INTRODUCTION:

Horizon Development Organization is an autonomous, not-for-profit, Non-Governmental,

Non-Religious & Non-Political organization, working in the rural areas of D.I.Khan District of

Khyber Pakhtunkhwa. In the beginning, HDO started its activities in 2008 from the donations of

members and other community segments.

Horizon Development Organization (HDO) created by efforts of a young Group of

Professionals from Dera Ismail Khan City. The organization is actively working for improving

and uplifting the people quality of life, by developing a support mechanism that can ensure the

provision of social guidance to the communities at the approachable level. It enable poor

community to elevate their poverty and help to create the conditions under which the causes

and effect of their poverty be mitigated in the future. HDO does this, by helping, planning and

implementing long-term development program. HDO works for sustainable development,

enabling communities to gain a degree of control over their future.

HDO is represented by the people who are committed to social, political and economic change

of the poor and believe that the strengthening and empowerment of the poor is critical to

the poverty alleviation.

Horizon Development Organization has a well-experienced implementation team in working

areas of district D I Khan and Lakki Marwat. It has done worked in district D I Khan on

emergency relief response. The organization is successfully achieving aims and objectives of

organization in collaboration/support of different partners.

“Horizon Development Organization (HDO)” was founded in July 2008 and registered

on 6th September 2010 under Societies Act XXI of 1860 with Government of KPK – Pakistan

under registration no: 3587/5/6372. Initially HDO started working on self-help basis.

HDO is working for a society, free of all kind of discrimination and providing an enabling

environment to poor community for ensuring sustainable livelihood. Motivated by our concern

for the country’s poverty, affecting mostly women and children, HDO’s mission is to provide

access to primary education, health resources, prevent diseases and promote development, in

social sector, through dynamic partnerships that build local capacity in efficient and measurable

ways:

HDO believes that development needs integrated approach. If we talk about poverty

reduction or gender and development or sustainable livelihood whatever we say we

cannot achieve our goal of having happy and healthy life unless and until we promote

integrated approach. In order to have sustainable development we cannot segregate

the sectors and their link to support each other. Working in a single sector we may

restless efforts.

Current Major Activities:

1. Conducted a vibrant campaign on enrollment of Boys and girls in primary schools in Union

council Khero Khel Pacca District Lakki Marwat in April 2014.

2. Arranged community awareness walk/rally on school enrollment movement together with

district education department Lakki Marwat.

3. Celebrated and effectively organized Horizon School Events competition amongst the various

schools of District Lakki Marwat presented certificates and trophies to the best students.

4. HDO distributed books and copies among the most needy and deserving boys and girls in

Government Primary Schools in Lakki Marwat.

5. HDO organized One Day Football Mela in district Lakki Marwat enhancing the healthier

sporting culture in youth of the district in March 2014.

6. Conducted base line survey on assessment of needs of society in selected villages of district

Lakki Marwat and district DIKhan in the areas of health, hygiene, water and sanitation, water

resources development and assessment as well as management , available an alternate

renewable sources of energy, their potential, feasibility and successful operational alternatives. A

complete comprehensive family unit level as well as village level and UC level poverty, socio-

economic data was also taken by our teams of field enumerators. The purpose of this whole

exercise was to collect and assemble a credible database that will help us to identify potential

problems to be presented in our future programs and proposals before various donor

organizations. The data collection process is 60% complete and will be assembled into proper

analysis, the report of which will soon be published for our ready reference.

7. Conducted a campaign for tree plantation and a forestation in selected places and fields in the

barani area of district Lakki Marwat.

8. Arrangement of medical camps in flood affected areas of Dera Ismail khan for IDPs and other

needy persons.

9. Celebrated and effectively organized demonstration gatherings on the occasions of Global

Hand Washing Day at both school and community level in different areas of district DIKhan.

HDO recently conducted different workshops and trainings on various issues of common

interest ranging from health, infrastructure development, and education to highly technical

water and sanitation technique.

Past Major Activities:

1. HDO conducted base line survey on assessment of need of society in selected village of

district lakki Marwat and district DI khan in the area of health and hygiene, water and sanitation

etc.

2. Organization gives donation to the Mehmood Eye Hospital for the treatment of poor

community of DI khan for eye operation during the month of December 2013.

3. Installation of hand pumps by our honorary member Mahakam Din Baloch during the month

of October 2010.

4. A vibrant campaign for membership expansion with the HDO was launched in the year 2009.

5. Quarterly meeting with board of directors and members took place from time to time during

the year 2008 and still being carried out as a regular event in the activity calendar of HDO.

