters which some pupils use to travel to school.
3.13 Polegate Schools travel plan indicates that they provide cycle parking and lockers for cycling
equipment such as helmet on site, they also run a cycling proficiency course to encourage cycling
to the school.

3.14 School mode of travel census data from 2011 indicates that 60.3% of pupils walk to Polegate school.
As the expansion is not increasing the catchment area but expanding the school to accommodate
the number of existing applications from the current catchment area the percentage of pupils
walking to the school is likely to remain the same at 60.3%. The survey data is contained in
Appendix D.
Parking
3.15 The school encourages pupils and staff to reduce car use and to walk to school where possible,
utilise car sharing or park away from the school and walk in. The school handbook clearly sets out
the school’s expectations with regards to parking.
3.16 There is a car park within the school site for use by staff and has 27 spaces. Vehicles using the car
park are required to display a ‘Polegate School Parking Permit’. As there is presently 79 staff this
represents a ratio of 0.34 parking spaces per member of staff.
3.17 In order to assess the parking situation in the roads surrounding the school during peak hours for
pupil drop off/pick up a parking survey was conducted on 21/09/2017.
3.18 The full parking survey can be found forming Appendix E of this transport statement.
3.19 Figure 3.1 shows the approximate area surveyed during the car parking survey.

3.20 The results of the parking survey for each of the streets surveyed is shown in Table 3.2 for School
lane, Table 3.3 for Windsor Way section 1 (Oakleaf Drive to community centre access), Table 3.4
for Windsor Way section 2 (Community Centre access to edge of library), Table 3.5 for Oakleaf

3.21 When parking has been observed as being at or above the capacity of the road, the excess clears
out in a maximum of 20 minutes. This can be observed in the parking survey results as all sections
surveyed that have been at 90% or greater capacity have seen the capacity drop to 70% or lower
20 minutes after the highest level of capacity is filled.
3.22 The Parking survey indicates that the surrounding roads, such as Windsor Way and Oakleaf drive
have some capacity for pupil drop off and can help mitigate the extra traffic that will result from
the expansion of Polegate Primary School. It should be noted that the parking survey indicates that
the volume of parking on the surrounding road network was not observed to have any operational
impact on the roads.

4 Proposed Development
4.1 The site layout proposals for the expansion of the school have been included in Appendix F. The
proposals for the external layout comprise of 4 key areas:
Installation of a 2-storey unit (800 sqm over 2 storeys), entrance courtyard (445 sqm) with new fencing, signage, landscaping and tree works (500 sqm). An extended junior playground with new cycle shelters and play equipment storage;
Additional parking (265 sqm), remodelled nursery play area (260 sqm). Associated boundary landscaping and new signage;
Reception hardstanding (75 sqm) and making good grassed are adjacent to kitchen extension (100 sqm)
Additional multi-use games area (690sqm) and option for all weather pitch (2630 sqm)
4.2 Admission numbers will increase from 60 to 90 pupils per academic year, generating a gradual
increase in pupils enrolled from 420 to 630 over 7 years. The planned increase in admissions was
to commence in reception in September 2019. However, because of increased demand due to new
housing developments in the Polegate area, demand for school places has increased in recent years.
Therefore, the School admitted 90 children in September 2016 and will do so again in September
2017.
4.3 To accommodate the increase in pupils planning permission was granted and a mobile classroom
was installed in the school in 2016. The planning application number for the mobile classroom is
F/167/0565.
4.4 School opening times will be kept as they are at present with a ‘drift in’ policy in effect. This means
pupils will be expected to arrive for 08:50 with lessons beginning at 09:00. Infants will finish school
at 15:15 and juniors will finish at 15:20. The school also operates a breakfast-club and an after-
school club. The Breakfast-club is open from 07:30 each morning and the after-school club runs
from the end of the school day until 18:00 and pupils may be collected at any point from 16:30 to
18:00.
4.5 The expansion is not proposed to increase the catchment area of the school. Instead the expansion
is intended to increase the capacity in relation to the number of applications the school receives
from its existing catchment area which is currently greater than the capacity of the school.
4.6 There are no proposed changes to the vehicle accesses to the school. The existing access will remain
as at present on Oakleaf Drive.

