Introduction:

This un-solicited project proposal is based on some preliminary research done by the

Institution of Technicians & Engineers [Kashmir], the concept develops a view point

about the regulating the educational system and its contents by the government of

Jammu & Kashmir with the classic manner. Private Educational Institutes

Regulatory Council means the control upon the education and its other related

matters such as framing of equal opportunities, regulation of free structure ,grants

for the schools, uniform coding etc.

The need arise of the council ,is due to rapid growth of such types of educationalInstitutes and attitude have towards commercialization of the Institutes, which

will damage the basic goal of education in our society.

Establishment procedure/Management:

The council shall work as autonomous body under the control of

ministry education government of Jammu & Kashmir. The councilshall be either under the societies act or by means of cabinet

decision. The members of the council always selected among the

retried professors or imminent educationists of Jammu & Kashmir

State. The council shall comprise at least 40 members in group of 10s so that all

districts shall get equal part. All the members shall be elected for the period of two

years on Honorarium basis.

The fund rising system shall be created from the depositing of some fee from theeducation Institute on yearly basis according to decision of the council.

Initially the council will work from the degree collages of the Districts where council

members are selected and room shall be avail from the collages and a staff of three

employees shall be created per district which is an administrator a peon and

establishment Clark, or on deputation basis.

The working of the council:

The council however will meet every Saturday on weak end basis and a chairman

shall be elected from the members who will look after the council affairs and

general council meet will be proposed every months first Monday, where all the

council at general will meet and decides the further development in the system.

The council shall basically work to provide guidelines and syllabus and issue the

recognition certificates and observe the working of the educational Institutes, by

checking and inspection on regular basis, with out doing any fault. Check the

disputes between the employees/teachers of the private Institutes and their owners.

Regulate the uniform mechanism for salary of the teachers as well as control upon

the fee structure. Grant the grading to the school on the basis of points like result of

the school, environment of the school, infrastructures of the school, standards of

education etc.

The council shall organize the cultural, science, awareness, award giving program

with other sponsoring agencies of the government of Jammu & Kashmir so that an

educational taste is developed and ethic shall sensed among general public.

Outcome:

The result of the whole system, it will benefit

the general public and particularly student &

teachers community. The system has more

development capabilities, such adoption of a

government school for converting them to

model schools and get high results. If we

could do this then we have a group of intellectual people who knows better

educationally and now how to develop the future generation of brilliant

personalities, in our society.

How impart social, moral education in uniformly among students.

However the council should decided what type of education is need for pupil

according to soci-economic conditions and with cultural heritage, so that our future

generation will be in safe guides and intelligent.