6. HDO collected and conducted baseline survey in selected areas of D.I.Khan and Lakki

Marwat for need assessment of target community and incorporated it in the RFP’s for USAID ,

Aus High commission (DAP funding),japan embassy funding during various time of periods.

3. Information about the project

Brief description of the need for the project (maximum one page)

Project Rationales/Need Justification:

Human rights violations and abuses are every day mounting as a result of the lack of an effective coalition of human rights groups that may take up the right challenges and see that these issues are purely addressed, and may redress the wrongs, and give justice due to the victims without partiality or any form of discrimination or favour in anyone’s interest, irrespective of color, creed and /or status, upon the base line and along the sublime principles specified in the universal and fundamental declarations of human rights; and those of humanity. Human rights are universal, indivisible, interdependent and interrelated. They are upheld through the rule of law, and strengthened when duty bearers are held to account in accordance with international human rights standards. In 2012, Dublin reaffirmed that “peace, good international relations, the security and stability of the State and the security and safety of the individual within the State, based on the rule of law and respect for human rights, are crucial for the creation of a climate of confidence which is essential to ensure positive economic and social development”. Although the situation of human rights is improving in the country, there is still a lot to do to improve the situation of Human Rights in provinces notably in Dera Ismail Khan District, where there are many cases of violence perpetrated against the most vulnerable groups such as children, women and girls and extremely poor people. While keeping in view the area tradition and due to tribal system the Horizon Development Organization desires to implement a project with title of “To Improve the Human Right Condition in D.I. Khan” while focusing on different activities to revive human rights and to provide basic rights to the people of the targeted area. To attain the main theme of the project activities like, trainings, seminars, workshops, press conferences and celebration of human right days will be carried out.

Brief description of the project. How will the project promote and protect Human Rights?

Geographical area covered by the project and project period. Who is the target group and

how was it selected? (Maximum one page)

FATA comprises seven independent tribal agencies and six smaller frontier regions in the Northwest of Pakistan. The agencies include Bajaur, Mohmand, Khyber, Orakzai, Kurram, North Waziristan and South Waziristan. These agencies are further divided into Assistant Political Agencies, subdivisions and tehsils. The six frontier regions are comprised of Bannu, Dera Ismail Khan, Kohat, Lakki Marwat, Peshawar, and Tank. These regions are also called settled areas and the District Coordination Officers are responsible for the administration of these regions. Their headquarters are known as the FATA Secretariat in Peshawar which reports to the Governor of KPK. Some of reasons for the massive violation of human rights are due to local traditions, illiteracy, poverty, the non enforcement of existing local rules and policies, and the lack of sufficient information, limited facilities. Therefore, we Human Rights activists have come to a conclusion that there is a high need to open a Human Rights Information and Development Centre empowered with facilities for sensitizing, educating and informing D.I. Khan people about Universal Human Rights, by prioritizing the protection of residential against violence and to raise their voice for their rights. The proposed area comes under FATA rules and regulations that are terribly violating human rights. Ever since Pakistan allied with the United States in the ‘War on Terror’, much of FATA is effectively controlled by groups loosely known as the ‘Pakistani Taliban’, although the Pakistan army is waging a counter-insurgency war in the area to assist the state to regain control over the region. FATA lacks in almost every denominator of civil society; there are no banks (in the modern sense of the term) in the area; there is no adequate infrastructure to support sustainable means of transportation; no estimable developments have taken place in the fields of education, health, energy, or the agriculture sector over the last sixty-three years since Independence. There are only 33 hospitals and 301 dispensaries which cater to the

entire region and which are, obviously, unable to meet the basic health needs of the population. Before 1970, FATA had no regular court procedure. In 1970, jirga (informal assembly of elders) type court procedures were initiated, but they were not well-structured. Until 1978, Assistant Political Agents could not exercise powers under the FCR (Frontier Crime Regulations) but later they started wielding powers. The major fault lies in the “step-motherly treatment of the Federation towards this tribal region” through the Constitution of Pakistan, 1973, which gives space to the FCR to violate the fundamental rights of citizens of Pakistan living in FATA and in its surroundings. In Article 1 of the Constitution, FATA is part of Pakistan and in Article 247, are described the manners and methods by which the area should be administered by which the executive authority of the Federation is extended to FATA, and the Governor, on the direction of the President of Pakistan, executes business. Mainly the people of the targeted area are suffering from various human rights issues, especially women and children are the vulnerable segment of the society who are in clip of tribal jirga system, and remaining situation is worst due to implantation of FCR rules. However, people of the area are not enjoying their rights i.e. education, health, development, political rights etc. There is dire need to implement a project on human rights and to empower the community to gather at one forum and raise their voice for their rights in front of policy makers, jirga system. Furthermore, it is imperative to empower people especially women to raise their voice against domestic violence or Gender Base Violence and about child labour. The role of media should be given freedom of expression so it could play its vital role in provoking government institution and law enforcement agencies to provide residential their rights. The following rules can improve the rule of law condition. These are;