4.7 An additional 8 parking spaces for school staff are to be provided as part of the development
bringing the total parking availability to 35 spaces with 2 disabled bays being provided. The parking
provision means that after the expansion has been completed there should be no increase in staff
numbers requiring to park on roads surrounding the school.
4.8 The expansion will provide 48 cycle parking spaces in line with ESCC standards for cycle parking in
primary schools. Given the current proportion of pupils that cycle/use scooters to get to schools
this should be sufficient for the expansion and provide spaces to encourage more pupils to cycle
or scooter to school. The cycle parking provided will also be able to be used for scooters
encouraging pupils to scoot to school.
5 Development Impact
General
5.1 The proposed expansion of the school will enable the school to accommodate 210 additional pupils
over a period of 7 years and approximately 11 extra members of staff.
5.2 The proposed expansion will not be increasing the catchment area of the primary school, instead
the expansion is intended to deal with the number of applicants that exist in the current

5.3 In order to calculate the likely traffic and parking generation for the proposed development, this
report draws on data from the 2011 Census for Polegate School.
5.4 Figure 5.1. shows where pupils currently attending the school live and is taken from the National
School Census Data 2016.

5.5 As the school is located in a residential area the vast majority of pupils that attend the school live
in close proximity to the primary school with the furthest travelling from 1.7km away as evidenced
in applying for school data for the 2016/2017 school year.
5.6 2011 census data for pupil travel to school data is shown in Table 5.1.

5.7 Table 5.1 provides a clear picture of how pupils chose to travel to school in the local area. The
information demonstrates that the largest proportion of pupils (60.3%) travel to the school by
walking, this reflects the fact that the clear majority of the pupils live within a short distance of the
primary school. A small percentage (3.4%) travel to the school by bicycle. 36% of pupils arrive via
car.
5.8 Based on the proposed additional 210 pupils, this would equate to:
Approximately 126 extra pupils arriving by walking;
Approximately 8 extra pupils that would travel by bicycle;
Approximately 76 extra pupils being dropped off via a car.
5.9 The consideration of average car occupancy should be applied for parents with more than one child
attending the same primary school. This data, shown in Appendix G, has been derived from the
2011 Census for the Polegate North Ward, in relation to ‘Families with Dependent Children’ on the
basis of the following:
36.25% of families with dependent children have 1 dependent child
48.13% of families with dependent children have 2 dependent children
15.63% of families with dependent children have 3+ dependent children
5.10 The total number of dependent children per 100 families with dependent children in Polegate North
Ward is therefore 36.25 + (48.13*2) + (15.63*3) = 1.79. Overall, the average number of dependent

