What is EURES?

• EURES (European Employment Services) is a European networkinvolving the European Commission + the public employmentservices (PES) of Member States EU + EEA (the EU countries, plusNorway, Iceland and Liechtenstein) + other organisations.Switzerland also takes part in the co-operation

• The network is responsible for improving transparency andinformation on job opportunities, living and work conditions acrossborders and facilitates practical cooperation between its membersand with stakeholders.

• It contributes to the development of a European labour market.

Pillar 1 - the human network

Delivery of personalized and on line services on intra-EU labour mobility to its client groups ("mediated services")

• information, advice and assistance for placement/ recruitment alongwith matching CV's and vacancies

• Primarily by EURES advisers (about 1000 advisers in all 31 countries)

• In cross-border regions, additional information provided to cross-border workers and employers on insurance, taxation etc

Pillar 2 – the portal

Delivery of self-service ("unmediated") through an EU portal

• The EURES Job Mobility Portal gathers job vacancies processed byPES covering an estimated 40% of the overall European job vacancymarket

• Job seekers can search job vacancies & present their CV's

• Job seekers create and store their search profiles and receive emailalerts when jobs matching the profile become available

• Employers have accounts allowing to search for CVs, to create andstore search profiles and receive email alerts

• The portal is free of charge for jobseekers and employers

EURES reform – 2012 – today

• More intra-EU matching, placement and recruitment activities

• Interactive programming cycle between the Member States to improve information exchange

Proposal: rationale after reform

• Revision of the overall regulatory framework to keep pace with developments on the labour market:

• changes in the technology for sharing job vacancy data

• an increasing role of other labour market brokers in addition to public employment services

Proposal: purpose

• To further improve access to vacancies on offer and the services that EURES provides

• To create a more proactive network

• more responsive to the labour markets

• with a minimum service offer the same throughout the EU

• With enhanced (matching) tools at its disposal

• delivered by diverse partners within agreed quality standards

Proposal: 5 structural improvements

• Transparency (= increase data input)

• Automated matching (= more common tools)

• Mainstreaming (= improve on the ground the access to EURES)

• Mobility support services ( = better manage expectations for workers and employers)

• Mobility information exchange system (= share more information to reinforce practical cooperation across MS within the network)

Improvement 1 - Transparency

• As much as possible all vacancies published nationally to be made available also on EURES Portal: (with some exceptions under negotiation)

• Expansion of CV sharing methodology: combination of spontaneous registration and nationally available CV data bases, subject to consent of the individual concerned

• Member States to reinforce access to EURES at national level (visibility on national portals) and to coordinate the transfer of the data from national sources to EURES

Improvement 2 – Automated matching

• Put in place the requirements for automated matching between vacancies and CV's across the EU: a) common language; b) common technical standards and templates

• Use ESCO as the common European classification system for skills, competences, qualifications and occupations to bridge differences between the national classifications systems

Article 16 of the draft Regulation (1)

• Member States to cooperate with each other and the Commission

regarding interoperability between national systems and the European classification of Skills/Competences, Qualifications and Occupations ("the European classification") being developed by the Commission.

• The Commission will keep the Member States informed about the

development of the European classification

• The Commission to adopt and update, by means of implementing acts, the list of skills/competences and occupations of the European classification.

• The Commission to adopt, by means of implementing acts, the technical standards and formats necessary for the operation of the automated

matching through the EURES portal using the European classification and the interoperability between national systems and the European classification.

Article 16 of the draft Regulation (2)

• Each Member State to establish an initial inventory [within a given period, still subject to discussion] to map all its national, regional and sectoral

classifications to and from that list and, following the introduction of the list;

• Up to the Member States to choose whether to choose to replace their national classifications with the European classification, once completed, or maintain their interoperable national classification systems.

• The Commission to provide technical and, where possible, financial

support to Member States which establish the inventory and to the Member States which choose to replace national classifications with the European classification.

Governance EURES

• National Coordination Offices – bodies designated by the MemberStates, inter alia responsible for the coordinated transfer of job vacancies and

CV's to EURES;

• EURES Coordination Group - bringing together the National Coordination Offices and the Commission: governance in general, includinginformal preparation of draft standards, templates and formats necessary for

interoperability across EU and for the operation of automated matchingthrough the EURES portal

• EURES Committee – representatives of the Member States assisting the Commission with the adoption of implementing acts (Regulation 182/2011)