Freedom of association Respect for human rights and fundamental freedoms Freedom of expression and opinion Access to power and its exercise in accordance with the rule of law The holding of periodic free and fair elections by universal suffrage and by secret

ballot as the expression of the will of the people

A pluralistic system of political parties and organizations The separation of powers The independence of the judiciary Transparency and accountability in public administration. Free, independent and pluralistic media.

Main goal:

To educate and aware the various stakeholders in the society on

the issues and conflicts of the human rights and finding their

Short Term Impacts: Education the human rights issues and the deserving families will know the availability of opportunities of justice. Medium Term Impacts: The stakeholders like police, lawyers and academic will play a positive role on the issues of human rights in the area. Long Term Impacts: The community will take a leading role by itself in the shape of human rights institution for working the rights of their premises.

How will these outcomes be sustained when funding ends?

The project is sustainable by itself through the following.

Specific Goals Activities

Formation of Resource Center:

The Center will be established at district level and the following information facilities will be provided i.e. Books, Publications, Pamphlets, Internet, Video Cassettes and DVDs. These will be made available for the Center’s users under the guidance of the management. Local human rights activists; community based organizations; students, teachers and other partner NGOs will be encouraged to visit the Center for their researches related to Human Rights and the rights of women and children. Using the Center’s facilities for personal or individual reasons will be not accepted.

Formation of 5 Human Rights Activists Groups at Tehsil level

in District D.I.Khan:

For the formation of 05 Human Rights Activists Groups community meetings will organize and members for HRAGs will be selected. In the entire project target District, 5 HRAs (1 in each Tehsil) will be formed. Each committee will comprise of 20 active members of target Tehsil.

05 awareness trainings of HRAG on awareness and advocacy

on rule of law and human rights:

To making mature to Human Rights Activists Group the capacity building trainings will be organized for each group.10 trainings will be conducted (2 for each HRAG) on awareness on Rule of Law and Human rights. Each training will comprise of 2 days and members will be trained on to raise their voice for their rights.

Formation of 01 Human Resource Information Cell at District

level:

Secondly, 1 HRIC at district level will be formed and it comprises of 15 members. The HRIC will be located at Human Resource Center and it will be actively involved in district development plans and will ensure to take corrective measures to bridge the gaps. The residential of the area will have opportunity to share their issues with HRIC and get proper information about their rights under the light of laws.

2 Capacity building of HRIC on advocacy, lobbying and networking:

In order to strengthen the HRIC, 2 Capacity Building sessions will be conducted for HRIC of 3 days, during which the members will be trained on different skills including Advocacy, Lobbying, Networking, Leadership and Team work. And will be educated on human rights and rule of law. The HRIC will be engaged in all activities of the project.

10 Workshops will be organized for community awareness:

The management of Human Rights Information Cell and Project Development team (HDO) will conduct workshops within the Center, and in Outreach Communities. The participation of the following groups will be encouraged: Community leaders, Health workers, Religious leaders, School teachers, and the representatives of women,

outreach youths and students. Routine Human Rights Monitoring:

The Human Rights Information Cell and Resource Center will be conducting routine visits to police stations, communities, schools and markets to monitor Human Rights violations.

Monthly (12) Meetings for advocacy and awareness engaging other stake holders, police department officials working on same theme:

HDO will involve the Human Rights Groups and other stakeholders for raising awareness about human rights and to promote rule of law in the targeted area. And police department will be sensitized and promote to demolish the violation of human rights.

5 Consultative sessions with Law and justice department regarding implementation of Human Rights and Rule of Law:

05 consultative sessions will organized with law enforcing agencies and tribal leaders regarding implementation of human rights and rule of law which will help and sensitize all stakeholders to know their responsibilities and transparency and accountability will increase.

5 Seminars at Tehsil level by inviting media agencies, state institutions, media on promotion of Human Rights and Rule of Law:

05 seminars will be organized at Tehsil level where people form state institutions other stakeholders working on same theme, religious scholars and community members will be invited and promotion of human rights and implementation of rule of law will be ensured.

