1. Introduction

This unit develops the learners’ ability to evaluate and resolve realistic practical problems and

work as part of a team. The unit aims to apply the skills and knowledge developed in other units

of the course and where possible experiences from work within a major piece of work that

reflects the type of performance expected of construction technologists. It is designed to bring

small groups of learners together into teams so that they can co-ordinate their individual skills

and abilities. The scheme of work should allow the individual learner an opportunity to take

responsibility for his/her own contribution to the outcome and to demonstrate his/her ability to

work as part of a team. The brief will include an agreed timescale for the staged development of

the overall plan of work within given defined constraints, with the team working towards an

acceptable and viable solution to the agreed brief.

Through the group project our group has mainly focused on a housing project which is done as

a charity work by a consulting firm in Sri Lanka. The selected project is located in Mullaitivu

and is a rehabilitation program for war refugees. Our organization will be providing the

consultancy service for the project including design, estimation, feasibility studies and

preparation of environmental impact assessment.

The group consists of 08 members and each member has a delegated task to perform.

East Link Consultancy (Pvt) Ltd, is a company formed by construction professionals for the

purpose of undertaking Engineering Consultancy Services in Building and Civil Engineering

projects. The Organization commenced operations as a partnership in 1990 and subsequently was

registered as a private limited liability company in 1994. This is one the independent and ISO

Certified Engineering consulting organizations in Sri Lanka run by Sri Lankan nationals.

3. Outline of the Project

The proposed ‘Housing Construction’ involves construction of residential houses for refugees in

Mullaitivu. The project will focus on modern design with low cost and quality low cost material

used for building. This project proposal proposes construction of 50 houses each covering an

area of 525 Sqft. on 05 perch land. Housing construction not only improves the living standards

of the refugees but also contributes towards the overall economic growth. The construction

sector is linked with more than 40 industries and thus has multiple effects on the economy.

Moreover, given the situation of Sri Lanka – with the end of 20 years terrorism, rehabilitation

programme and a huge housing shortage faced by refugees, the demand for houses is high. There

is a rapid growth in urbanization and the continuous struggle towards better quality of life.

Consequentially, as a first step towards higher standards of living, the housing sector comes first.

The project is will start on 01.01.2012 and complete on 30.10.2012 and is scheduled for 10

months duration and each house consists of 02 rooms with a living room, kitchen and bathroom.

All houses will be built according to locally accepted methods, to a design compatible with local

culture and building traditions. Each housing unit has a minimum floor area of 525 square feet

and a tiled roof.

The total project cost is estimated at Rs. 37.5 million. The project is financed through 100% Non

Government Organization fund. The legal business status of this project is proposed as ‘Sole

Proprietorship’ and Non profitable charity work.

Infrastructure works such as water supply, electrical, sewerage, internal roads will be designed

and constructed by another engineering consulting organization.

4. Objectives of the Project

Having a secure and settled home is the key to refugees being able to rebuild their lives and

become part of their local community.

The first objective of this component is to provide permanent shelter to Refugees in target area

and improve their quality of living.

The second objective is to maintain the goodwill of the company by setting an example to other

construction related organizations and motivate them to carryout charity works as this project.

The overall objective is to create durable solutions for returnees and host communities through

an incorporated approach to community infrastructure development. This involves rehabilitating

small-scale social and economic community infrastructure, whilst at the same time providing

capacity-building for local structures to enable them to implement rehabilitation activities and

provide protection to communities, Where non-existent, community-level social structures will

be established, and the level of community integration/ cohesion and capacity for collective

action increased, in the target communities. The community infrastructure component will also

provide target communities with employment and income-generation opportunities, and help to

improve the living conditions of local communities.

5. Location of the area

The proposed housing project is located in Iralkulam, Mullaitivu district. This land is a barren

land heavily damaged due to war activities over the years. The land is a 03 acre land provided by

the Government of Sri Lanka. The main entrance to the land will be the B 297 road and A 35

roads. Internal roads will be connecting the main roads and is surrounded by the Nanthikadal

lagoon.

9. Conclusion

This project proposal is a proposal for a rehabilitation housing construction program which is

located at Mullaitivu. Our company is a leading engineering consulting firm in Sri Lanka which

carries out some major construction projects in Sri Lanka and overseas. This project is mainly

done as a charity project to enhance the quality of living of war refugees in Mullaitivu. The

project is scheduled for a duration of 10 months and estimated at a cost of 37.50 million Sri

Lankan Rupees.

Through the project the organization expects to provide shelter for war refugees and expand the

goodwill of the organization. This project will set an example for the other construction related

organizations to carry on charity works as this.
