UNESCO – Cultural Diversity

• Partager un monde de différence : la diversité linguistique, culturelle et biologique de la Terre, auquel s’ajoute la carte la biodiversité culturelle du monde : peuples, langues et écosystèmes est un matériel éducatif co-publié par l’UNESCO, Terralingua et Fonds Mondial pour la Nature (WWF), destiné aux étudiants et au grand public, et qui introduit le concept de “diversité bioculturelle” en terme de développement durable.

Ethnologue , un des catalogues les plus utilisés des langues du monde, dénombre 6 809 langues utilisées (la plupart parlées, mais en incluant aussi 114 langues des signes) dans 228 pays en l’an 2000.

• Cependant, moins de 300 de ce grand nombre de langues parlées de par le monde avait des locuteurs de plus d’un million, les langues les plus parlées étant le chinois mandarin, l’hindi, l’espagnol et l’anglais.


Message du DG de l’ UNESCO …

• M. Matsuura, à cette occasion, a lancé un appel « aux décideurs politiques, aux acteurs de la société civile et à tous ceux qui sont convaincus de la richesse immense que constitue pour l’humanité la diversité linguistique en les encourageant à organiser des événements, partout dans le monde, pour célébrer avec créativité et générosité la langue maternelle de chacun, et les langues de tous. »

African Language Census

• Part I - Census of languages and scripts in Africa regardless which one we will select or not - Assess the global need of Africa Community - Study on the current situation of languages and scripts in Africa - Written languages, oral languages, etc..


Codification - Unicode

• Part II - Codification with Unicode - Tables variants Decide about the phasing approach of the global project. Through a pilot project , select some languages to go through the registration process of UNICODE. Make the approach systematic, so other countries will use it as the formal process.

• On the 6800 languages , only 240 have been codified in UNICODE !!!


ICANN & IETF Initiative

• Unicode Process– Many languages are under unicode

• Budget Estimation: 2,5 Milliards F CFA – Estimation - 50 millions per country

– For two months project, fix the boundaries.– Amount : 50.000 USD

• Pilot project deployment for six african countries – Objective: Use the regional approach for national

implementation Regional leverage effect – Generalization for all african languages based on the

evaluation of the pilot phase (six regional nodes)
