II. RATIONALE

Sikaran is a Filipino Art of Foot Fighting. It was established and developed by our own Filipino ancestors in rice fields to defend themselves against the abuses of Spanish colonizers during the 1500s. This Filipino Martial Art gained recognition in the world when Master Geronimo of Baras, Rizal founded the World Sikaran-Arnis Brotherhood of the Philippines, started to compete and won international tournaments in the late 1960s and 1970s. He continued propagating this art in the Philippines and extended into America, Australia, Arabia, Europe and still growing.

The passion for Martial Arts deteriorates while juvenile delinquencies, criminal cases and others arise. More and more of our youths today are prone to crimes and illegal drugs rather than to be good citizens of our society. Martial Arts, as a sport, demonstrate their significant value by contributing in the moral and physical transformation especially to the youth, which plays a very important role in our society; hence they are the hope of the fatherland. This event was designed to promote Sikaran and to encourage the youth to engage themselves in sports that put forward discipline and sportsmanship.

III. OBJECTIVES

Main Objective: To promote and organize the Bicol Regional Sikaran Championship Tournament (Pa-oragan 2015)

Specific Objectives:

a. To promote self-discipline and sportsmanshipb. To promote the sport of Sikaranc. To strengthen the camaraderie among Martial Arts Practitionersd. To encourage the youth to actually engage themselves into sports

V. PROJECT OVERVIEW

The activity will entertain the audience with different clubs competing throughout the duration of the tournament.

In order to maximize the involved manpower and to maintain an efficient operation of the proposed activity, the following committees were established:

A. Organizing Committee -

Functions: To coordinate with the participating clubs To coordinate with the guests and officials To monitor all related activities from the start until its conclusion.

B. Officiating Committee -

Functions: To officiate the Tournament in the said venue To facilitate in the pairing of matches including classes, weight categories and divisions

C. Secretariat Committee -

Functions: To maintain the records of all activities involved in sponsoring the said event for reporting purposes To compile receipts of all related expenditures for the necessary financial reports; and To register all participants including the table officials and guests.

D. Logistics Committee -

Functions: To secure the availability of venue on the said date To secure the venue of billeting of guests and delegates To coordinate with the Medical Officer

E. Food Committee -

Functions: To provide foods for the guests and table officials

F. Awards Committee -

Functions: To solicit trophies and medals To award the winners in the tournament To assist the guests and sponsors in awarding the winners

G. First Aid Committee -

Functions: To provide immediate assistance to victims of any physical injury or sudden health attacks that may require first aid treatment.

HOUSE RULES:

a. Personal Safety to be discussed with the Local Government Unit of Guinobatan.b. Security within the venue - to be discussed with the Local Government Unit of Guinobatan.