children in all families with 1 or more dependent children = 1.79. More simply put, the average
family sending children to school sends 1.79 children.
5.11 Based on 36% of pupils travelling by car, the additional 210 pupils would generate approximately
76 pupils travelling to the school by car. With the vehicle occupancy factor applied for siblings, the
number of cars used for pupil drop-off and pick-up would therefore be approximately 42, (76/1.79)
for the additional 210 pupils. This would represent an additional 6 cars for each year of the
proposed school expansion.
5.12 The parking survey indicates that there are 13 additional nominal parking spaces at busiest time in
the AM peak and 21 additional spaces in the afternoon peak at busiest times. However, this does
not accurately represent the length of time that parent’s park when dropping off or picking up
pupils as they are likely to stay for approximately 2-5 minutes whereas the parking survey has been
conducted with 15-minute intervals. As a result, it is likely that the parking availability is significantly
greater. The parking survey also covered a limited area on streets around the vicinity of the school.
Given the full length of Windsor way and Greenleaf Gardens in addition to Malcolm Gardens there
will be additional parking availability which can cope with the maximum of 42 extra cars dropping
off and picking up pupils.
5.13 In addition, the extra 12 staff parking places provided will help relieve the parking situation on the
surrounding roads as staff who at present park on the roads surrounding roads will be able to park
in the school nominally freeing up an additional 12 parking spaces for the whole school day. This
would mean for the first year of expansion there would be a nominal increase of 6 parking spaces
on the surrounding network as there will be 12 cars moved to the staff car park and only an
additional 6 car journeys as a result of the expansion.
5.14 It should be noted that the expansion of the school does not represent an increased in area of the
catchment area. In 2017, 96 parents/carers selected Polegate School as a first preference however
as Polegate School is presently two forms of entry only 60 spaces were available. The expansion
would make Polegate School a three forms of entry primary school and would draw the capacity of
the school in line with demand from the local catchment area. For further details on this please see
Appendix C.
5.15 As a result, the forecast additional car journeys represent a worst-case scenario as it can be
anticipated that the number of pupils living within close proximity to the school will also increase
and thus an uptake in the overall percentage of pupils walking and/or cycling to the school can be
anticipated.

5.16 The schools travel plan will be continued to be promoted to encourage travel to the school by non-
car means and this should maximise the number of non-car journeys to the school over the 6-year
expansion period.
Parking
5.17 After the expansion the school will provide 35 parking spaces and will have 90 staff. This represents
a ratio of 0.38 parking spaces per member of staff. This means that the expansion will be providing
car parking in line with the provision before the expansion. Thus, the expansion will not cause any
extra parking to be required on the road network surrounding the school.
5.18 The parking expansion has been provided with the public consultation in mind, in which it was
expressed that many residents wished to keep the play park adjacent to the school. As such the
play park is being reduced in size to accommodate extra parking but not completely removed and
replaced with parking.
6 Proposed mitigation
6.1 To minimise the impact of the proposed expansion mitigation is proposed in order to maximise the
number of pupils and staff that travel to school via non-car means.
6.2 In order to increase pedestrian access to the school and safety for pupils walking to school the
following measures are proposed;
Providing a raised table crossing outside the school gate, this would have the additional benefit of also reducing speeds of vehicles along School Lane increasing safety.;
Provision of bollards on junction of Windsor Way and School Lane to discourage unauthorised parking of vehicle on the corner;
Providing tactile paving at crossing on Old School Close in order to maximise safety of pupils crossing at this location;
A crossing patrol is reinstated in order to maximise safety of pupils crossing Station Road
6.3 The suggested mitigation locations are shown in Figure 6.1.

6.4 In addition, it is proposed that pupils should be encouraged to travel to schools via non-car means.
The Polegate School Travel plan states that pupils are already take part in walk to school week and
year 5 and year 6 classes have access to 2 cycling proficiency training sessions. Such measures
should be continued to maximise the number of existing and new pupils that will travel to school
by non-car means.
6.5 The Schools 2017 travel plan proposes the introduction of a walking bus. If volunteers are found
and this is successfully implemented, it will run from the Co-op by Polegate Train station towards
the school. If implemented this may be successful in reducing the number of car journeys to the
school by offering pupils the opportunity to walk to the school.
6.6 It should be noted that as the expansion will be for 30 additional pupils to be added each year over
a 7-year period that there is a large amount of time to promote the school’s travel plan. The long
period of time can be used effectively to allow non-car travel to the school to be maximised to
mitigate the impact of additional car journeys to the school for parking.

