Birth of ADRRN

• Formed in Feb 2002 when the Asian NGOs met together at "Regional Workshop on Networking and Collaboration among Asian NGOs in Disaster Reduction and Response“ held in Kobe, Japan.

• Mission: “Promote coordination and collaboration among NGOs for effective and efficient disaster reduction and response in the Asia-Pacific region”

• Aiming for 1) collective lead in DRR in Asia, 2) capacity enhancement ,

3) information exchange, and 4) working together through network

• The Network now is a family of 50 members and is constantly growing.

ADRRN Strategic objectives:

1. Promoting grass root innovations by combining scientific

knowledge with local wisdom

2. Amplifying civil society voices through strategic policy advocacy

and communications at multilevel platforms.

3. Facilitating institutional and organizational support to national and

local civil societies in Asia to enhance accountability.

4. Expanding reach and engagement in order to better promote

coordination between different stakeholders.

Why Local / Grass root

Knowledge ?

“Given enough time, everything that is old will become new again.”

• to reduce the gap between knowledge and

practice

• enhance the existing database of the successful traditional practices

having scientific validation

• replicating good practices will help in building

resilience in the grassroots , vulnerable to the

impending climate change and natural hazards.

• ADRRN network has germane knowledge through

support of its different members in different

countries of Asia Pacific.

Case Study I : Campaign on Flood awareness and grass root

innovation in Indonesia

“ Yang Tangguh yang bertahan” survival of the resilient !

The most important part of this campaign was awareness

generation by hands on raft building to commute during

floods .

On display were innovations like the

1. Floating kiosk ( for rearing fingerlings , during drought)

2. Rearing owls and other predatory birds to control pests

in agriculture fields.

3. Water filter used during drought.

4. Ranggons built during floods

5. Verticulture for growing plants during floods and

droughts.

Case Study 2 : Livelihood adaptation for Climate Change in Vietnam

• Namh Dinh province suffers from flooding by sea level

rise .

• Use of environmental friendly Bio pads for livestock

rearing in Gian Xuan .

• Clam culture and salt making the traditional livelihood

of this coastal community

Enabling local officials

• Facilitating research support

• Demonstrate through pilots

• DMAs in the regions are capacitated with disaster management law ,

trainings on mapping , organizational structure , program plans etc.

• Creating dialogue between multistakeholders ensuring community based

planning while integrating local knowledge

• Local authorities , media , local institutes participating in the campaigns .

Challenges :

• Communities have now learnt to adapt and adjust to a constraint rather

than transcend it.

• Lack of accessibility to proper scientific research / institutions

accompanied by lack of general responsiveness on the part of scientists has

prevented these communities to optimize their solutions and pursuing the

innovations to a logical level.

• Lack of promotion of the local innovations at the policy level.

• The lack of intellectual property protection through specific instruments

and legal frameworks designed to help local innovators.

• Lack of micro venture capital prevents transition of small innovations into

enterprise .

Beneficiaries and outreach

• By 2016 , ADRRN strives to reach out to 5 million vulnerable people with

life saving assistance in vulnerable countries of Asia Pacific , based on

understanding of genuine needs and challenges .

• The process of the campaigns by ADRRN also involved local authorities

and encouraged them to take ownership of the DRR issues and activities .

• Involvement of local authorities also increased the community

participation.

• Create a standardized risk assessment process that can be readily replicated

across all environmental risk .

Conclusion

• Development of local knowledge can contribute to adaptation and

mitigation in DRR and climate change in an important way.

• Experience sharing

• Searching for good practices with scientific validation having high

replication potential.

• Increase in number of beneficiaries

• Campaigns replicable to other regions with similar environmental

conditions.

• Recognition of local innovations by public policy makers in DRR &

CCA need to be strengthened.

• Advocating local innovations

• More partnerships