Events and Rewards:

Human Rights Information Cell and Resource Center will take the opportunity to sensitize and promote Human Rights through the celebration of some national and international events such as: Human Rights days, International Women Days and Child Right days etc. Prizes and gifts will be given to the most active men and women Human Rights activists. Some gifts will be also presented to community leaders and police officers who have helped contribute to Human Rights development in their chiefdoms.

10 FM Shows on air on human rights:

10 FM shows will be on-air on local channels of the district. In FM shows experts will participate and review the overall conditions of the area and address the problems and find the solutions of problems of human rights. Furthermore, community will be mobilizing in this way to know about their basic rights and be able to raise their voice for rights.

Quarterly (4) press conferences to highlight human rights violation and promote human rights in the targeted area:

During the life span of the project quarterly 04 press conferences will be conducted. Human Right Information Cell members will ensure to highlight the issues of human rights violation in the area and also enforce law enforcement institution to implement human rights and to provide basic rights and dignity to the people. However, in these press conferences people from other organizations will be invited who are working for human rights in the area.

IEC material will increase the awareness and community participation in the project. 10,000 broachers and 500 posters and 25 banners for rallies and stalls will print and broachers will distribute in the community.

Long March and Rallies:

02 long marches and rallies will organize to address the problems of community and human rights. Issues related to stakeholders transparency and accountability will also be the theme of rallies.

Reporting and Referral:

Communities and human rights activists will be encouraging to voluntarily report and refer human rights violations and child victims of violence perpetrated in their areas to the Center for further reporting, and referral of the incident back to the police for further enquiries. Ensure the periodical reporting on the Rights of Children and on Human Rights development in D.I. Khan District. Working in this way will influence policy makers to enforce existing laws relating to people’s rights and to child protection.

Risk Mitigation Strategy Risk Analysis and Risk Management can help us assess the risk and guide us to decide the action plans to minimize the risks. Following risk factors are identified.

What is the organisation’s competence and experience within this thematic field

of work?

Horizon Development Organization (HDO) is not-for-profit organization dedicated to implementing the Universal Declaration of Human Rights at local, regional, national levels. Its membership is comprised of individuals, educators and groups who are actively forwarding the knowledge and protection of human rights by and for all Mankind. Its purpose is to provide human rights educational resources and activities that inform, assist and unite individuals, educators, organizations and governmental bodies in the dissemination and adoption of the Universal Declaration of Human Rights at every level of society. Regrettably, young men and women of our country are facing a crisis of identity and ideology, because of the economic, social and political crisis, through which our country has been passing. Some talented youth, in frustration, are leaving the country resulting in major ‘brain drain’ and loss of talent, which is already in short supply, some angry young men, in disgust and defiance, have taken up violent ways of crime and terrorism. Others with weaker will, in despair, have taken refuge in drugs and in some extreme cases, even resorted to suicide. Horizon Development Organization (HDO) wants to target the youth and to motivate them to adopt a positive and constructive approach and mobilize their creative energies to remain in Pakistan to serve their country, to work for promotion of Human Rights, Social Justice, Social Peace, Stability and Public Order. The older generation as the responsibility to inspire and to motivate the youth and to guide them to accept the challenge of peace, social justice, economic development and protection of Human Rights.

Evaluation Plan:

HDO has strong monitoring and evaluation mechanism. To implement proposed project in District D.I. Khan a complete Logical Framework Analysis will be developed and all project activities will carry out while following it. However, the project activities will be monitored on the basis of indicators that set in start of the project and quality, transparency and accuracy will be ensured at each level of the project implementation. Each activity completion report with pictorial snapshot will be shared with donor agency. The Resource Center, Seminars, FM shows and workshops will strengthen the community as well as civil society. The peaceful relies and IEC will increase the awareness of the area community. As it is stated that the project has to be evaluated at its end. The external expert together with project coordinator from HDO and representatives from the Resource Center, Human Rights Activists Groups in the targeted district will be involved in the evaluation process. The team will review the proposal of the human Rights Awareness, the workshops and forums reports and the interim reports. The team will conduct visits to the targeted district in which the project implemented, the participative tools applied in the interview were: - Focused group discussion - Questionnaire - Meetings - Observation These tools will be adopted by the targeted beneficiaries, the groups, HDO and the

concerned official bodies in the district. The terms of reference of the team in this study

focused on the outcomes indicators and impact indicators of the project.