7 Summary and Conclusions
7.1 Polegate Primary School currently caters for pupils aged between 4 and 11 with an admission of 60
children per academic year with 2 forms of entry. The school comprises a total of 420 pupils.
7.2 It is proposed that the school is to be expanded to accommodate 630 by expanding to 3 forms of
entry so that 30 new pupils are admitted each year over 7 years.
7.3 The rise in pupil numbers and the expansion to 3 forms of entry does not represent an increase to
Polegate Schools catchment area but rather drawing the school’s capacity in line with applications
for admissions to the schools as seen by the number of applications to the school for the 2016-17
school year.
7.4 There are no proposed changes to the access to the school, the new school’s layout will provide an
additional 8 staff parking places. This means that as a result of the expansion it is unlikely that any
resulting extra car journeys will park on the roads surrounding Polegate School.
7.5 Based on the 120 additional pupils, and using data from the 2011 Census as the most robust
approach, the additional trips generated are estimated as;
Approximately 126 extra pupils arriving by walking;
Approximately 8 extra pupils that would travel by bicycle;
Approximately 76 extra pupils being dropped off via a car.
7.6 As there is a 7-year expansion period the schools travel plan will be promoted in order to maximise
the number of pupils that travel to school by non-car means in order to mitigate the impact from
the additional pupils.
7.7 Mitigation is proposed in improving footways and providing a raised table crossing outside of the
school to provide pupils with a safe route to the school so that walking and cycling/scooter journeys
to the school can be maximised.
7.8 Even though the surrounding road network is used by existing parents of pupils to drop off/pick
up it should be noted that the road network is still observed to function without being impeded by
the number of parked cars. There is also residual space for drop off in some of the streets further
away from the school that could be utilised. With the school travel plan being promoted, the
mitigation strategy to improve footways and the additional 12 staff parking places there will be
sufficient parking available after 7 years once the full expansion of the school has been completed.

Polegate School Travel Plan, 2017
POLEGATE SCHOOL TRAVEL PLAN 2017 Background and Location Polegate School is a co-educational primary day school for children from 2+ to 11 years of age. We currently have 463 pupils on roll. We were a 2 form entry, having 14 classes across the school, covering nursery to Year 6. We have a bulge class in year 1 and reception taking those year groups to 90 children. The School is maintained by East Sussex County Council. CSA/Establishment number 845/2105. Polegate School is situated on the outskirts of the town bordering the Cuckoo Trail (a disused railway line connecting Eastbourne via Polegate and Hailsham to Heathfield and beyond : now a cycle/walkway managed by Sustrans). It is just 4 miles inland from the coastal resort of Eastbourne and 4 miles south of the market town of Hailsham. (See Location and Site Maps). There are good public transport links to neighbouring areas, including several bus routes and the main line railway station is less than 0.5km away from the school. The majority of our children come from the built up area predominantly to the south and west of the school. To the north and east of the school is mainly open farmland. School starts at 09.00 but children “drift-in” from 08.50. They are encouraged to arrive after 08.45 but there is a Town Council Play Park adjoining the school should they arrive early and have parental permission to use it. We have a wide range of sporting, art-based or music/drama extra curricular clubs most of which run from 15.30 – 16.30. These are very popular and are well supported. We also have a breakfast and after-school club providing child care from 7.30am up to 6pm each weekday evening. This is very well attended with up to 40 children each day attending both. This spreads the drop off times at school and reduces some pressure. The school has clear guidance for use of the School Car Park. There are 24 designated spaces for staff use only. Most of our 50 staff live a significant distance away from the school necessitating the use of cars. We can only accommodate about half of our staff vehicles, putting pressure on road parking around the school.
Currently the school has one designated disabled parking spaces. Although parking permits are sometimes issued in exceptional circumstances they are still dependent on space being available and this is never the case by the time parents arrive. We do however make concessions about the time that parents can arrive to drop their children off. Children regularly take part in Walk to School Week which is widely promoted. The Year 5 and Year 6 classes have access to 2 Cycling Proficiency Training sessions in the Autumn Term. These activities are planned as part of our PSHE Programme. The school council regularly go out on ‘parking patrol’ with school leaders to raise parents’ awareness of parking with consideration. This followed complaints from local residents about inconsiderate parking of parents. Parents have responded positively to this. The school benefits from the provision of secure on-site cycle storage and this encourages accompanied children to cycle or scoot to school. It can accommodate 40 bicycles. Pupils mostly use this for scooters and on average there are about 40 bikes or scooters in there. We have lost our school crossing patrol as we have not been able to recruit a replacement and have been without for over a year. Identification of Need Prior to the Year 2000 Polegate School was involved with Safe Routes to School. At the time parents had legitimate concerns about crossing the busy Hailsham Road/Station Road which was a designated part of the A27. Through Safe Routes to Schools the crossing (shown in blue on the safety map) was upgraded to a pelican crossing.
Pelican Crossing on Station Road New Mini-roundabout Station Rd/Hailsham Rd After the completion of the Polegate Bypass the Hailsham Road was “detrunked” and it has now become the B247. This brought a significant reduction in the number of vehicles using the road but it remains busy at peak times. In about 2002 a mini roundabout was installed at the junction of Hailsham Road, station Road and the High Street. This naturally slows traffic at this junction where most of our families cross on their journey’s to and from school.
View down Oakleaf Drive with Crossing Patrol sponsored by Polegate Town Council At the same time there were concerns expressed about near misses because of cars speeding along Oakleaf Drive/School Lane as it was used as a “rat run” by cars coming from Hailsham along Sayerland Lane to Eastbourne. There was a desperate need for traffic calming measures and a school crossing patrol. The construction of the Bypass cut across Sayerland Lane effectively closing this route between Hailsham and Eastbourne. Although cars parked in Oakleaf Drive is an issue for us they do act as natural traffic calmers. In 2000 we pressed for a crossing patrol and although we did not meet County Council criteria for a funded patrol, the Town Council generously made financial provision to fund a crossing patrol at Polegate School. Their commitment has continued to date.
We no longer have a crossing patrol. Parents cross at this point
Parents are reluctant to cross the road in Windsor Way as it is so busy - yet unaccompanied children do so on a regular basis. Recent surveys have shown that although most children walking on their own use the crossing patrol (pink on Crossing Patrol map) most families coming from the town are reluctant to cross Windsor Way and therefore stay by the shops and cross at the pedestrian entrance by the car park (green on Crossing Patrol map). This is in a ratio of approximately 2:1 children not using the official crossing point. This raises several issues:
Unaccompanied children are crossing Windsor Way which gets very congested and there is poor visibility.
This position is made worse by cars illegally parked on the bend on double yellow lines – as this caused a restricted view.
Although cars parked down Oakleaf Drive naturally reduce the speed that cars can travel cars coming from School Lane can (and do) accelerate out of the bend as they approach the school. Traffic calming measures are needed on this section of road. 20mph speed limit, width restrictors or “humps” or “raised blocks” would be appropriate options.

by parents and neighbours. Local residents – especially along Oakleaf Drive, Windsor Way and Greenleaf Gardens – complain of having their driveways obstructed and grass verges spoilt by tyre tracks left by parked cars.
Parents express concern about cars parked on the bend in School Lane and on double Yellow Lines and Zig Zags outside and along from the school.

private car parks. This is a particular problem for Polegate Library, Polegate Community Centre and the Housing Associations responsible for Windsor Court and Charles Moore Court.

Our own car park provides spaces for less than half of our staff necessitating some to park on the road outside the School. Despite clear guidance we experience problems with parents dropping off or collecting children, double parking, deliveries during the day, parents and children walking in the car park, cars having to reverse to get out of the car park.

We need to create a safer, healthier environment around our school to improve the well being of the whole community. This will improve the situation for our neighbours while addressing environmental issues such as pollution and health and fitness issues for the children. We promote walking to school and parking responsibly in our newsletters. Residents’/ organisations concerns are always addressed. Please see nursery travel plan also.

Parking Guidelines
We expect adults dropping off or collecting children to exercise common sense and consideration
towards others. The road outside the school is dangerous and all road users share the responsibility
of keeping our children safe. Ideally we would prefer parents to reduce car use and encourage their
children to walk to school. If you have to use a car please consider car sharing and park well away
from the school, without inconveniencing our neighbours. Please note that the Polegate Town
Council, together with the Police, have devised a scheme to identify and prosecute repeat parking
offenders. Inconsiderate/illegal parking outside the school is without doubt the main concern of
parents. We will take the registration numbers of vehicles parked illegally on the zig zags or double
yellow lines outside the school. The numbers of persistent offenders will be passed on to the police ‐
possibly supported by photographic or video evidence ‐ who will prosecute. We are sure that the
vast majority of parents will welcome this positive action. Please note that we have a very small car
park which cannot even cope with staff vehicles (The school has approximately 50 staff). Parents do
not have an automatic right to use the school car park. The car park may be used only by official
“Polegate School Parking Permit” holders subject to space being available.
Cars must be parked in designated parking bays or along the opposite kerbside. Owners of cars
parked along the kerbside must leave their car keys in the school office (in case they cannot be
located in the event of an emergency). Cars may not be double parked. Drivers may not wait in the
car park and the car park is not to be used to drop off or collect children without prior authorisation

A parking survey and observations were undertaken on Thursday 21st September 2017in support of a proposed expansion of Polegate School to enable an increased form entry to the school. The school has its main vehicular access onto Oakleaf Drive close to the eastern junction with Windsor Way.
Approximate area of Parking Survey
The total amount of parking was counted in an area covering approximately 200 metres from the school entrance. The roads surveyed were: School Lane, Oakleaf Drive, Windsor Way and Greenleaf Gardens. The car park for Polegate Library in Windsor Way was also
surveyed. The roads are all residential in nature being predominantly fronted by residential properties with their own off‐street parking and driveways.
After an initial baseline survey at about 7:30, the surveys were carried out at 10minute intervals during two time periods: between 08:00 and 09:00, and between 15:00 and 16:00 in order to assess peak parking demand at school access times. The weather for the morning survey was bright and warm, but the afternoon period was cloudy with some light rain. The total number vehicles parked in each section was noted with more general
observations being made about parking impacts.
For the analysis of the total practical parking capacity in the tables, it has been assumed that parking can only take place on both sides of the road where the road width allows and that there will be no parking in accesses or excluded areas.
School Lane
School Lane looking north from its junction with Station Road during the afternoon peak
School Lane, together with Oakleaf Drive, which it runs into, forms the spine road serving
the housing estate to the northeast of B2247 Hailsham Road where Polegate School is
situated. It is a residential road fronted by a mixture of housing types, most of which have
some off‐street parking provision. The road is about 6m wide, widening to about 7m near
the Cuckoo Trail, only allowing parking on one side at a time without impeding traffic, and it
has a 30mph speed limit. All of the eastern side has double yellow lines from Station Road,
past the two culs‐de‐sac and continuing past the Cuckoo Trail and to the school entrance.
On the western side, the junction with Station Road is protected with double yellow lines to
just past Old School Close, after which there is un restricted parking for about 8 vehicles.
Thereafter, double yellow lines continue as far as Windsor Way.
As can be seen from the table below, the parking in this section of road was over capacity in
both the morning and afternoon peaks with parking taking place on the double yellow lines.
Most of the excess parking took place on the western side between Station Road and Old
School Close, but during the afternoon peak there was also some parking on the eastern
side between the Cuckoo Trail and the school entrance near the community children’s
playground. At no time was the extra parking in this area observed to cause any operational
difficulties and the peak parking demand was quite short‐lived.

Windsor Way is a mainly residential road running from its junction with Oakleaf Drive near
the school entrance in effectively a crescent to join Oakleaf Drive again to the west of
Malcolm Drive. Between its junction near the school and Polegate Library, it is fronted by
low‐rise flats and a small parade of shops with some off‐street parking available. Near the
shops there is a layby allowing parking on both sides of the road otherwise it is about 5m
wide including round past the library and onwards, restricting parking to one side only
without impeding traffic. Past the library on the same side of the road, there are initially
some low‐rise flats with no off‐street parking, but otherwise it is fronted by semi‐detached
houses all with some off‐street parking provision. The road has a 30mph speed limit. The
only parking restrictions are some double yellow lines protecting the junction near the
school.
Parking was observed on both sides of the road in the section nearest the school, facilitated
by the layby. As can be seen from the table below, this section remained just below
capacity throughout both peak periods, although there was some parking observed on the
double yellow lines. The majority of the parking in this section did not appear to be
associated with the school.
In the second section of the road by the library, the parking was briefly at capacity during
the morning peak. The parking in this area appeared to be more associated with the school
and turned over more than in the first section of the road.
Parking was also observed beyond the library where up to 13 vehicles were observed or
about 65% of practical capacity, however, 8 of these vehicles were parked before and after
the survey period. No particular operational difficulties were noted as a result of the parking
in Windsor Way.

Oakleaf Drive, as described above, is a continuation of School Lane and was observed from
the end of School Lane, near the school entrance, as far as its western junction with
Windsor Way. It is a residential estate road fronted mainly by semi‐detached houses, all
with off‐street parking available, and is about 5m wide, restricting parking to one side of the
road without impeding traffic. The speed limit is 30mph. Parking restrictions consist of
double yellow lines around the eastern junction with Windsor Way and Greenleaf Gardens.
School Keep Clear markings on the north‐eastern side start just west of Windsor Way and
extend past the school entrance to join with the double yellow lines near School Lane.
Similarly, on the other side of the road, the double yellow lines around Windsor Way
junction extend past the school to join with those in School Lane.
Parking was observed alternating on both sides of the road and reached its peak during the
afternoon pick‐up period. As can be seen below, whilst sections of the road reached
capacity, it was not exceeded and parking was not observed across accesses or on corners
etc. It was also observed that parking did not take place beyond the western junction with
Windsor Way. There were a few vehicles observed parked briefly on the School Keep Clear
markings and nearby double yellow lines, but it did not cause any operational difficulties.
The presence of accesses to properties and several junctions provided adequate
opportunities to pass other vehicles at times of peak parking.
It was noted there is a community children’s playground just to the east of the school
entrance, which was used by a large number children with their carers after leaving school
and in part accounts for the longer duration of the parking in Oakleaf Drive near the school.
It was also noticed that the school’s on‐site car park was over capacity with vehicles parking
on the grass verges etc. This probably results in extra parking demand on the surrounding
roads.

Greenleaf Gardens

Greenleaf gardens is a residential estate road fronted mainly by semi‐detached houses, all

Polegate Library Car Park

Polegate Library car park is a 14‐space car park reserved for the patrons and staff of
Polegate library. It appears to be accessible at all times and has the local recycling facilities
in its southeast corner. Since the library is only open part‐time, the car park is used as more
of a community facility. It was certainly apparent that it was used by people
delivering/collecting children at the school, hence its inclusion in the survey.
As can be seen in the table below, it was occupied to above its nominal marked capacity
during the morning peak hour, and to a similar level in the afternoon. In neither case was
access blocked to the library as there are areas reserved for large vehicles to turn (for the
collection of the recycling bins) and the peak occupancy was quite transitory.
It was also apparent that vehicles accessing the school were parking in the community
centre car park adjacent to the library, but these were not counted.

Conclusion
In conclusion, it would seem that, while there may be some short‐lived issues at peak times, they are not significant and that there is parking capacity within the road network near to the school which could potentially accommodate extra parking at peak times should the school be expanded. To help ease what issues there are, parents should be regularly reminded to drive and park in a considerate manner and, if possible, to seek alternative, more sustainable ways to travel.
